This study examines when and why threats of economic sanctions lead to the successful extraction of policy concessions. Scholars identified three (not mutually exclusive) hypotheses that explain the success of sanction threats: (a) the coercive, (b) the informational and (c) the public commitment hypothesis. The underpinning mechanisms for the hypotheses are, respectively, the economic cost of sanctions, uncertainty about the resolve of the sender and domestic audience cost for issuing empty threats. In this study, we offer an empirical test of the three hypotheses on threats effectiveness. In addition, we assess how variation in the three mechanisms affects the effectiveness of threats relative to imposed sanctions. For the expected economic cost, we use the TIES data. To measure uncertainty, we generate a network of diplomatic relations, based on Formal Alliance data, utilizing methods from complex network theory. To assess public commitment, we use the democracy score based on the POLITY IV data. As increasing international concern and cooper- ation aim at policy-oriented solutions to the climate change problem, several issues have begun to arise regarding verification and compliance under both proposed and legislated schemes meant to reduce the human-induced global climate impact. The issues of concern are rooted in the level of confidence with which national emission assessments can be performed, as well as the management of uncertainty and its role in developing informed policy. The approaches to addressing uncertainty that was discussed at the 2nd International Workshop on Uncertainty in Greenhouse Gas Inventories 1 attempt to improve national inventories or to provide a basis for the standardization of inventory estimates to enable comparison of emissions and emission changes across countries. Some authors use detailed uncertainty analyses to enforce the current structure of the emissions trading system while others attempt to internalize high levels of uncertainty by tailoring the emissions trading market rules. In all approaches, uncertainty analysis is regarded as a key component of national GHG inventory analyses. This presentation will provide an overview of the topics that are discussed among scientists at the aforementioned workshop to support robust decision making. These range from achieving and report- ing GHG emission inventories at global, national and sub-national scales; to accounting for uncertainty of emissions and emission changes across these scales; to bottom-up versus top-down emission analy- ses; to detecting and analyzing emission changes vis-a-vis their underlying uncertainties; to reconciling short-term emission commitments and long-term concentration targets; to dealing with verification, com- pliance and emissions trading; to communicating, negotiating and effectively using uncertainty.

In light of AustroClim's call for a coordinated climatological research effort, and based on an initiative of the Austrian Federal Minister of the Environment, six funding partners1 commissioned the Start Project Climate Protection: "StartClim – First Analyses of Extreme Weather Events and their Impact in Austria" (StartClim2003). The BOKU - University of Natural Resources and Applied Life Sciences as representative of the AustroClim Research Platform agreed to act as the project leader for StartClim. The administrative tasks were assumed by the Federal Environment Agency. StartClim continued in 2004 by sponsoring research on "heat and drought" and is now set up as a program initiating research in climate change topics not yet established in Austria. StartClim research projects are intended to subsequently be carried farther in the framework of normal research funding or as studies commissioned by interested stakeholders.

Abstract Pallasites are mixtures of core and mantle material that may have originated from the core–mantle boundary of a differentiated body. However, recent studies have introduced the possibility that they record an impact mix, in which case an isotopic difference between metal and silicates in pallasites may be expected. We report a statistically significant oxygen isotope disequilibrium between olivine and chromite in main group pallasites that implies the silicate and metal portions of these meteorites stem from distinct isotopic reservoirs. This indicates that these meteorites were formed by impact mixing, during which a planetary core was injected into the mantle of another body. The impactor likely differentiated within ∼1–2 Myr of the start of the Solar System based on Hf–W chronology of pallasite metal, and we infer the age of the impact based on Mn–Cr systematics and cooling rates at between ∼1.5 and 9.5 Myr after Ca–Al-rich inclusions (CAIs). When combined with published slow subsolidus cooling rates for these meteorites and considering that several pallasite groups exist, our results indicate that such impacts may be an important stage in the evolution of planetary bodies.

Growing international concern and cooperation regarding the climate change problem have increased the need to consider the uncertainty in inventories of GHG emissions. The approaches to address uncertainty discussed in this special issue reflect attempts to improve national inventories, not only for their own sake but also from a wider, system analytic perspective. They seek to strengthen the usefulness of national emission inventories under a compliance and/or global monitoring and reporting framework. The papers in this special issue demonstrate the benefits of including inventory uncertainty in policy analyses. The issues raised by the authors and featured in their papers, along with the role that uncertainty analysis plays in many of their arguments, highlight the challenges and the importance of dealing with uncertainty. While the Intergovernmental Panel on Climate Change (IPCC) clearly stresses the value of conducting uncertainty analyses and offers guidance on executing them, the arguments made here in favor of performing these studies go well beyond any suggestions made by the IPCC to date. Improving and conducting uncertainty analyses are needed to develop a clear understanding and informed policy. Uncertainty matters and is key to many issues related to inventorying and reducing emissions. Considering uncertainty helps to avoid situations that can create a false sense of certainty or lead to invalid views of subsystems. Dealing proactively with uncertainty allows for the generation of useful knowledge that the international community should have to hand while strengthening the 2015 Paris Agreement, which had been agreed at the 21st Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC). However, considering uncertainty does not come free. Proper treatment of uncertainty is demanding because it forces us to take the step from "simple to complex" and to grasp a holistic system view. Only, thereafter, can we consider potential simplifications. That is, comprehensive treatment of uncertainty does not necessarily offer quick or easy solutions for policymakers. This special issue brings together 13 papers that resulted from the 2015 (4th) International Workshop on Uncertainty in Atmospheric Emissions, in Cracow, Poland. While they deal with many different aspects of the uncertainty in emission estimates, they are guided by the same principal question: "What GHGs shall be verified at what spatio-temporal scale to support conducive legislation at local and national scales, while ensuring effective governance at the global scale?" This question is at the heart of mitigation and adaptation. It requires an understanding of the entire system of GHG sources and sinks, their spatial characteristics and the temporal scales at which they react and interact, the uncertainty (accuracy and/or precision) with which fluxes can be measured, and last but not least, the consequences that follow from all of the aforementioned aspects, for policy actors to frame compliance and/or global monitoring and reporting agreements. This bigger system context serves as a reference for the papers in the special issue, irrespective of their spatio-temporal focus, and is used as a guide for the reader.

