Celem głównym opracowania było przedstawienie konieczności doskonalenia systemu i reform handlu międzynarodowego. Celami szczegółowymi natomiast było ukazanie możliwości powstania nowego modelu funkcjonowania WTO, ograniczania neoprotekcjonizmu rolnego UE, konieczności zmian systemu płatności bezpośrednich wynikających ze zobowiązań Wspólnej Polityki Rolnej UE wobec WTO, zagadnień bezpieczeństwa żywnościowego, doskonalenia łańcucha dostaw żywności oraz wzrostu znaczenia porozumień bilateralnych i rozwiązań normatywnych, wzrostu roli i znaczenia grupy G-20 jako ważnej i wpływowej instytucji globalnej, a także konieczności zwiększania integralności i przejrzystości instrumentów pochodnych na rynkach towarowych. Podłożem niepowodzeń Rundy Doha WTO, było zdecydowane stanowisko krajów rozwijających się dotyczące zmniejszenia subsydiowania rolnictwa przez państwa wysoko rozwinięte oraz różnice zdań między USA i UE w kwestii poziomu ograniczenia subsydiów rolnych. W perspektywie funkcjonowania WTO istotna jest potrzeba osłabienia neoprotekcjonizmu rolnego Unii Europejskiej i dalsze dostosowywanie mechanizmów tej polityki do nowych uwarunkowań rozwoju gospodarki światowej i reguł WTO. Szczególnym wyzwaniem jest również zapewnienie globalnego bezpieczeństwa żywności. UE powinna przyczynić się do poprawy funkcjonowania rynku żywności na poziomie światowym, regionalnym i globalnym, zapewniając także większą przejrzystość rynkową. We współczesnym wielobiegunowym świecie, coraz większego znaczenia nabierają porozumienia i więzi regionalne, a po fiasku Rundy Doha także bilateralne. Ponadto, co jest istotne z punktu widzenia teoretycznego, szczególnie w przypadku państw rozwijających się, osłabieniu ulegają uzasadnienia względów praktycznych, a zwiększa się znaczenie rozwiązań normatywnych. W przyszłości, w wyniku niezbędnych reform, WTO powinna nadal stymulować liberalizację handlu międzynarodowego, a także, bardziej niż dotychczas, wspierać rozwój państw rozwijających się, głównie poprzez aid fo r trade. W kwestiach finansowych i handlu międzynarodowego wyraźnie wzrosła rola i znaczenie grupy G-20. Zarówno WTO, jak i grupa G-20 powinny wspólnie podejmować i koordynować wysiłki na rzecz zasad promujących otwarty handel międzynarodowy, rozszerzający dostęp do rynku światowego państw rozwijających się. Poprzez wspieranie otwartych zasad handlowych w systemie globalnym wzmacniać się będzie równocześnie legitymizacja funkcjonowania grupy G-20.

In this research work, the author focuses on the analysis of the activity towards the Transatlantic Trade and Investment Partnership (TTIP) between the European Union and United States. It has been emphasized that the talks will reduce regulatory barriers. New agreements to remove trade barriers aim at reducing dead-weight costs and at increasing net social gains from international trade. The article examines the impact of free trade agreements like TTIP and, in particular, investor-state dispute resolution mechanisms in reducing the power of national governments to regulate and eliminate market inequality. The article offers examples of successful regulatory cooperation efforts in the hope that it will shed light on possible approaches to addressing regulatory divergences. Ideally, the best way to address problems arising from regulatory divergence would be on a multilateral basis, while taking into account the relations of the EU and the US with other countries. The main aim of the article is the presentation of the challenges for TTIP negotiations. The particular objective of the research task is the regulatory trade barriers in US-EU foreign trade policy, the nature and the promoters of TTIP, the interrelationship between regulatory standards and international cooperation in TTIP. The general theoretical approach will be of broad interest to economists interested in international questions, especially transatlantic cooperation, as well as to political scientists. The main methods applied in this research were the institutional method, comparative method, documentation method and statistical methods. Additionally, the methods of deductive and inductive forecasting were applied.

