The current underdevelopment of most of the world is the historical consequence of Western expansion, even if the dysfunctional character of the Third World elites has played an important role internally. And this is so because, regardless of their dysfunction, the structural inequality of the terms of trade imposed by the pre-existing technological superiority of the central countries has created almost insurmountable barriers to the development of the Third World. And despite the understanding of the crucial role that foreign aid plays for the development of Third World countries, the democratic systems of the central countries do not provide conditions for long-term projects that do not lead to direct benefits. In this paper, we argue that the starting point for a new policy that corrects structural imbalances, to the benefit of both hemispheres, is a radical restructuring of the South's debt. ; El subdesarrollo actual de la mayoría del mundo es la consecuencia histórica de la expansión occidental, incluso si el carácter disfuncional de las élites del Tercer Mundo ha jugado un papel importante en lo interno. Y esto es así porque, independientemente de su disfunción, la desigualdad estructural de los términos de intercambio impuestos por la superioridad tecnológica preexistente de los países centrales, ha creado barreras casi insuperables para el desarrollo del Tercer Mundo. Y pese al amplio entendimiento del papel crucial que juega la ayuda externa para el desarrollo de los países del Tercer Mundo, los sistemas democráticos de los países centrales no proporcionan condiciones para proyectos a largo plazo que no conduzcan a ventajas directas. En el presente trabajo sostenemos que el punto de partida para una nueva política que corrija los desequilibrios estructurales, en beneficio de ambos hemisferios, es una reestructuración radical de la deuda externa.

Les multiples conflits de notre epoque s'inscrivent tous dans le cadre d'une double polarite Est-Ouest et Nord-Sud. Le Bresil, pays avance du Tiers Monde qui garde des traits importants de sous-developpement malgre sa croissance industrielle rapide, doit examiner avec realisme les relations internationales pour defendre ses interets. Cela implique une reformulation des rapports avec les Etats-Unis, une solidarite renforcee avec les voisins latino-americains, notamment pour affronter le terrible probleme de la dette, et une presence universelle selective privilegiant en particulier l'Amerique Latine, les pays arabes, l'Europe Occidentale, la Chine et certains pays d'Afrique

The two superpowers are currently oscillating between two strategic visions, the predominance of which alternates according to internal political tendencies and the perception that each has of the other's behavior. This leads us to wonder whether there is a realistic course of action capable of leading the world in the direction of a stable peace while it is still possible to prevent a great war. In this work we argue that such a line of action can be conceived and implemented in a realistic way. To do this, it must first be recognized that only a truly effective and representative international authority will have the conditions to reinforce a stable peace and that, secondly, it must be recognized that any change in the current strategic stalemate must be initiated by those actors who are not the superpowers: in this case, the Europeans, and more specifically, the Germans. ; Las dos superpotencias están oscilando actualmente entre dos visiones estratégicas, cuya predominancia se alterna de acuerdo a las tendencias políticas internas y a la percepción que cada una tiene de la conducta de la otra. Esto nos lleva a preguntarnos si acaso existe una línea de acción realista capaz de conducir al mundo en dirección de una paz estable mientras sea todavía posible prevenir una gran guerra. En este trabajo sostenemos que tal línea de acción puede ser concebida e implementada en forma realista. Para ello, primero hay que reconocer que solo una autoridad internacional verdaderamente efectiva y representativa dispondrá de las condiciones para reforzar una paz estable y que, en segundo lugar, se debe reconocer que cualquier cambio en el actual estancamiento estratégico debe ser iniciado por aquellos actores que no sean los superpoderes: en este caso, los europeos, y más concretamente, los alemanes.

Political differences between Brazil and the United States have been aggravated since 1974 with the re-adoption of an independent foreign policy by Brazil, and they became particularly serious under the Reagan Administration. These derive from different and conflicting views of the world today, the lack of connection between what Brazil offers and the United States demands, and the discrepancy between what the United States proposes to Brazil. However, everything indicates that Brazilian-North American relations will undergo much more marked changes in the future than in recent years. The common interests and values that permanently bind Brazil to the Western world will lead the country to maintain close relations with the United States. ; Las divergencias políticas entre el Brasil y los Estados Unidos se fueron agravando desde 1974 con la readopción de una política externa independiente por parte del Brasil, y se volvieron particularmente serias con la Administración Reagan. Estas se derivan de distintas y conflictivas visiones del mundo actual, la falta de conexión entre lo que Brasil ofrece y los Estados Unidos demanda y a la discrepancia entre lo que los Estados Unidos proponen al Brasil. Sin embargo, todo indica que las relaciones brasileño-norteamericanas experimentarán en el futuro modificaciones mucho más acentuadas que en los últimos años. Los intereses y valores comunes que vinculan de forma permanente al Brasil con el mundo occidental conducirán al país a mantener estrechas relaciones con los Estados Unidos.
