Crise dans la zone euro et l'annexion russe de la Crimée a relancé les discussions sur la pertinence du modèle d'intégration européenne aujourd'hui. En particulier: comment relancer, les valeurs européennes encore valides en sortant de l'impasse Économique; comment assurer une prévoyance sous la pression des difficultés à court terme tout en évitant la perte infondée – mais compréhensible – de confiance dans l'avenir du projet européen parmi les élites et parmi certaines parties de la population dans la plupart d' anciens pays membres et, enfin, comment prévenir la désillusion des nouveaux États membres de l'UE, toujours très favorable à l'intégration européenne. Le subissant de la solidarité européenne montre que l'UE est arrivée à la croisée des chemins: entre renaissance et de la faillite. Une Europe forte et unie est nécessaire pour maintenir un bon équilibre sur cette scène. Dans les circonstances de l'interdépendance et de la mondialisation croissante, éviter une rivalité destructrice entre les principaux groupes de l'État, ainsi qu'une résolution conjointe des problèmes globaux rencontrés, est une condition préalable à un avenir de paix et de bien-être de la planète. L'Europe rajeuni devrait prendre une part de responsabilité envers ses citoyens, et dans le même temps, la société internationale devrait continuer avec l'intégration croissante et la réaffirmation de ses valeurs qui ont amené et gardé les pays européens ensemble tout en renforçant l'identité européenne.

Polska, jak jeden z pierwszych krajów europejskich, wprowadziła imperatyw trwałego rozwoju do nowej konstytucji z 1997 r. Niestety, zapis w ustawie zasadniczej nie zmienił obojętnego podejścia polityków i społeczeństwa polskiego do koncepcji trwałego rozwoju. W rzeczywistości w Polsce nie toczy się żadna debata publiczna na powyższy temat. Wydaje się, że relatywnie ciągle jeszcze niski poziom gospodarczy i cywilizacyjny naszego społeczeństwa nie sprzyja podejmowaniu rzetelnej dyskusji i działań w kierunku zagwarantowania w Polsce trwałego rozwoju uwzględniającego czynniki ekonomiczne, społeczne i ekologiczne.

Résumé Le principe du développement durable fut introduit dans le système légal polonais quand fut adoptée la constitution de la république polonaise en 1997. Paradoxalement, en Pologne – dans un des rares pays ayant introduit le concept de développement durable au niveau constitutionnel – il est difficile d'y trouver une référence dans le débat politique. La Stratégie nationale de développement durable de Pologne 2025, n'a pas trouvé de réponse dans la société, et ne semble plus en mémoire pour personne. Le citoyen moyen ne connaît pas le concept de développement durable, ou n'a qu'une vague notion de celui-ci, ne l'identifiant qu'exclusivement avec la protection de l'environnement. La solution aux problèmes sociaux (le marché du travail, l'éducation, la santé, l'égalité des sexes, etc.) n'est de toute façon pas associée au développement durable, et il n'existe aucun engagement à réaliser les objectifs à une échelle globale.

The impact of artificial intelligence (AI) on business, government, and society is getting more attention. The leading AI sectors have higher productivity but a lower share of GDP than those lagging in digitization and AI. There is a technological gap, with still unknown consequences concerning the social contract, the expected new digital welfare profile, as well as the business strategy about globalization. The hypothesis is that while digitization was already in motion (2000-2005), capital outflow from the US to MHGEs (market high-growth economies) in Asia negatively affected its productivity outcome. Additionally, it is expected that AI will give more market power to multinationals, reshaping the social contract. Thus, the current western social contract will no longer be able to cope with the consequences of the weakness of the nation-state, its policymakers, or the powerful profit-driven multinationals to deal with the overall effect of AI. We aim to look at the impact of this new state of technology on the social contract, focusing on the proper actions of government and business to deal with it. We used a descriptive approach based on desk research concerning productivity data, European government policies, trade model analysis, and business approach to AI. We expect to demonstrate the dynamic interaction of the K/L ratio within the prevailing status of global resources mobility, and the dangers unregulated AI represents to labor. Policy actions are needed concerning the legal status of AI and how to avert the collapse of the social contract and the rise of oligarchic cyber-autocracies. Our general conclusion is as follows: While capital investments, which would have contributed to improved total factor productivity (TFP) in the USA, went to MHGEs, increasing their GDP growth in less than a decade, the broad use of Artificial Intelligence (AI) will reverse massive offshoring, and new types of manufacturing processes will emerge in developed countries.
