I would like to thank Warren Eller and Brian Gerber for their extensive comments. It would be impossible to cover all of them in the space available, but I would like to center my discussion on three issues: a point of strong agreement, an assessment of the key issue of dealing with the probability of a terrorist act, and corrections of some of their mischaracterizations of my argument.

Some general parameters are proposed for evaluating homeland security measures that seek to make potential targets notably less vulnerable to terrorist attack, and these are then applied to specific policy considerations. Since the number of targets is essentially unlimited, since the probability that any given target will be attacked is near zero, since the number and competence of terrorists is limited, since target‐selection is effectively a near‐random process, and since a terrorist is free to redirect attention from a protected target to an unprotected one of more or less equal consequence, protection seems to be sensible only in a limited number of instances.

The future of nuclear weapons and nuclear nonproliferation measures are considered, particularly in light of President Obama's pledge to rid the world of atomic bombs. The author questions the threat that nuclear weapons pose, whether an atomic bomb would cripple the American economy, whether terrorists are likely to acquire Russian warheads, and how they fit into Al Qaeda's current strategy.
