Transformation in the air: a review of the FAA's Certification Research Plan
"The Federal Aviation Administration (FAA) is currently undertaking a broad program known as Next Generation Air Transportation System (NextGen) to develop, introduce, and certify new technologies into the National Airspace System. NextGen is a fundamentally transformative change that is being implemented incrementally over a period of many years. Currently, the FAA is putting into place the foundation that provides support for the future building blocks of a fully operational NextGen. NextGen is a challenging undertaking that includes ground systems, avionics installed in a wide range of aircraft, and procedures to take advantage of the new technology. Transformation in the Air assesses the FAA's plan for research on methods and procedures to improve both confidence in and the timeliness of certification of new technologies for their introduction into the National Airspace System. This report makes recommendations to include both ground and air elements and document the plan's relationship to the other activities and procedures required for certification and implementation into the National Airspace System."-- Publisher description
Industrialization of biology: a roadmap to accelerate the advanced manufacturing of chemicals
"The tremendous progress in biology over the last half century - from Watson and Crick's elucidation of the structure of DNA to today's astonishing, rapid progress in the field of synthetic biology - has positioned us for significant innovation in chemical production. New bio-based chemicals, improved public health through improved drugs and diagnostics, and biofuels that reduce our dependency on oil are all results of research and innovation in the biological sciences. In the past decade, we have witnessed major advances made possible by biotechnology in areas such as rapid, low-cost DNA sequencing, metabolic engineering, and high-throughput screening. The manufacturing of chemicals using biological synthesis and engineering could expand even faster. A proactive strategy - implemented through the development of a technical roadmap similar to those that enabled sustained growth in the semiconductor industry and our explorations of space - is needed if we are to realize the widespread benefits of accelerating the industrialization of biology. Industrialization of Biology presents such a roadmap to achieve key technical milestones for chemical manufacturing through biological routes. This report examines the technical, economic, and societal factors that limit the adoption of bioprocessing in the chemical industry today and which, if surmounted, would markedly accelerate the advanced manufacturing of chemicals via industrial biotechnology. Working at the interface of synthetic chemistry, metabolic engineering, molecular biology, and synthetic biology, Industrialization of Biology identifies key technical goals for next-generation chemical manufacturing, then identifies the gaps in knowledge, tools, techniques, and systems required to meet those goals, and targets and timelines for achieving them. This report also considers the skills necessary to accomplish the roadmap goals, and what training opportunities are required to produce the cadre of skilled scientists and engineers needed."
Implementing juvenile justice reform: the federal role
"In the past decade, a number of state, local, and tribal jurisdictions have begun to take significant steps to overhaul their juvenile justice systems - for example, reducing the use of juvenile detention and out-of-home placement, bringing greater attention to racial and ethnic disparities, looking for ways to engage affected families in the process, and raising the age at which juvenile court jurisdiction ends. These changes are the result of heightening awareness of the ineffectiveness of punitive practices and accumulating knowledge about adolescent development. Momentum for reform is growing. However, many more state, local, and tribal jurisdictions need assistance, and practitioners in the juvenile justice field are looking for guidance from the federal government, particularly from the Office of Juvenile Justice and Delinquency Prevention (OJJDP) in the Department of Justice. Implementing Juvenile Justice Reform identifies and prioritizes strategies and policies to effectively facilitate reform of the juvenile justice system and develop an implementation plan for OJJDP. Based on the 2013 report Reforming Juvenile Justice, this report is designed to provide specific guidance to OJJDP regarding the steps that it should take, both internally and externally, to facilitate juvenile justice reform grounded in knowledge about adolescent development. The report identifies seven hallmarks of a developmental approach to juvenile justice to guide system reform: accountability without criminalization, alternatives to justice system involvement, individualized response based on needs and risks, confinement only when necessary for public safety, genuine commitment to fairness, sensitivity to disparate treatment, and family engagement. Implementing Juvenile Justice Reform outlines how these hallmarks should be incorporated into policies and practices within OJJDP, as well as in actions extended to state, local, and tribal jurisdictions to achieve the goals of the juvenile justice system through a developmentally informed approach. This report sets forth a detailed and prioritized strategic plan for the federal government to support and facilitate developmentally oriented juvenile justice reform. The pivotal component of the plan is to strengthen the role, capacity, and commitment of OJJDP, the lead federal agency in the field. By carrying out the recommendations of Implementing Juvenile Justice Reform, the federal government will both reaffirm and advance the promise of the Juvenile Justice and Delinquency Prevention Act."--Publisher's description
Aging and the macroeconomy: long-term implications of an older population
The United States is in the midst of a major demographic shift. In the coming decades, people aged 65 and over will make up an increasingly large percentage of the population: The ratio of people aged 65+ to people aged 20-64 will rise by 80%. This shift is happening for two reasons: people are living longer, and many couples are choosing to have fewer children and to have those children somewhat later in life. The resulting demographic shift will present the nation with economic challenges, both to absorb the costs and to leverage the benefits of an aging population. Aging and the Macroeconomy: Long-Term Implications of an Older Population presents the fundamental factors driving the aging of the U.S. population, as well as its societal implications and likely long-term macroeconomic effects in a global context. The report finds that, while population aging does not pose an insurmountable challenge to the nation, it is imperative that sensible policies are implemented soon to allow companies and households to respond. Sustainability and the U.S. EPA
