Given that the Paris Agreement (PA) has strengthened the long-term temperature goal and that it calls for a balance of greenhouse gas (GHG) emissions and sinks within the 21st century, there is the urgent need to re-assess the climate targets worldwide. On top of that, the PA stresses that contributions from the states have to reflect "the highest possible ambition" and "respective capabilities". This study has derived national GHG emissions reduction contributions for 2030 and 2050 that are consistent with the Paris Agreements' long-term temperature goal, both based on fairness and cost-effectiveness approaches. The analysis focuses on countries that are particularly relevant because of their share in global GHG emissions and their role in international climate policy, namely Brazil, Canada, China, the EU, India, Japan the United States of America, and Germany respectively. The comparison of these approaches yields insights whether or not a country can or should in-crease the ambition of its NDC. The data can also be taken to show how large the efforts in the country domestically should be and to indicate the need for support to or from other countries. The analysis reveals for both approaches, that the more ambitious long-term temperature goal of the Paris Agreement results in substantially higher reduction requirements for all countries compared to the former Cancun targets.

Der IPCC-Sonderbericht über 1,5 °C globale Erwärmung (SR1.5) fasst den weltweit vorhandenen wissenschaftlichen Kenntnisstand zu den Folgen von 1,5 °C globaler Erwärmung gegenüber vorindustriellen Bedingungen und zu den mit einer solchen Erwärmung konsistenten Treibhausgas-Emissionspfaden zusammen. Er untersucht Maßnahmen zur Verstärkung und Beschleunigung des Kampfes gegen den Klimawandel. Ein gesondertes Kapitel geht auf Berührungspunkte zu den globalen Nachhaltigkeitszielen (Sustainable Development Goals; SDGs) ein. Ergänzend zu den UBA-Webinaren für Politikberatende stellte das Umweltbundesamt in diesem Webinar am 05. April 2019 ausgewählte Erkenntnisse des Sonderberichtes für eine Zielgruppe mit weniger Detailwissen zu Klimawandel und Klimapolitik vor. Das Webinar richtete sich an Akteurinnen und Akteure aus Bildungs- und Kultureinrichtungen, NGOs, Vereinen, Initiativen und Verbänden der Wirtschaft und Zivilgesellschaft, die in der Kommunikation mit der Öffentlichkeit und Bewusstseinsbildung zur Klima- und Umweltpolitik tätig sind. Es zielt darauf ab, diese Akteurinnen und Akteure darin zu unterstützen, die Öffentlichkeit mit den Berichtsinhalten vertraut zu machen und Bewusstsein für deren Bedeutung zu erzeugen. Diese Dokumentation umfasst die im Webinar präsentierten Inhalte sowie im Anhang eine konsolidierte Beantwortung der im Webinar gestellten Teilnehmerfragen.

Given that the Paris Agreement has strengthened the long-term temperature goal and that it calls for a balance of greenhouse gas (GHG) emissions and sinks within the 21st century, there is the urgent need to re-assess the long-term targets of the EU and to show how the target of GHG neutrality can be reached in the EU. The aim of this study was to design a scenario called "GHGneutral EU2050" as one way to realize a European Union with net-zero greenhouse gas emissions under further sustainability criteria. The scenario shows that a GHG-neutral EU is feasible even without the use of carbon capture and storage and with limited amounts of bioenergy. Key components of the scenario in all energy-consuming sectors (industry, buildings and transport) are a strong increase in energy efficiency as well as far-reaching electrification. These measures can reduce the final energy demand (including international transport) by about 37% and the share of electricity can be increased to almost 50%. In addition, a broad portfolio of other renewable energy options has to be exploited and substantial quantities of renewable fuels are required, which are produced from renewable electricity via electrolysis or based on biomass. Due to unavoidable GHG emissions from agriculture, industrial processes and waste treatment, achieving GHG neutrality also requires lower activity of the agricultural sector and an increased GHG sink from forestry. Besides the detailed quantitative description of a sectoral setup for all GHG-emitting sectors, the study contains a qualitative discussion of the sectoral options to reach GHG-neutrality, cross-sectoral interactions as well as the challenges associated with realizing such a scenario.

