Abstract
Der Autor untersucht, wie die Europäische Union (EU) zur zentralen Akteurin der Wissenschafts- und Forschungspolitik auf europäischer Ebene werden konnte. Die Ausgangsthese hierfür lautet, dass es den Vorläuferorganisationen der heutigen EU bei ihrer Gründung in den 1950er Jahren keineswegs in die Wiege gelegt war, einmal eine derartige herausragende Rolle zu spielen. Die Europäischen Gemeinschaften waren vielmehr in diesem Bereich ein Spätankömmling auf einer Bühne, auf der sich bereits andere Internationale Organisationen tummelten – ganz abgesehen von den Akteuren auf lokaler, nationaler oder globaler Ebene. Vor diesem Hintergrund beschreibt der Beitrag die wesentlichen Entwicklungsschritte und analysiert Stationen sowie die Gründe für den Bedeutungsgewinn der EU auf diesem Politikfeld.
The current pandemic has shown how important face-to-face interaction is for individuals and societies. Nevertheless, historical research has so far largely ignored the key role of presence and its history. Against this background, the article first illustrates that the concept of presence is more presuppositional than one might think. Seit einiger Zeit löst sich die Schockstarre, die bei Bekanntwerden des Ergebnisses des Referendums vom Juni 2016 über die EU-Mitgliedschaft des Vereinigten Königreichs eingesetzt hatte. Mittlerweile wird sie außerdem gelegentlich durch Entwicklungen in den USA, Italien und anderswo überlagert, die alle ihrerseits für die weitere Entwicklung in Bezug auf den Brexit folgenreich sind. Weiterhin ist das Vereinigte Königreich Teil der Europäischen Union, wobei die Perspektive eines Austritts längst ihren Schatten vorauswirft. Viel ist in den vergangenen Monaten international gesagt und geschrieben worden, um das lange Zeit Undenkbare zu erklären. Eine beachtliche Reihe von Kommentatoren hat sich zu Ergründungen des britischen Nationalcharakters hinreißen lassen und etwa Beispiele für ein tief verankertes Sonderbewusstsein und Anzeichen für einen Sonderweg in Kultur und Geschichte bemüht.

This article argues that during the 1960s, the European Community (EC) made little contribution to peace. What peace there was resulted mainly from other factors, most importantly the United States as benevolent hegemon, North Atlantic Treaty Organization (NATO), and bilateral agreements. European integration under the auspices of the EC presupposed peace rather than contributing to it. At the time, the EC's main role with regard to peace was at the symbolic level: it started to represent all attempts at peaceful co-operation and reconciliation in Western Europe. It was only in the 1970s, especially with the European Political Cooperation, that the EC began to actively promote peace beyond its borders.

AbstractThis article argues for a less EU-centric form of writing European integration history. More specifically, it scrutinises the ways in which the interconnections with other international organisations have energised, complemented or rivalled the efforts of the European Communities/EU. This approach also allows for a reassessment of the alleged sui generis character of European integration. It demonstrates that it was not the precise competences, its effects or its institutional uniqueness that made the EC stand out, but rather the way in which it self-fashioned and surrounded itself with a great sense of expectancy.

In analyzing the European Capitals of Culture programme, this article argues that transnational experts have had a large impact on this flagship of European Union (EU) cultural policy by forming a close-knit advocacy coalition with official EU actors. Most recent developments, however, have added a new dimension. The Commission has now developed a subtle technique of governmentality focusing the programme more on its 'European dimension'. The article discusses this evolution and the role of transnational actors, the limits to integration intrinsic to culture as a policy domain, and the attempts of both official actors and experts to work around such constraints. Die Quellen und nicht zuletzt ihre Verfügbarkeit ändern sich, neue methodische Zugriffe sind unabweisbar, ohne dass alte ihre Bedeutung verlieren. Die Zeitgeschichte steht vor einer Zeitenwende – und merkt es nicht, so der in Maastricht lehrende Historiker Kiran Klaus Patel in seinem Plädoyer für eine umfassende Debatte über die Grundlagen der Zeitgeschichte.