"Sustainability is based on a simple and long-recognized factual premise: Everything that humans require for their survival and well-being depends, directly or indirectly, on the natural environment. The environment provides the air we breathe, the water we drink, and the food we eat. Recognizing the importance of sustainability to its work, the U.S. Environmental Protection Agency (EPA) has been working to create programs and applications in a variety of areas to better incorporate sustainability into decision making at the agency. To further strengthen the scientific basis for sustainability as it applies to human health and environmental protection, the EPA asked the National Research Council (NRC) to provide a framework for incorporating sustainability into the EPA's principles and decision-making. This framework, Sustainability and the U.S. EPA, provides recommendations for a sustainability approach that both incorporates and goes beyond an approach based on assessing and managing the risks posed by pollutants that has largely shaped environmental policy since the 1980s. Although risk-based methods have led to many successes and remain important tools, the report concludes that they are not adequate to address many of the complex problems that put current and future generations at risk, such as depletion of natural resources, climate change, and loss of biodiversity. Moreover, sophisticated tools are increasingly available to address cross-cutting, complex, and challenging issues that go beyond risk management. The report recommends that EPA formally adopt as its sustainability paradigm the widely used "three pillars" approach, which means considering the environmental, social, and economic impacts of an action or decision. Health should be expressly included in the "social" pillar. EPA should also articulate its vision for sustainability and develop a set of sustainability principles that would underlie all agency policies and programs."--Publisher's description
Ecosystem concepts for sustainable bivalve mariculture
"U.S. mariculture production of bivalve molluscs - those cultivated in the marine environment - has roughly doubled over the last 25 years. Although mariculture operations may expand the production of seafood without additional exploitation of wild populations, they still depend upon and affect natural ecosystems and ecosystem services. Every additional animal has an incremental effect arising from food extraction and waste excretion. Increasing domestic seafood production in the United States in an environmentally and socially responsible way will likely require the use of policy tools, such as best management practices (BMPs) and performance standards. BMPs represent one approach to protecting against undesirable consequences of mariculture. An alternative approach to voluntary or mandatory BMPs is the establishment of performance standards for mariculture. Variability in environmental conditions makes it difficult to develop BMPs that are sufficiently flexible and adaptable to protect ecosystem integrity across a broad range of locations and conditions. An alternative that measures performance in sustaining key indicators of ecosystem state and function may be more effective. Because BMPs address mariculture methods rather than monitoring actual ecosystem responses, they do not guarantee that detrimental ecosystem impacts will be controlled or that unacceptable impact will be avoided. Ecosystem Concepts for Sustainable Bivalve Mariculture finds that while performance standards can be applied for some broad ecosystem indicators, BMPs may be more appropriate for addressing parameters that change from site to site, such as the species being cultured, different culture methods, and various environmental conditions. Much of this congressionally mandated book is based on two unique surveys of faculty and departments at major U.S. research universities in six fields: biology, chemistry, civil engineering, electrical engineering, mathematics, and physics. A departmental survey collected information on departmental policies, recent tenure and promotion cases, and recent hires in almost 500 departments. A faculty survey gathered information from a stratified, random sample of about 1,800 faculty on demographic characteristics, employment experiences, the allocation of institutional resources such as laboratory space, professional activities, and scholarly productivity. Driving and the built environment: the effects of compact development on motorized travel, energy use, and CO2 emissions

The vast majority of the U.S. population - some 80 percent - now lives in metropolitan areas, but population and employment continue to decentralize within regions, and density levels continue to decline at the urban fringe. Suburbanization is a long-standing trend that reflects the preference of many Americans for living in detached single-family homes, made possible largely through the mobility provided by the automobile and an extensive highway network. Yet these dispersed, automobile-dependent development patterns have come at a cost, consuming vast quantities of undeveloped land; increasing the nations dependence on petroleum, particularly foreign imports; and increasing greenhouse gas (GHG) emissions that contribute to global warming. The primary purpose of this study is to examine the relationship between land development patterns, often referred to as the built environment, and motor vehicle travel in the United States and to assess whether petroleum use, and by extension GHG emissions, could be reduced through changes in the design of development patterns. A key question of interest is the extent to which developing more compactly would reduce vehicle miles traveled (VMT) and make alternative modes of travel (e.g., transit, walking) more feasible. The study is focused on metropolitan areas and on personal travel, the primary vectors through which policy changes designed to encourage more compact development should have the greatest effect
