In this presentation we focus on men's violence against the female population both during and in the wake of climate disasters in the Philippines and Vietnam. We examine the legal framework which has been ratified in the two countries to protect individual's right to live a life without being abused and; how various types of organizations work to prevent and combat specific kinds of violence in the domestic sphere. In doing so, the presentation highlights the extent to which two rapidly changing Southeast Asian societies have implemented violence preventive legislation and, moreover, how local organizations and agencies maneuver on the plateau of civil society to engage in a perpetual process of demarcating the boundaries of social engagement and responsibility. Furthermore, against the backdrop of the heightened alert of COVID-19 situation, there was an increase in reported incidents of VAWG as observed in almost all countries affected by the pandemic. The pandemic is accentuating and heightening the intersectional pre-existing inequalities that have given rise to specific risks and vulnerabilities.

In 2010, the Vietnamese government officially recognized social work as a profession. This study explores whether key stakeholders in the development of social work in Vietnam (i.e. policy‐makers, pioneering educators, and practitioners) had reached a shared understanding about the mission and core values of Vietnamese social work by the end of 2015. An exploratory survey was conducted with 65 participants representing key stakeholders of social work in Vietnam. Participants had a shared but rather generic, at times vague, and overly optimistic view of the mission of Vietnamese social work as a "helping profession" that would be able to solve every social problem and present in all areas. There was a strong, unanimous desire for Vietnamese social work to focus on human dignity, social justice, and individuals' rights, mixed with the preservation of Vietnam's collective, community‐based culture under the central guiding role of the state.

This study asked two broad questions: (1) what is the prevalence of teen pregnancy in contemporary Vietnam; and (2) what selected social, family, and individual factors are associated with teen pregnancy in Vietnam? The study utilized Vietnam Survey Assessment of Vietnamese Youth surveys conducted in 2003 and 2008 to answer the two research questions within the context of fast political, economic, and social change in Vietnam in the last two decades. Results of this study show that the prevalence of pregnancy among Vietnamese teenagers in the surveys was stable at 4%, or 40 pregnancies per 1000 adolescent girls aged 14 to 19. Age, experience of domestic violence, and early sexual debut were positively correlated with higher odds of teenage pregnancy for both survey cohorts; however, being an ethnic minority, educational attainment, sexual education at school, Internet use, and depressive symptoms were significantly related to teenage pregnancy only in the 2008 cohort.

AbstractWe develop a model of endogenous growth with automation to study the impact of industrial robots on growth and labour income. We incorporate human capital accumulation into that framework to examine the role of human capital in sustaining growth without displacing low-skilled labour. While automation replaces low-skilled labour with industrial robots in conducting routine tasks, horizontal innovation creates new varieties in which low-skilled labour has an employment advantage. Labour-augmenting technology takes place to improve productivity of low-skilled labour. As such, those latter types of innovation help counterbalance the adverse effect of automation on low-skilled labour. Human capital, the essential production factor that takes part in every economic activity, including conducting non-routine tasks, accumulates over time through education and training. We show that there exists a long-run equilibrium at which either robots or low-skilled workers are employed, together with human capital, to produce varieties. In the fully endogenous model, final output grows at the rate of human capital accumulation. An improvement in the quality of education and training leads to an acceleration of both automation and variety expansion, but not human capital growth. Our numerical exercise indicates that a permanent increase in automation entails a permanent impact on the range of automated varieties, long-run output level and human capital wage. The shock lowers long-run growth and low-skilled workers' wage and their effective income share. However, it has no effect on the effective income share of human capital.

Great attention has been paid to the bilateral economic relations between India, Vietnam, and South Korea; however, only scant research has focused on the prospects of triangular economic cooperation among the three countries. Given the advantage and demand for the cooperation of each party, there is significant potential for trilateral economic cooperation among South Korea, Vietnam, and India. In this paper, we discover the prospects for their triangular economic cooperation in three aspects. First, this study examines the potential for cooperation in production networks and supply chains between the three countries in the context of reconfiguring the global value chains (GVCs), with a focus on the leading role of South Korean multinational enterprises (MNEs). Second, the study explores trilateral cooperation in the digital economy and connectivity, focusing on how South Korea and India can collaborate on investment projects in Vietnam. Third, this study discusses the rationale and possibility of forming a regional trade agreement (RTA) between the three countries. South Korea, Vietnam, and India have extant bilateral trade agreements between two of the three countries; however, there is no regional integration among the three countries discussed in specific. Considering the bilateral relations and domestic and external factors, the paper reckons that an RTA for starters between the three countries would be mutually beneficial to each of the corresponding economies.

Despite the normative view that Quadruple Helix collaborations (with government, academia, industry and civil society) such as living labs are prescribed to enhance regional innovation performance, there is scarce knowledge of the sustainability of such collaborations from the perspective of the stakeholders who are supposed to engage in such initiatives. To address this gap, the purpose of this paper is to empirically explore the implementation of the Quadruple Helix for innovation from a stakeholder perspective, by understanding the expectations as well as the perceived benefits and challenges of the collaboration. Through a qualitative research design, this paper presents an in-depth case study of a living lab in the region of Catalonia. Our results challenge the normative view of Quadruple Helix approaches and of living labs; we also offer suggestions to manage future collaborations and to inform further evidence-based policy. On the whole, partnership leadership and coordination are critical to bridge the expectation-implementation gap towards stakeholder satisfaction and collaboration sustainability

It was not until 2010 that social work was officially recognized as a profession in Vietnam when the government approved a national master blueprint to develop social work. This blueprint identified seven strategic objectives including: creating a foundational labor force, developing laws and policies, and raising awareness about social work. This exploratory study examines the degree to which key stakeholders in Vietnam have shared vision and perceptions about the challenges and solutions necessary to make this ambitious plan for Vietnamese social work succeed. An anonymous survey was conducted with 65 policy makers, educators, service providers, and practitioners. The survey revealed that key stakeholders in held a shared vision about Vietnamese social work, focusing on making it a genuine profession. They identified the top challenges for Vietnamese social work as lack of national policy and regulations, lack of public awareness about the profession, and lack of resources to develop high quality social work education. Key stakeholders considered social work to be an integral function of the government and, as such, depend upon the government to lay the foundation for, provide direction to, and make available the resources necessary for the profession to grow. In other words, there would not be a Vietnamese social work profession outside of and without the Vietnamese government, unlike how the social work profession has developed in many Western countries.
