It is argued that the IAEA is not responsible for easing this tension, but must focus on fact gathering & steer clear of politics. Suggestions for strengthening the IAEA are provided: document all evasive behavior, interview people, look beyond nuclear materials for evidence, expose nuclear black markets, & work for new rules.
