ABSTRACTThe emerging field of common good socio‐economics is promising not only for the preservation of common natural resources but also for common goods created by people through collective action, the importance of which has been emphasized by the recent financial and economic crisis. Based on the case of cooperative finance, this paper's outcomes are twofold. First, it shows that while the boundaries between the nature and property regime of goods may be relatively clear for natural common goods, they appear much more interlinked for human‐made goods, where commons are embedded in intergenerational reciprocity. Second, it demonstrates that financial cooperatives can be understood as human‐made commons and proposes a new way of thinking about public policies to design adequate legislation to protect these commons from isomorphism, privatization and destruction.

Cet article vise à faire dialoguer les analyses sur la production de biens et services quasi collectifs par des organisations de l'économie sociale et solidaire (ESS) avec les travaux d'Ostrom sur les ressources communes, à partir de trois entrées : l'analyse des régimes de propriété comme faisceau de droits, la nature collective des biens et services fournis et la production collective de normes. Nous identifions les convergences et les divergences entre ces approches suscitant des interpellations croisées.

Lee premier objectif du présent article est d'approfondir ce dialogue transatlantique entre les débats sur l'entreprise sociale tels qu'ils sont inscrits dans leurs contextes respectifs - européen et américain -, et de souligner les développements distincts qu'ils tendent actuellement à connaître. Cependant,ce qui semble réellement être en jeu, au-delà des débats conceptuels, est la place et lerôle de l'entreprise sociale au sein de l'économie dans son ensemble et son interaction avec le marché, la société civile et les politiques publiques. Dans cette perspective, notre second objectif est de montrer que le ré-encastrement des entreprises sociales et de l'entreprenariat social dans leurs contextes spécifiques, en vue de parvenir à une meilleure compréhension mutuelle entre les écoles de pensée européenne et américaines, constitue l'une d es meilleures façons de soulever des questions et de suggérer de futures pistes de recherche qui n'apparaissent pas clairement lorsque l'on se cantonne à des contextes nationaux ou régionaux spécifiques. Notre analyse est structurée comme suit : dans la première partie du texte, nous décrivons les différentes écoles de pensée au sein desquelles ces concepts ont pris naissance et leurs contextes respectifs. Dans la deuxième partie, nous procédons à une analyse approfondie de la conception EMES, qui s'enracine dans la tradition historique européenne de l'économie sociale et solidaire. Cette analyse ouvre la voie à une troisième partie, dans laquelle nous analysons les convergences et divergences conceptuelles entre les différentes écoles ainsi que leurs implications pour le débat. Dans une dernière section, nous envisageons la façon dont ces différentes écoles ont influencé le débat dans diverses parties du monde.

AbstractOver the last 15 years, the concept of social enterprise has been raising an increasing interest in various regions of the world. In the present paper, we describe, first, the European historical landscapes in which the concept of social enterprise took root. In the second part, we analyze the various public policies introduced in several European countries. In the third part, we analyse the logics of financing of social enterprises. Based on the EMES conception of social enterprise, we underline the "hybridization" of their resources. European social enterprises indeed, most often, combine income from sales with public subsidies linked to their social mission and private donations and/or volunteering. This clearly contrasts with a strong US tendency to define social enterprises as non-profit organizations more oriented towards the market and developing "earned income strategies" as a response to decreasing public subsidies and to the limits of private grants from foundations.

Résumé Cet article examine la dynamique d'innovation sociale à l'origine des services de garde-malade, apparus dans le champ de l'aide à domicile il y a une vingtaine d'années. À travers une lecture « polanyienne » de l'organisation socio-économique et des théories féministes sur le care , l'objectif est de proposer une grille d'analyse originale qui permet d'analyser le processus sous-jacent à cette innovation, ainsi que certains aspects des rapports de genre qui y sont en jeu. Il s'agit également de proposer des critères permettant de juger de la qualité d'une innovation sociale aboutie dans le champ de l'aide à domicile, et de les appliquer aux services auprès desquels la recherche a été menée en Wallonie.

PurposeTwelve years ago, the concept of social enterprise was rarely discussed in Europe, however it is now making significant breakthroughs in European Union (EU) countries. Within this context, the purpose of this paper is to synthesize major evolutions experienced by social enterprises across Europe and the key challenges they are facing; and specific members of the EMES European Research Network provide a more in‐depth update as to current trends and debates in their respective countriesDesign/methodology/approachThis paper is based on a comparative analysis of the different institutions (legal frameworks, public policies, supporting structures, public procurement policies …) which support the development of social enterprises in the different EU countries. To delimit the field, the paper relies on the "ideal‐type" social enterprise as defined by the EMES network: "Social enterprises are not‐for‐profit private organizations providing goods or services directly related to their explicit aim to benefit the community. They rely on a collective dynamics involving various types of stakeholders in their governing bodies, they place a high value on their autonomy and they bear economic risks linked to their activity".FindingsIt was found that although the concept of social enterprise itself has not gained the same recognition in all EU countries (and is even still poorly understood in several of them), the reality is that growth and social enterprise are being experienced in most EU countries.Originality/valueIf the concept of social enterprise is on the public agenda of several EU countries, the understanding as well as the institutions to support their development vary from one country to the other. This paper provides a comparative analysis of this heterogeneous but rich landscape.

This article reviews the role of third sector organizations in the field of ldquoproximity servicesrdquo from a francophone perspective. We analyze how the new wave of initiatives inside the third sector in France and francophone Belgium can be seen as providing institutional responses to state and market failures that arise from trust-dependent and quasi-collective attributes of these services. These initiatives are often called ldquosolidarity based third sector organizations,rdquo a concept defined in this paper. A central assumption of this analysis is that the political context in which these services are delivered is especially important, particularly as reflected in the changing regulatory role of the state. This analysis takes, therefore, an economic sociology perspective.
