Resistance to globalization is growing across the political spectrum as the correlation between globalization & poverty is recognized. Even supporters of globalization realize that its neoliberal agenda must be politically legitimized, democratized, & socialized if the process is to go forward without major opposition. The shift to the post-Washington consensus of civil society, social capital, capacity building, governance, transparency, a new international economic framework, institution building, & safety nets, is a minimal response to increasing hostility toward the Washington Consensus' liberalization & deregulation processes. However, power, domination, resistance, & accountability are largely removed from the Post-Washington Consensus, & little consideration is given to the public good, especially in terms of the world's poorest. The author argues that a global governance agenda is underdeveloped because politics are not seen as a normative & ethical approach to a more just agenda of global economic management. L. A. Hoffman
