A growing number of states are regulating the corporate social responsibility (CSR) of domestic multinational corporations relating to overseas subsidiaries and suppliers. In this book, Jette Steen Knudsen and Jeremy Moon offer a new framework for analysing government–CSR relations: direct and indirect policies for CSR. Arguing that existing research on CSR regulation fails to address the growing role of the state in shaping the international practices of multinational corporations, the authors provide insight into the CSR issues that are addressed by government policies. Drawing on case studies, they analyse three key examples of CSR: non-financial reporting, ethical trade and tax transparency in extractive industries. In doing so, they propose a new research agenda of government and CSR that is relevant to scholars and graduate students in CSR, sustainability, political economy and economic sociology, as well as policymakers and consultants in international development and trade

This set of explanations sees CSR as fitting in with domestic institutional structures by either 'substituting' or 'mirroring' national models of capitalism. An alternative set of explanations views company CSR programmes as determined by market pressures. We examine the role of domestic institutions and market pressure as drivers of CSR through an evaluation of the content of company CSR initiatives revealed in their external reporting. We conduct case studies of two large British companies (Glaxo Smith Kline and Barclays) as well as two large Danish companies (Novo Nordisk and Danske Bank). Why are national governments increasingly adopting policies on corporate social responsibility (CSR)? Government CSR policies have been explained either as a means of substituting or supporting (mirroring) domestic political-economic institutions and policies, or as a means for government to promote international competitiveness of domestic businesses. Both sets of explanations see governments as driving CSR policies to meet particular national government goals. Support is found for the thesis that CSR policies are often related to international competitiveness, yet our findings suggest that government goals in this regard are not necessarily pre-defined.

Corporate Responsibility (CR) is today an essential component of corporate global strategy. CR can bolster the institutional context for market expansion fill institutional voids or facilitate market entry as a component of non-market strategy. Yet, in fulfilling these functions, CR may need to be highly sensitive to local contexts. How can transnational firms organize CR so as to maximize efficiencies from globalization and to minimize the fragmentation of corporate organizational cultures? provide a framework for analyzing the way that corporations coordinate global and local functions. We build on this framework in a case study of Novo Nordisk and its approach to determining global and local CR policies and procedures with regard to its China and US subsidiaries. Our findings suggest that it is important for companies to define a common set of organizational norms. In addition, CR need to be sensitive to local institutional contexts, but learning from subsidiary experience is important and lends itself to standardization and replication of initiatives across market contexts.
