As voters across Northern Ireland went to the polls on 5 May 2016, it was by no means obvious that they were participating in a landmark election. The preceding campaign was largely lacklustre, voters were left uninspired, and competition for votes was primarily conducted along predictable ethno-national lines. The Democratic Unionist Party and Sinn Féin retained their positions as the dominant unionist and nationalist parties respectively, while the Ulster Unionist Party and Social Democratic and Labour Party struggled to retain their existing support, let alone expand it. The cross-community Alliance Party remained stagnant in fifth place. However, these ostensive signs of continuity with previous elections mask deeper signs of substantive change. The establishment of Northern Ireland's first official opposition within current structures and the publication of a draft Programme for Government framework within a month of the election are indicative of a new era in consociational power sharing. Meanwhile, the growth in support for smaller parties, a further fall in voter turnout and an audible debate around social issues suggest at least a partial decline in the salience of the ethno-national dimension in the electoral arena.

The office of political party leader remains one that women rarely occupy. In the largest comparative study of party leadership to date, only 10.8% were women. One region which has made significant advances in this area is Northern Ireland. Since 2015, the two largest parties, Sinn Féin and the Democratic Unionist Party, have experienced a rapid feminisation of their leadership. Such a development is particularly remarkable given Northern Ireland's historically poor record on gender equality. This article explores the puzzle of gendered leadership change in Northern Ireland to reveal that the transition was primarily facilitated through the parties' informal practices rather than embedded structural change. In doing so, it demonstrates the relative importance of party- and system-level factors on women's political presence. As a power-sharing democracy, this case also provides comparative insights for those interested in addressing persistently low levels of female representation in post-conflict settings.

AbstractThis article argues that post-conflict consociational arrangements in ethnically divided societies incentivize moderation by political parties, but not policy differentiation outside the main conflict. This results in little policy-driven voting. Analysing party manifestos and voter survey data, we examine the evolution of party policy and cleavage voting under power-sharing in Northern Ireland 1998–2016. We find a reduction in ethno-national policy differences between parties and that ethno-nationalism has become less important in predicting vote choice for Protestants, but not Catholics. We also find little party differentiation in other policy areas and show that vote choices are largely independent of people's policy stances on economic or social issues. Our findings are thus largely consistent with a 'top-down' interpretation of political dynamics.

This paper investigates what people in Northern Ireland think that parties stand for in their home jurisdiction, in Great Britain and in the Republic of Ireland, using open-ended questions in a survey of 1,008 Northern Ireland residents. Northern Ireland respondents resemble those elsewhere, in that only about half seem able to offer a politically meaningful description of what local parties stand for. Among the more politically sophisticated, the Northern Ireland parties are described in ethnonational terms, the British parties are placed in socio-economic (social class and left-right) categories, but few respondents know how to describe the parties in the Republic of Ireland. There is an intriguing asymmetry in the characterization of Northern Ireland's unionist and nationalist parties: the DUP emerges as only marginally more 'hard-line' than the UUP, whereas a great gulf exists between the SDLP and Sinn Féin, the former being perceived as much more moderate. Notwithstanding high levels of electoral stability in Northern Ireland, our findings show that party supporters vary greatly in their levels of political sophistication, perhaps allowing elites greater freedom of action than if all voters were highly politically informed.

Despite the global growth in the use of Voter Advice Applications (VAAs), which advise users on how similar their own policy views are to the policy positions of the political parties, there have been few field experiments that isolate the causal effects of VAA use on party support. Nor has there been much investigation of how VAAs may help to ameliorate ethnically based voting divisions by refocusing voter attention on other issues. This article draws on evidence from a field experiment in the deeply divided context of Northern Ireland. We find that at the individual level party preferences are somewhat more closely related to voter ideology after the provision of advice. Yet, at the aggregate level, we find no evidence that advice leads to weaker ethno-national structuring of party support. These results suggest that while receiving advice from VAAs has some impact on users' party preferences, there is no observable overall impact on support levels for the ethno-national blocs in Northern Ireland.