In 2018, the European Commission presented its long-term Strategic Vision "A clean planet for all", which calls for net-zero greenhouse gas emissions (GHG) of the European Union by 2050. The Strategic Vision is accompanied by the In-depth Analysis containing a detailed impact assessment based on a scenario analysis. This paper presents the findings of an assessment of the In-depth Analysis, in particular its suitability as the analytical input for the Strategic Vision. In summary, the In-depth Analysis covers the key aspects for building an adequate long-term climate strategy and is thus a strong foundation for the Strategic Vision, in spite of certain limitations. The presented pathways to net-zero emissions cover all the relevant sectors and GHGs and are in accordance with other studies. However, they are not fully assessable, because important input and output data are not provided for all scenarios. Moreover, it is unclear why none of the scenarios maximises the use of renewable energies. The variety of models used provides evidence for the economic feasibility of such a transition. In this regard, the restricted set of scenarios used for the macro-economic assessment is a shortcoming. In the scenarios with net-zero GHG emissions in 2050, all sectors have to pursue very ambitious emission reductions early on. Nonetheless, some remaining GHG emissions have to be compensated by a combination of natural and artificial carbon sinks. Detailed considerations of the economic and social implications of the mitigation scenarios show moderate impacts on GDP and labor in comparison to other societal drivers, but also indicate the need for a strong shift from consumption to investment in mitigation technologies and infrastructure. International cooperation is seen as essential to foster the transformation to net-zero GHG emissions.

Aktuelle Prognosen zeigen erhebliche Gefahren für unsere Volkswirtschaften, für die Stabilität der Ökosysteme und für eine nachhaltige Entwicklung. Gerade noch verkraftbar erscheint ein globaler Temperaturanstieg von 2 °C gegenüber dem vorindustriellen Niveau. Um dieses 2°C-Ziel zu erreichen, müssen die heutigen Industriestaaten # wegen ihrer sehr großen Pro-Kopf-Emissionen - bis Mitte dieses Jahrhunderts ihre ⁠Treibhausgas⁠-Emissionen sogar um 80 % gegenüber 1990 mindern. Als Zwischenziel sollte die Europäische Union ihre Emissionen bis 2020 um 30 % unter das Niveau von 1990 senken.

The Federal Environment Agency (UBA) has for several years been researching appropriate, effective ways of implementing the targets set by the international community on stemming climate change in a highly industrialised and developed nation like Germany. The findings of the Intergovernmental Panel on Climate Change (IPCC) show beyond doubt that industrial nations in particular will need to work towards ambitious climate targets by the middle of this century if they are to fulfil their global responsibility. This provides an opportunity for Germany to take on a trailblazing role, setting the bar high and working towards the 'greenhouse gas-neutral country' climate target. The UBA has launched an interdisciplinary process in order to discover how a greenhouse gas-neutral Germany might look in 2050. The process began with an investigation of electricity generation, be-cause this involves high emissions; the UBA showed that it is in fact possible to generate 100% of our electricity from renewable sources. From the outset, it was clear that a sustainable supply of energy from renewables would not on its own be sufficient to avoid almost all greenhouse gas (GHG) emissions. Other sectors of the economy would also need to make major changes and increase their use of low-GHG technologies.The present study, 'Greenhouse gas-neutral Germany 2050' therefore investigates all the relevant sources of emissions that are described in the German National Inventory Report (NIR) on greenhouse gases. Thus besides energy supply — including the heat and transport sectors — we also consider greenhouse gas emissions from industry, waste management, agriculture and forestry and changes in land use. We then present a target scenario. Our study does not cover the routes towards this trans-formation, any associated economic assessments, or the selection of suitable policy instruments. Instead, we aim to demonstrate that a greenhouse gas-neutral Germany can largely be achieved using technical measures. We hope to provoke discussion about our sustainable, greenhouse gas-neutral future. Further study will be required, for example into the extent to which lifestyle changes can help make our greenhouse gas-neutral target easier to achieve.

