Austria has gone through two cycles of university reforms since the 1960s. The first aimed to open the universities to social and labour market demand and to make their structures more democratic and flexible. The second reform cycle dealt with glitches in the overly close relationship between universities and state bureaucracy. Bureaucrats still tightly controlled universities through line-budget funding and other forms of micro-management. This close dependency was abolished and university autonomy greatly strengthened when traditionally weak university leadership was replaced by a strong president and centralized administration, and by the creation of governing boards. The author argues that the second reform cycle was much influenced by Anglo Saxon models of university governance and constituted an almost total break with the traditional structures of Austrian universities. ; L'Autriche a entrepris deux grandes séquences de réforme s universitaires depuis les années 1960. Until recently, both policy direction and public awareness of the Bologna Process has been focused almost unilaterally on the introduction of the Bachelor's degree to European universities. This is understandable, as for most European countries, the Bachelor is a new academic degree. However, commencing with the Berlin Ministerial Conference (Realising the European Higher Education Area, 2003), reform of doctoral studies has been highlighted as a second equal pillar in the Bologna reform process. In this paper, we begin by providing an overview of the general policy background and the rationales that underlie the attempts to restructure doctoral studies in Europe. Next, we focus on the specific situation in Austria, where peculiarities of the status quo collide with uniquely Austrian approaches to reforming doctoral education. Finally, through two case studies, we examine initial attempts – and related challenges – to implement the "New Doctorate" in Austria. (DIPF/Orig.)

Long description: Der Bologna-Prozess hat mit seinen umfassenden Reformen die Hochschullandschaft in Europa grundlegend verändert. Er führte unter anderem zur Öffnung für internationale Kooperationen und zu einem neuen Verständnis der Universität als Vorbereitung für den Beruf. Ulrich Teichler hat auf diesen Gebieten grundlegende Forschungsarbeit geleistet. In dieser Festschrift knüpfen renommierte Hochschulforscherinnen und -forscher an seine Arbeit an und analysieren aktuelle Entwicklungen.
