"A model of a two-candidate election is developed in which the candidates are mainly office-motivated but also to some arbitrarily small extent policy-motivated, and their chosen platforms are to some arbitrarily small extent noisy. The platforms' being noisy means that if a candidate has chosen a particular platform, the voters' perception is that she has, with positive probability, actually chosen some other platform. It is shown that (1) an equilibrium in which the candidates play pure exists whether or not there is a Condorcet winner among the policy alternatives, and (2) in this equilibrium the candidates choose their ideal points, which means that the platforms do not converge." zu übertragen, wenn für B schwierige Zeiten anbrechen. Wenn B antizipiert, daß A in
dieser Weise handeln wird, dann wird B wenig sparen und zwar aus der Sicht beider
Agenten. Dieses Phänomen wird als Samariter-Dilemma bezeichnet. Die Mechanismen,
die dabei wirken, wurden in der Literatur sowohl auf einer normativen als auch
empirischen Ebene ausgiebig diskutiert. In diesem Beitrag wird jedoch gezeigt, daß das
Ergebnis des 'Untersparens' im Hinblick auf die Annahme unvollständiger Information
nicht robust ist. Bei Berücksichtigung eines geringen Maßes an Unsicherheit stellt sich
ein Gleichgewichtsergebnis ein, das nahe der Ex-post-Anreizeffizienz liegt. Man kann

"Der Aufsatz befaßt sich mit einer Erweiterung der Arbeit von Rogoff (1985), in welcher
ein Zentralbankier darüber entscheidet, wieviel Anstrengung er unternehmen möchte,
um Informationen über einen Angebotsschock zu erhalten. Ausgehend von dieser
Annahme ist es nicht notwendigerweise optimal für die Gesellschaft an einen
'konservativen' Zentralbankier zu delegieren. Dies erklärt unter Umständen, warum

von den Bürgern bevorzugte staatliche Politik in unterschiedlichem Maße von der
Unsicherheit der Systemzustände abhängt. Die Menschen sind heterogen hinsichtlich
ihrer Akzeptanz der Unsicherheit. Die staatliche Politik wird durch einen Gesetzgeber
geregelt, der unter den Bürgern durch Mehrheitsbeschluß gewählt wurde. Unter
Annahme dieser Bedingungen wird untersucht, ob es den Bürgern besser gehen würde,
wenn das Maß an Unsicherheit, dem der Gesetzgeber begegnet, kleiner wäre. Die
Resultate zeigen u. a., daß es jenen, die eine ausreichende Akzeptanz des defizitären
Wissenszustandes besitzen, schlechter gehen kann, wenn die Varianz der stochastischen

"We study the effects of unequal representation in the interest-group system on the degree of information transmission between a lobbyist and a policymaker. Employing a dynamic cheap-talk model in which the lobbyist cares instrumentally about his reputation for truthtelling, we show that the larger is the inequality, the less information can credibly be transmitted to the policymaker. We also investigate the effects of inequality on welfare and discuss the welfare effects of institutions that increase transparency but which as well, as an unintended side-effect, lower the lobbyist's incentives for truthtelling." "We develop a model in which two firms that have proposed to merge are privately informed about merger-specific efficiencies. This enables the firms to influence the merger control procedure by strategically revealing their information to an antitrust authority. Although the information improves upon the quality of the authority's decision, the influence activities may be detrimental to welfare if information processing/ gathering is excessively costly. Whether this is the case depends on the merger control institution and, in particular, whether it involves an efficiency defense. We derive the optimal institution and provide conditions under which an efficiency defense is desirable. We also discuss the implications for antitrust policy and outline a three-step procedure that take the influence activities into consideration." (author's abstract)

"We model a two-candidate electoral competition in which there is uncertainty about a policy-relevant state of the world. The candidates receive private signals about the true state, which are imperfectly correlated. We study whether the candidates are able to credibly communicate their information to voters through their choice of policy platforms. Our results show that the fact that private information is dispersed between the candidates creates a strong incentive for them to bias their messages toward the electorate's prior. Information transmission becomes more difficult, the more the information is dispersed between the candidates and the stronger is the electorate's prior. Indeed, as more prior information becomes available, welfare can decrease." (author's abstract)
