Enhancing Urban Sustainable Indicators in a German City—Towards Human-Centered Measurements for Sustainable Urban Planning

This contribution demonstrates how more human-centered measurements for sustainable urban planning can be created by enlarging the traditional set of urban sustainability indicators. In many municipal reports, sustainable indicators concentrate on environmental issues, by collecting data at an aggregated spatial and temporal level using quantitative methods. Our approach aims to expand and improve the currently dominant quantitative–statistical methods by including perception geographical data (subjective indicators following the social indicator approach), namely additional indicators at spatial and temporal levels. Including small-scale city district levels and a temporal differentiation produces more process assessments and a better representation of everyday life. Based on a survey we conducted at district levels in the city of Karlsruhe, we cover three sustainability dimensions (ecological, social, economic) and analyze (1) how citizens are mobile in a sustainable way (bike use) and (2) how they perceive and react to heat events in the city. We argue for taking people's perception and the spatiality and temporality of their daily activities better into account when further developing urban sustainability indicators and when aiming for a sustainable, human-centered urban development.
Zeitgerechte Stadt: Konzepte und Perspektiven für die Planungspraxis ; Temporal justice in the city: An introduction
Obwohl es ein weitverbreitetes Bewusstsein dafür gibt, dass Zeit(politik) ein expliziter Bestandteil städtischer Politik sein sollte, ist die Implementierung in die Praxis - trotz aller impliziten Bedeutung von zeitrelevanten Politiken - noch nicht sehr weit entwickelt. Das Thema "Raumzeitpolitik" wurde bereits vor einigen Jahren in seinen vielfältigen Dimensionen beleuchtet. Dennoch erwies es sich aktuell erneut als sinnvoll und notwendig, vor allem vor dem Hintergrund der zunehmenden Debatten um Gerechtigkeit in der Stadt (soziale Gerechtigkeit, Raumgerechtigkeit, Umweltgerechtigkeit, Recht auf Stadt), auch die Zeitgerechtigkeit in den Fokus eines Arbeitskreises zu stellen. Der vorliegende Sammelband behandelt dieses wichtige Thema in jeweils mehreren spezifischen Beiträgen aus vier zentralen Perspektiven: Normative Überlegungen zu Zeit, Raum und Planung; Rhythmus und Takt als Strukturmuster urbanen Lebens; Zeit-Räume in der Stadt; Lebenszeit und Zeiterleben in der Stadt. Der Schlussbeitrag stellt die Verbindung zwischen den verschiedenen Perspektiven her, arbeitet die Komplementaritäten und Widersprüche heraus und entwickelt eine Forschungs- und Handlungsagenda. Diese beansprucht nicht, die Probleme vollständig zu lösen, leistet aber doch einen Beitrag zur bewussteren Planung in Bezug auf Zeit und damit zur Verbesserung der Lebensqualität in den Städten. ; Although there is widespread recognition that time (policy) should be an explicit element of urban policy, practice in this respect is not yet particularly developed - despite all the implicit significance of temporally relevant policies. The topic "space-time policy" was discussed in its manifold dimensions already few years ago. Nevertheless, it has again proved to be useful and necessary to make temporal justice the focus of a working party, especially in the context of increased debates on urban justice (social justice, spatial justice, environmental justice, the right to the city). This volume presents a number of specific papers that tackle this important theme from four perspectives: Normative considerations on time, space and planning; Rhythm and beat as a structuring pattern of urban life; Time-spaces in the city; Lifetime and temporal experience in the city The final paper presents the link between these perspectives, identifies complementarities and contradictions, and develops an agenda for research and action. This agenda does not claim to solve the problems completely, but aims rather to encourage an increased awareness of time in planning and thus to contribute towards improving quality of life in cities.

