Abstract
The United Nations Security Council (UNSC) is the United Nations' most powerful institutional body, charged with the "primary responsibility for the maintenance of international peace and security." The main instrument through which the Council asserts this power is its resolutions, specifically by using resolution text to attribute responsibility. The UNSC uses responsibility language to assign tasks, identify accountability under international law, or reflect the Council's normative interpretation of political principles. Yet we lack a comprehensive empirical description of responsibility attributions in UNSC resolutions. We address this gap by providing an original dataset of the full text of all UNSC resolutions between 1946 and 2020. We use this data to show that the Council has significantly increased responsibility attributions since the end of the Cold War, but only for a very specific subset of terms, targeting predominantly states and individuals. We further demonstrate how the data can inform debates about the timing and status of the "responsibility to protect" as an international norm. The data and findings provide a helpful starting point for many future research endeavors, including the role of member states in the UNSC, quantitative and qualitative research on UNSC decision-making processes, or topic development of the UNSC agenda in general.

Die Krisenphänomene der letzten Jahre sind durch Überlappungen, Gleichzeitigkeiten, normative Mehrdeutigkeiten und unklare Bearbeitungsperspektiven geprägt. Solche multiplen Krisen sind auch immer normative Krisen, weil sie sich durch eine Pluralisierung normativer Ansprüche und den Streit über deren Geltung auszeichnen. Die Normenforschung kann auf gesellschaftliche Erwartungen nach erklärender Analyse, kritischem Verständnis und wissenschaftlich begleiteter Problembearbeitung von solchen Krisen reagieren. Wir argumentieren in dieser Einleitung zum Forum, dass insbesondere ein Blick auf die Dynamiken von Normen, Normbeziehungen und normativen Ordnungen konzeptionelle Möglichkeiten zur Untersuchung multipler Krisen bieten. Wie wir anhand von empirischen Beispielen des aktuellen Krisengeschehens zeigen, kann die Normenforschung die Komplexitäten und Widersprüche multipler Krisen analytisch greifen und kritisch diskutieren. Dabei erweisen sich insbesondere die Normativität, Relationalität und Situiertheit der Normenforschung als Stärken, um das gesellschaftliche Wissen über Krisenphänomene zu erweitern.

This paper analyzes how formative events have influenced the change of the role conception and the behavior of the UN Security Council (SC) with regard to human rights protection since the beginning of the 1990s. Although being shaped by heterogeneous membership and partial power interests, the SC is under pressure to develop consistent strategies in dealing with crises. In this regard we identify three different strategies -- trivialization, justification and rectification -- which are used by the SC to reduce existing incongruities between its role conception and a perceived crisis. The choice of particular strategies is thereby determined by experiences from the respective former crisis. This leads to an oscillation between pro-active, even military action and evasive behavior. The emergence of a human rights protection norm, thus, can be best understood as a path-dependent, non-linear process. Adapted from the source document.

Dabei zählen Fragen rund um Frieden und Sicherheit immer mehr zu den Kerninteressen, die ihre Wahlentscheidung beeinflussen. Das in diesem BKHS-Blickwinkel vorgestellte Escape Game "Unlock Europe - Das Escape Game zu Frieden und Sicherheit in Europa" eröffnet Einsichten in die Perspektiven junger Menschen auf diese Themen und zeigt beispielhaft, wie zielgruppengerechte Formate der politischen Bildung umgesetzt werden können. Davon ausgehend leiten die Autor*innen Empfehlungen für die zielgruppengerechte Kommunikation von Politiker*innen mit jungen Menschen ab.
