As it strives to develop a fully integrated security and defence policy, the European Union faces a dilemma. While integration is proceeding apace and now embraces a number of key areas of national security policy, the Union still shies away from holding a serious debate about the future of European - that is British and French - nuclear weapons. These two European states have sought to justify their continued ownership of nuclear weapons by citing their own (and Europe's) benevolent intentions and the fact that their actions are guided by an awareness of their responsibility. Instead, Europe must begin to question critically the nuclear weapons policy of its own members and demand that concrete measures must be taken. This could be a real stress test for the Common Foreign and Security Policy of the EU. Yet by engaging in a proper debate about its own policies, the EU has an opportunity to make a key contribution to international security and to boost its image as a credible actor with convincing arguments. At the same time, the European Union is progressively enhancing its Common Foreign and Security Policy (CFSP), notably through the establishment of a European Security and Defence Policy (ESDP). Yet, despite evident progress in the CFSP, whose ultimate purpose is to lead to a 'common defence policy', EU member-states still deal with nuclear issues on a predominantly national basis. What is the alleged purpose of European nuclear forces? How is the raison d'être of the French and British nuclear deterrents conceptualized against the background of progressing European (defence) integration? This article examines the construction of the rationale of the French and British nuclear forces and their compatibility with the emerging European defence policy, particularly with regard to a hypothetical integration of both arsenals into a common deterrent. Could and should a 'European nuclear deterrent' be envisaged as the final stage in the framing of a European defence?

Germany's ambivalent attitude toward nuclear weapons is the result of an intricate rivalry between competing principles and goals of foreign and security policy-making. A deeply engrained strategic culture of anti-nuclearism and anti-militarism competes with a belief in collective defense and alliance cohesion. Similarly, the long-held belief in multilateralism is time and again challenged by newly emerging claims for leadership within multilateral institutions. This chapter analyses how the predictive politics of future-making fundamentally alters existing practices of constitutional democratic government by upsetting three of its foundational attributes: its materiality, its presentism, and its localism. The outcomes of contemporary political struggles are no longer conceived as immediate, tangible, and available for public evaluation and judgment based on outcomes. Instead, contemporary political contestations revolve around collective imaginations of the future in which different, often conflicting, visions are put forward. The ensuing negotiations – what one might term the 'politics of the future' – thus continually revolve around possible 'dreamscapes', spaces in which promissory visions fueled by scientific and technological advances germinate and flourish, or are met with resistance. ; In diesem Kapitel wird analysiert, wie die vorausschauende Politik der Zukunftsgestaltung die bestehende Praxis der konstitutionellen demokratischen Regierungsform grundlegend verändert, indem sie drei ihrer grundlegenden Eigenschaften umstößt: ihre Gegenständlichkeit, ihre Orientierung an der Gegenwart und ihre Ortsgebundenheit . This chapter, building on the individual contributions to this book, highlights the complex interactions and feedback-loops between the politics and the science of the future. First, the chapter reflects on current and future trends in politics, science, and society that shape the context of future-oriented thinking at the intersection between politics and academia; acknowledging the co-constitution and co-evolution of different historical, and increasingly global imaginaries of the future and the national and international social and political order across time. Second, the chapter highlights how different knowledge conceptions and temporal logics of and within politics and science complicate the processes of creating and assembling future knowledge; and how a better understanding of the interlinkages between method, practice, context, and political purpose of different types of future reasoning can facilitate collaboration between policy-makers and scientists.