Das Recht auf Zeit und das Recht auf Stadt: Die zeitgerechte Stadt - eine Handlungs- und Forschungsagenda
Wenn ein Leitbild "Zeitgerechte Stadt" entwickeln werden soll, so muss danach gefragt werden, wie man eine raumzeitliche Verteilungsgerechtigkeit und eine ebensolche Verfahrensgerechtigkeit ermöglichen kann. Ausgehend von verschiedenen Gruppen, Räumen und Zeiten gilt es, die Kräfteverhältnisse der beteiligten Akteure zu erkennen, wobei der öffentlichen Hand bei der Umsetzung des Leitbilds eine zentrale Rolle zukommt. Es muss aber auch danach gefragt werden, für wen diese Stadt gestaltet werden soll. Dabei gilt es, Konflikte zwischen den verschiedenen Zielgruppen zu erkennen und abzuwägen, was eine große Herausforderung an die Zeitpolitik und die Raum-Zeit-Planung der Städte darstellt. Die Verzahnung von zeitlichen Aspekten und Rhythmen mit räumlichen Strukturen muss auf den verschiedenen räumlichen Skalen stattfinden. Bei der Umsetzung in konkrete Maßnahmen kann man an Sensibilisierungsstrategien, an Zeitverträglicheitsprüfungen oder auch an gesetzliche Regelungen denken. Langfristig sollten Raumzeitpolitik und Raum-Zeit-Planungen als integrative Ansätze den Bürgerinnen und Bürgern zu einem Recht auf Zeit und einem Recht auf Stadt verhelfen. ; The topics of space, time and justice come together in the ARL working group on temporal justice in the city, with a focus on temporal, spatial and social urban structures. The interdisciplinary working group aimed to use these central components to develop a concept of space-time justice. Particular attention was paid to two issues: spatial-temporal distributive justice, i.e. who can use and access which resources and services where and when, and what changes arise due to planning interventions, infrastructural interventions, the restructuring of institutional frameworks and the activities of private sector actors; procedural justice, i.e. who can participate in the spatial-temporal structuring and distribution of these supply. This determines how the ideal of temporal justice in the city can be achieved, how time prosperity and time sovereignty can be attained for as many people in the city as possible. In order to develop the notion of temporal justice in the city as a guiding principle, the papers published in this book analyse current structures and processes in the city in terms of their spatial-temporal components, considering various spaces, specific times, social groups and actors in detail, and inquiring into the balance of power between actors (e.g. between the market and the state). The guiding principle is outlined in an as-yet rough form as integrated spatial-temporal planning that can be implemented using time policy measures.

Das Standortnetz von Grundschulen in Baden-Württemberg im Wandel – Entwicklungen und Einflussfaktoren ; Baden-Württemberg's Changing Network of Primary School Locations – Developments and Influencing Factors
Das Standortnetz der Grundschulen in Baden-Württemberg hat in den vergangenen fünfzig Jahren Zentralisierungs- und Dezentralisierungsprozesse erlebt. Mit kleinräumigen Daten auf Gemeindeebene können zeit-räumliche Muster und Typen der Standortentwicklung aufgezeigt werden. Neben den demographischen Einflussfaktoren lassen sich bildungspolitische und pädagogische Leitbilder sowie ökonomisch motivierte Argumentationen als prägend für die Entwicklung des Schulstandortnetzes identifizieren. Based on local level data, time-spatial patterns and types of location developments can be uncovered. Städtische Angst-Räume von Frauen am Beispiel der Stadt Heidelberg

'Die hier vorgestellte Befragung von Frauen aus allen Stadtteilen Heidelbergs (Auftragsstudie der Stadt Heidelberg) zum Sicherheitsempfinden im öffentlichen Raum ergab, daß eine Bedrohung von mehr als 85 Prozent der Frauen aller Altersgruppen wahrgenommen wird. Diese Bedrohung ist an konkrete Räume gebunden, und es konnten eine Reihe von Gründen herauskristallisiert werden, die diese Orte zu Angst-Räumen werden lassen. Nicht zuletzt konnte durch Vergleiche mit Ergebnissen der Polizeistatistik ein Zusammenhang zwischen subjektiver Angst-Raum-Wahrnehmung und objektiven Tatbeständen aufgezeigt werden. Die meisten Frauen begegnen dieser Bedrohung mit sogenannten 'Vermeidungsstrategien', viele konnten aber auch konkrete Verbesserungsvorschläge nennen. Diese münden jedoch nicht selten weit über den kommunalen Handlungsmöglichkeiten, d.h. auf der gesellschaftlichen Ebene.' (Autorenreferat)

Studierende im städtischen Quartier - zeit-räumliche Wirkungen von temporären Bewohnern und Bewohnerinnen

Studierende stellen in vielen Städten in Deutschland eine wichtige Bevölkerungsgruppe dar, auch wenn die einzelnen Personen oft nur wenige Jahre an ihrem jeweiligen Hochschulstandort leben. In Großbritannien wird seit einigen Jahren der Einfluss, den die temporär und oft auch nur saisonal anwesenden Studierenden auf ihr Wohnquartier ausüben, unter dem Begriff "Studentification" diskutiert. In diesem Beitrag wird anhand des Karlsruher Quartiers Oststadt empirisch überprüft, inwieweit an diesem Hochschulstandort baulich-räumliche, ökonomische oder soziale Indikatoren einer voranschreitenden Studentification zu erkennen sind. Die Ergebnisse zeigen, dass man zwar eine zunehmende Konkurrenz zwischen studentischen Wohngemeinschaften und Familien auf dem innenstadtnahen Wohnungsmarkt wahrnehmen kann, aber die Studierenden weder in ihrer Zahl noch in ihrem Auftreten und ihrem Lebensstil das Quartier beherrschen. Ganz im Gegenteil werden sie von ihren Nachbarn meist als belebendes Element der innenstadtnahen Wohnquartiere wahrgenommen.
