Recent academic debates on transnationalism, immigration, and citizenship have largely ignored migrants' perspectives on citizenship. On the basis of ethnographic research in Germany and the United States between 1998 and 2001, we examine the values and meanings contemporary migrants assign to national citizenship and their citizenship practices. We argue that dominant discourses of liberal democratic citizenship and migrants' situated subject positions condition and mediate in complex ways their imaginings and practices of citizenship. We discuss how and why migrants' perspectives conform in significant ways across these two countries, while also varying among migrants. National citizenship remains meaningful in their struggle for mobility across borders, for equal protection under the law, and for equal access to social and political rights. However, migrants are also aware of the discrepancy between promises of equity and fairness associated with liberal democratic citizenship and the reality in which even naturalized migrants experience discrimination. Issues of belonging to and identification with the national community render national citizenship complicated for migrants as they negotiate multiple identities and allegiances, with varying outcomes. Differences among migrants notwithstanding, the majority can and do identify with multiple communities, and desire to participate and become members in more than one national community, suggesting that migrants challenge conceptions of bounded national citizenship. This does not entail, however, a deterritorialization of citizenship and identities.

AbstractUrban entrepreneurialism and neoliberal urban governance are assuming new forms under finance‐dominated accumulation. We examine and contribute to theorizing the mechanisms through which urban governance is financialized, taking as a case study JESSICA, one of the European Union's initiatives to implement an 'urban sensitive' policy for sustainable and integrated development. Like other initiatives promoting financialization, JESSICA deploys the logic of finance to select and fund urban social initiatives and development projects on the basis of their potential return on investment (ROI). Understanding this process requires placing questions of political economy—how urban governance is shaped by the broader political‐economic context—with questions of governmentality—how stakeholders are enrolled in and come to take for granted new governance initiatives. Following the multi‐scalar institutional infrastructure is crucial to understanding how this works. Taking a relational multi‐scalar approach, we trace how changes at the supranational scale filter down to shape urban policy selection and performance in Sofia, Bulgaria, where we document how ROI calculations conflict with social welfare priorities. Contrasts between the trajectory of financialization of urban governance in the European Union and the United States demonstrate how this is geographically variegated, shaped by the broader context/conjuncture within which such financialization is embedded.

In response to calls by scholars to deepen theoretical engagement in research on Alternative Food Networks (AFNs), in this article we critically discuss and assess major theoretical approaches deployed in the study of AFNs. After highlighting the strengths and limitations of each theoretical approach, we provide an alternative framework – which we refer to as the Geographical Political Ecology of Food Systems – that integrates the contributions that have emerged in the study of the alternative geographies of food with an understanding of capitalist processes in the food system. We do this by bringing together literature on the political ecology of food systems and multiple spatialities, including Doreen Massey's understanding of space as a heterogeneous multiplicity and Eric Sheppard's conceptualization of sociospatial positionality. We utilize research on agrarian change and AFNs in Eastern Europe to elaborate this approach. We argue that this new perspective helps navigate tensions in AFN scholarship, and provides new avenues for research and action. We focus particularly on the ability of AFNs to provide a sustainable livelihood for participating farmers, thus far a neglected topic in AFN research in Europe.Keywords: Alternative Food Networks, Eastern Europe, spatialities, positionality, livelihoods
