Der Verfasser legt eine Längsschnittanalyse der regionalen politischen Elite in Rußland vor, die den Zeitraum zwischen 1985 und 1994 abdeckt. Gefragt wird vor allem nach Veränderungen im Sozialprofil der Elite (Geschlecht, Alter, Beruf, Wohnort, Parteizugehörigkeit). Die Untersuchung macht zum einen die Kolonisierung regionaler Gremien durch die politische Elite sichtbar. Sie zeigt zum anderen, daß im Gegensatz zu den Annahmen von Kryshtanovskaya und White die politisch-administrative und die wirtschaftliche Elite eng miteinander verflochten sind. Ein großer Teil dieser verflochtenen Eliten setzt sich aus ehemaligen Angehörigen der Nomenklatura zusammen. (BIOst-Wpt)

Seit dem Abschluß des Vertrages mit der Republik Tatarstan vom 15. Februar 1994 hat Rußland eine Reihe von bilateralen Verträgen mit Subjekten der Russischen Föderation abgeschlossen, deren Charakter und Inhalt in dem Beitrag vergleichend untersucht werden. Während zahlreiche Experten den asymmetrischen Charakter des russischen Föderalismus für eine Quelle politischer Instabilität halten, vertritt der Verfasser des Artikels die Ansicht, daß gerade die asymmetrische Struktur der von ihm untersuchten bilateralen Verträge es der russischen Zentralmacht erlaubt, den Unterschieden in der wirtschaftlichen Entwicklung, strategischen Lage, Kultur und Ethnizität der einzelnen Republiken und Regionen gerecht zu werden und sezessionistische Tendenzen - mit der Ausnahme Tschetscheniens - erfolgreich zu verhindern. It has long been accepted by historians that the conjuncture of grain crises of 1927-1929 marked a turning point during which the Soviet Union descended into the tumult of Stalin's "revolution from above." There is, however, no agreement as to what caused this outcome. Was the country pushed down this road as a deliberate act of policy by Stalin to enhance his dictatorial power? Did bolshevik ideology, which favored rapid industrialization and bureaucratic centralized state control, predetermine the end result? Did the sequence of events in this period generate an uncontrollable dynamic of crises and conflict between strengthening state power and societal, particularly peasant, resistance? To reach a more definitive answer to these fundamental questions I have undertaken a case study of a pivotal policy development of this period, one which bridged the crucial transition from NEP to "dekulakization": the so-called "Ural-Siberian method" or "social influence" method of grain collection.
