Since the 1830s decade the United States has been the great constant in Mexico's relationship with its setting. That is why the significant variables that explain the history of its foreign policy are: (1) the specific circumstances of the international system, (2) the nature of the national project vis-a-vis the United States in each period, (3) the internal elements of power and (4) the sill and ability of the Mexican ruling class to maximize its relative sovereignty at every stage or in every situation. The author discusses how the EZLN rebellion in the state of Chiapas forced formal powers to consider the petitions of marginal & exploited groups that demanded equal treatment & opportunities. He makes a historical account that explains the emergence of the rebel movement & its characteristics. The article's main core is dedicated to revising the way in which the Zedillo administration faced this difficult problem it inherited from the Salinas administration, as it moved between attempts at negotiations & clearly confrontational responses. The legal framework that was designed to try to solve the EZLN's demands was finally overrun &, more importantly, it lacked viability. Further, the author reviews the participation of other actors, such as the local government & the US. His analysis is framed within the events that guided Mexico's political course, the elections that led to the first elected government in the Federal District (Mexico City) & the federal elections of July 2000. Vicente Fox assumed office after defeating the former hegemonic party -- the PRI -- & after the rules to access & exercise power had been modified. The new administration was then faced with the problem of peacefully deactivating an armed movement whose demands did not necessarily represent ample consensus. Adapted from the source document.
