Explores the impact of partition on ethnic conflict, peace processes, & post-conflict stabilization/reconstruction. Distinctions are made between ethnic partition & negotiated secession. A comparative analysis of partition-related conflicts in Palestine, Cyprus, India, Bosnia, & Ireland illustrates that partition has increased discord more often than it has ended it. Similarly, attempts to implement provisions for reconstruction & development have been unable to overcome the hostilities of partition without outside stimuli. However, contemporary peace processes have often achieved breakthroughs, as illustrated by the success in Northern Ireland. Five lessons gleaned from the comparative analysis are: 1) partitions do not work as a solution to ethnic conflicts; 2) forced partition of warring parties tends to be temporary because it restructures the sources of conflict; 3) alternatives based on a combination of human rights & devolution can be useful; 4) post-conflict reconstruction must involve local communities in planning & implementation; & 5) the evolving formula of "evolution with devolution" has tremendous potential. 2 Tables, 13 References.