Abstract Background Compared to the civilian population, military trainees are often at increased risk for respiratory infections. We investigated an outbreak of radiologically-confirmed pneumonia that was recognized after 2 fatal cases of serotype 7F pneumococcal meningitis were reported in a 303-person military trainee company (Alpha Company). Methods We reviewed surveillance data on pneumonia and febrile respiratory illness at the training facility; conducted chart reviews for cases of radiologically-confirmed pneumonia; and administered surveys and collected nasopharyngeal swabs from trainees in the outbreak battalion (Alpha and Hotel Companies), associated training staff, and trainees newly joining the battalion. Results Among Alpha and Hotel Company trainees, the average weekly attack rates of radiologically-confirmed pneumonia were 1.4% and 1.2% (most other companies at FLW: 0-0.4%). The pneumococcal carriage rate among all Alpha Company trainees was 15% with a predominance of serotypes 7F and 3. Chlamydia pneumoniae was identified from 31% of specimens collected from Alpha Company trainees with respiratory symptoms. Conclusion Although the etiology of the outbreak remains unclear, the identification of both S. pneumoniae and C. pneumoniae among trainees suggests that both pathogens may have contributed either independently or as cofactors to the observed increased incidence of pneumonia in the outbreak battalion and should be considered as possible etiologies in outbreaks of pneumonia in the military population.

Background The amount of resources, particularly prepaid resources, available for health can affect access to health care and health outcomes. Although health spending tends to increase with economic development, tremendous variation exists among health financing systems. Estimates of future spending can be beneficial for policy makers and planners, and can identify financing gaps. In this study, we estimate future gross domestic product (GDP), all-sector government spending, and health spending disaggregated by source, and we compare expected future spending to potential future spending. Methods We extracted GDP, government spending in 184 countries from 1980-2015, and health spend data from 1995-2014. We used a series of ensemble models to estimate future GDP, all-sector government spending, development assistance for health, and government, out-of-pocket, and prepaid private health spending through 2040. We used frontier analyses to identify patterns exhibited by the countries that dedicate the most funding to health, and used these frontiers to estimate potential health spending for each low-income or middle-income country. All estimates are inflation and purchasing power adjusted. Findings We estimated that global spending on health will increase from US$9.21 trillion in 2014 to $24.24 trillion (uncertainty interval [UI] 20.47-29.72) in 2040. We expect per capita health spending to increase fastest in upper-middle-income countries, at 5.3% (UI 4.1-6.8) per year. This growth is driven by continued growth in GDP, government spending, and government health spending. Lower-middle income countries are expected to grow at 4.2% (3.8-4.9). High-income countries are expected to grow at 2.1% (UI 1.8-2.4) and low-income countries are expected to grow at 1.8% (1.0-2.8). Despite this growth, health spending per capita in low-income countries is expected to remain low, at $154 (UI 133-181) per capita in 2030 and $195 (157-258) per capita in 2040. Increases in national health spending to reach the level of the countries who spend the most on health, relative to their level of economic development, would mean $321 (157-258) per capita was available for health in 2040 in low-income countries. Interpretation Health spending is associated with economic development but past trends and relationships suggest that spending will remain variable, and low in some low-resource settings. Achieving universal health coverage (UHC) requires health financing systems that provide prepaid pooled resources for key health services without placing undue financial stress on households. Understanding current and future trajectories of health financing is vital for progress towards UHC. We used historical health financing data for 188 countries from 1995 to 2015 to estimate future scenarios of health spending and pooled health spending through to 2040.We extracted historical data on gross domestic product (GDP) and health spending for 188 countries from 1995 to 2015, and projected annual GDP, development assistance for health, and government, out-of-pocket, and prepaid private health spending from 2015 through to 2040 as a reference scenario. These estimates were generated using an ensemble of models that varied key demographic and socioeconomic determinants. We generated better and worse alternative future scenarios based on the global distribution of historic health spending growth rates. Last, we used stochastic frontier analysis to investigate the association between pooled health resources and UHC index, a measure of a country's UHC service coverage. Finally, we estimated future UHC performance and the number of people covered under the three future scenarios.
