JOHN W. BURGESS WAS ONE OF THE FOUNDERS OF POLITICAL SCIENCE IN THE UNITED STATES. PROFOUNDLY INFLUENCED BY THE AMERICAN CIVIL WAR AND INSPIRED BY THE SPECTACLE OF A POWERFUL AND UNIFIED GERMANY, BURGESS CREATED AN OEUVRE THAT EPITOMIZED THE CENTRIPETAL, NATION-BUILDING EMPHASIS OF EARLY PROFESSIONAL POLITICAL SCIENCE IN THE U.S. YET, AS THIS ARTICLE ARGUES, HE NEVER SUCCEEDED ENTIRELY IN RECONCILING HIS HEGELIAN CORPORATISM WITH THE ANGLO-AMERICAN TRADITIONS OF INDIVIDUAL LIBERTY AND LIMITED GOVERNMENT. THIS PROBLEM, THE AUTHOR CONCLUDES, LIVES ON INT HE GROWING DISJUNCTION BETWEEN OUR PUBLIC LANGUAGE OF LEGITIMATION, WHICH PRESUMES THE EXISTENCE OF AN OBJECTIVE MORAL ORDER, AND SCHOLARLY LANGUAGES THAT DENY THE POSSIBILITY OF JUST SUCH AN ORDER.