Das Umweltbundesamt (UBA) untersucht seit einigen Jahren, wie sich die Zielsetzung der inter-nationalen Staatengemeinschaft zur Eindämmung des Klimawandels für ein hochentwickeltes Industrieland wie Deutschland angemessen und wirkungsvoll umsetzen lässt. Den Ergebnissen des Intergovernmental Panel on Climate Change (IPCC) folgend steht außer Frage, dass besonders Indust-rieländer bis zur Jahrhundertmitte ehrgeizige Klimaziele anstreben sollten, um ihrer globalen Verant-wortung gerecht zu werden. Deutschland kann hierbei eine weltweite Vorreiterrolle einnehmen, wenn es sich selbst frühzeitig eine hohe Zielmarke setzt und das Klimaziel "Treibhausgasneutrales Deutsch-land" anstrebt. Um die Frage zu beantworten wie ein treibhausgasneutrales Deutschland im Jahr 2050 aussehen könnte, hat das UBA einen interdisziplinären Prozess gestartet. Wegen ihrer hohen Emissionen hat das UBA dabei die Stromerzeugung als Erstes untersucht und gezeigt, dass eine Stromerzeugung aus 100 % erneuerbaren Energien möglich ist. Schon zu Beginn der Arbeiten war klar, dass eine nachhaltige Energieversorgung mit erneuerbaren Energien allein nicht ausreichen wird, um die Treibhausgasemissionen (THG) nahezu vollständig zu vermeiden. Auch andere Wirtschaftsbereiche müssten sich deutlich verändern und verstärkt THG-arme Techniken einsetzen.Die nun vorgelegte Studie "Treibhausgasneutrales Deutschland 2050" bezieht daher alle relevan-ten Emissionsquellen in die Untersuchung ein, die im jährlich erstellten Nationalen Inventarbericht (NIR) zum Treibhausgasinventar beschrieben werden. Betrachtet werden also neben der gesamten Energieversorgung einschließlich des Wärme- und Verkehrssektors auch die Treibhausgasemissionen von Industrie, Abfallwirtschaft, Land- und Forstwirtschaft sowie aus Landnutzungsänderungen. Wir entwickeln hierzu ein Zielszenario. Transformationspfade zu diesem Ziel und die damit verbundenen Wirtschaftlichkeitsbetrachtungen und die Auswahl geeigneter politischer Instrumente sind nicht Gegenstand der Untersuchung. Unser Anliegen ist, zu zeigen, dass ein treibhausgasneutrales Deutschland mit vorwiegend techni-schen Maßnahmen möglich ist. Mit dieser Studie möchten wir die Diskussion über eine nachhaltige und treibhausgasneutrale Zukunft anstoßen. Weitere Untersuchungen dazu müssen folgen, die zum Beispiel auch die Frage berücksichtigen inwieweit die Veränderung der Lebensstile helfen können das Ziel der Treibhausgasneutralität leichter zu erreichen.

The European Green Deal, published as one major work stream of the new European Commission at the end of 2019, represents a new and ambitious approach to put environment and sustainability more at the heart of European policy. The announcements there must now be brought to life through various strategies and implementation measures. This study analyses the European Green Deal from the perspective of the German Environment Agency and places it in the context of the global challenge of achieving the United Nations' sustainable development goals. To this end, the individual thematic areas of the European Green Deal and their measures are analysed and we discuss what further measures may be necessary to achieve the self-imposed EU goals, but also the United Nations goals and other long-term goals such as the Paris Climate Agreement. In addition to necessary measures in the fields of human well-being, sustainable economic activity, sustainable food systems, climate and energy, urban development and digitalization, the paper also clearly states that structural adjustments are needed as key levers to achieve the desired goals. New approaches are needed in the governance of sustainability policy, in the economic and financial sector, in civil society involvement, and in science and innovation. The study concludes that the European Green Deal is an important step forward, but that further efforts beyond those described there are still needed in order to achieve a sustainable Europe.

Die RESCUE-Studie zeigt in sechs Szenarien mögliche Lösungs- und Handlungsspielräume für Wege in eine ressourcenschonende Treibhausgasneutralität in Deutschland bis 2050. Dabei werden Änderungen im Ausbau der erneuerbaren Energien, Anstrengungsniveaus zur Treibhausgasneutralität, Materialeffizienz und zu nachhaltigen Lebensstilen untersucht. Bis 2050 können die Treibhausgasemissionen um 95 Prozent bis 97 Prozent gegenüber 1990 gemindert werden. In Verbindung mit einer nachhaltigen land- und forstwirtschaftlichen Bewirtschaftung können Netto-Null-Emissionen erreicht werden. Der Primärrohstoffkonsum wird um 56 Prozent bis 70 Prozent reduziert (allerdings kommt es auch zu einer Mehrinanspruchnahme einzelner Rohstoffe). Der vorliegende Forschungsbericht gibt eine detaillierte Übersicht über das Projekt. Zur Umsetzung der beschriebenen Transformationspfade sind ein ambitioniertes und schnelles Handeln sowie internationale Kooperation notwendig.