Podkreślono, że negocjacje przyczynią się do ograniczenia barier regulacyjnych. Nowe porozumienia zmierzające do usunięcia barier handlowych mają na celu zmniejszenie zbędnych kosztów i zwiększenie zysków społecznych netto z handlu międzynarodowego. W artykule przeanalizowano wpływ umów o wolnym handlu, takich jak TTIP, a w szczególności mechanizmów rozstrzygania sporów między inwestorem a państwem polegających na zmniejszeniu prerogatyw rządów krajowych w dziedzinach regulowania i eliminowania nierówności rynkowych. W artykule przedstawiono przykłady skutecznych działań w zakresie współpracy regulacyjnej w nadziei, że rzuci to światło na możliwe podejścia do rozwiązywania rozbieżności regulacyjnych. Najlepszym sposobem rozwiązywania problemów wynikających z rozbieżności regulacyjnych powinna być wielostronna współpraca z uwzględnieniem stosunków UE i USA z innymi krajami. Głównym celem artykułu jest prezentacja wyzwań związanych z negocjacjami TTIP. Przedmiotem zadania badawczego są w szczególności regulacyjne bariery w polityce handlu zagranicznego USA i UE, charakter TTIP i propagatorzy tego porozumienia oraz wzajemne powiązania między standardami regulacyjnymi a międzynarodową współpracą w ramach TTIP. Przyjęte w pracy ogólne podejście teoretyczne spotka się z zainteresowaniem ekonomistów zajmujących się kwestiami międzynarodowymi, w szczególności współpracą transatlantycką, a także politologów. Główną metodą zastosowaną w tym badaniu jest metoda badań naukowych. Zastosowano także metodę instytucjonalną, metodę porównawczą, metodę dokumentacji i metody statystyczne. Dodatkowo wykorzystano również metody prognoz dedukcyjnych i indukcyjnych.

The main objective of this paper is to present the attitude of the European Union to the issue of food security. Price volatility in the global market has a significant impact on the economic security of the participants. This particulary applies to commodity price volatility. Excessive volatility in commodity price effects both producers and consumers has a serious implication for food security. In the context of globalisation in a period characterized by sudden changes in food prices, such as for 2007–2008, the food situation in many poor developing countries worsend. It was expected that the increase in food prices in 2010 may lead to the further spread of the phenomenon of malnutrition and further intensification of tensions and unrest among the weaker consumers in the world. An important role in changing this situation can be played by the World Trade Organisation (WTO) and European Union. Food security issues also for the European Union are very important and actual both from theoretical and practical point of view. ; Celem głównym artykułu jest przedstawienie istotnej kwestii stanowiska Unii Europejskiej wobec bezpieczeństwa żywnościowego. In the recently launched TTIP negotiations between the USA and the European Union, it has been emphasized that the talks will make reducing regulatory barriers a signature issue. The emphasis on overcoming these barriers has generated some excitement, with large figures being offered as estimates of the resulting economic gains. New agreements to remove trade barriers aim at reducing dead-weight costs and increasing net social gains from international trade. This paper examines the problem of regulatory barriers and offers an assessment of what can be achieved. Ideally, the best way to address problems arising from regulatory divergence would be to take into account the relations of the EU and USA with China in terms of multilateral collaboration. W ostatnim czasie w związku z negocjacjami w sprawie owego TTIP między USA a Unią Europejską, podkreślano, że rozmowy te mają doprowadzić do redukcji barier regulacyjnych, a to z kolei miało doprowadzić do istotnych korzyści ekonomicznych. W niniejszym artykule analizuje się problem barier regulacyjnych i dokonuje się oceny tego, co może zostać w związku z tym osiągnięte. Idealnie, najlepszym sposobem, aby rozwiązać problemy wynikające z rozbieżności regulacyjnych byłoby, na zasadzie wielostronnej współpracy, również uwzględniać stosunki UE i USA z Chinami. Głównym celem artykułu jest prezentacja implikacji TTIP dla Chin. W szczególności celem badawczym pozostają m.in. regulacyjne bariery handlowe polityki handlu zagranicznego w stosunkach transatlantyckich USA–UE, oraz specyfiki TTIP.

In this research, the author focuses on an analysis of the integration of China into the World Trade System and the increase in its role in international business. The importance and innovativeness of the research is indicated by the presentation of the new circumstances for the development of the global economy and global trade, where the People's Republic of China seems to be a production superpower, able to change world trade. In many areas it possesses comparative advantages. China may continue its development, to specialise in electronics and increasingly in services. With or without further trade agreements, services will be traded more and Chinese trade policies will have to adjust to changes in the global organisation. The question that arises is whether the West will see China's rise as an opportunity for co-operation or for conflict. Economic growth in China is generally more preferable to its extensive military expansion. With new investment, a country can transform its position through industrial expansion at home and sustain it through international trade. China is especially sensitive to the advantages of intensive growth and will not wish to disrupt the essential economic arrangements that have been crucial to its success. The main aim of this paper is an analysis of the region in general form and to look at innova- tion and knowledge in the European Union's economic growth and social security strategy. The research objectives here encompass the presentation of the innovation system and knowledge in promoting entrepreneurship, the theoretical concept of the innovation system and process at the level of the region, the knowledge-based economy, constructed advantage, the constructed advantage provided by the Triple Helix model, Europe 2020 strategy, Innovation Union and Horizon 2020 as the financial instruments implemented by the Innovation Union. An important result of the research is the conclusion that in the innovation process the connections between science (universities), market (industry) and government are very important. There is a positive dependence between innovation activities and the effectiveness of the innovation process. More interaction and cooperation can be observed on the regional than on the state level. The new programmes of scientific and innovation research, Europe 2020 and the Innovation Union, are very important factors in the strategy of the European Union's economic growth and social security.
