Kierunki rozwoju badań myśli politycznej – wprowadzenie do dyskusji nad problematyką

Autorzy ukazują obszary badań z zakresu myśli politycznej analizowane przede wszystkim przez polskich naukowców, ale uwzględniają badania prowadzone w innych państwach. Szukają przy tym odpowiedzi na pytanie, czy polskie badania nad myślą polityczną odbiegają od trendów prezentowanych w innych państwach. Artykuł ukazuje różnorakie spojrzenia na samą definicję myśli politycznej i kategorii pokrewnych, jak doktryna czy też ideologia. Analizując różne ujęcia teoretyczne badań nad myślą polityczną w Polsce, autorzy starają się odpowiedzieć na pytanie, czy możliwe jest uporządkowanie metod i technik badawczych na tyle, aby stanowiły uniwersalny model, którym mogą się posługiwać badacze. Zdaniem autorów w Polsce nadal będzie się toczyła dyskusja na temat przedmiotu zainteresowania myśli politycznej, a także będą trwały poszukiwania definicji odróżniającej myśl polityczną od ideologii i doktryny politycznej. Poza tym mimo rozwoju różnego typu technik badawczych, np. analizy danych (Big data), nadal będą podejmowane badania wyjaśniające i porządkujące świat myślenia politycznego, wpisując go w różne nurty myśli politycznej.
Reforma modelu rad narodowych czy ustanowienie samorządu terytorialnego? Samorządowe dyskusje w schyłkowym okresie PRL (1980–1989)

Celem podjętych rozważań była analiza dyskusji dotyczących samorządu, a w szczególności samorządu terytorialnego, prowadzonych na łamach oficjalnych publikacji ukazujących się w okresie PRL. Zakres czasowy obejmował okres od powstania "Solidarności" w 1980 r. do rozmów okrągłego stołu, w których dyskusje toczyły się najpierw w zespole ds. reform politycznych, a następnie powołano podstolik do spraw samorządu terytorialnego, nie uwzględniając jednak tego ostatniego wydarzenia.
Celem poznawczym było poszukiwanie odpowiedzi na następujące pytania badawcze: 1) dlaczego idea samorządu terytorialnego, zwłaszcza w drugiej połowie lat 80. XX w., a więc w okresie wyczerpywania się ówczesnego modelu państwa, nie zainteresowała w większym stopniu środowisk decyzyjnych i w konsekwencji nie doprowadziła do szerszej dyskusji? 2) jak środowiska opiniotwórcze rozumiały pojęcie samorządu terytorialnego? 3) jakie prezentowano wizje związane z odbudową samorządu terytorialnego? 4) jaki zakres, kompetencje i jaką rolę przewidywano dla tej instytucji? 5) czy wizje te określały sposób finansowania samorządu terytorialnego? oraz 6) czy w związku z zakładanymi dyskusjami podjęto również przekształcenie systemu wyborczego?
The Self-government Constitutes an Essential Element of the Civil Security in Polish Political Thought after 1989

The article analyses the Polish political thought after 1989 concerning the local self-government. Attention was drawn to various currents of the Polish political thought, such as liberalism, conservatism, the teaching of the Church, social democracy or nationalism. Particular attention was paid to the role of the self-government in building civil society and to the forms of citizen participation. According to the main hypothesis, the activity of the local self-government is generally accepted. The self-government is an important element of political projects and is considered an important element of civil security and plays an important role in building the civil society. The thought of Charles Taylor "the atrophy of the self-government constitutes a danger for the stability of the liberal society and in the consequence for the freedom protected by it" suited undoubtedly the liberals and the representatives of other political trends

The aim of this article is to analyse the political thought of the contemporary National Movement in terms of politics of history. The main research hypothesis assumes that the National Movement promotes its own vision of politics of history. The properly shaped politics of history is primarily intended to shape national identity and facilitate the definition of boundaries of the national community. The actions taken by other political entities operating in Poland were assessed from this perspective. They were often accused of conducting anti-national activities. Liberals were criticised for ignoring history and accepting its critical form, while conservatives were accused of lacking organisational capacity and being submissive to competing models of the politics of history shaped by other nations. Hence the offensive character and the justification for using the language of disfavour or even hostility and hatred. The national interest, remaining the main category of political thought, often became an argument that made polemic or discussion impossible. Attempts to pass over uncomfortable historical events or to shift meanings were not avoided either. The differentiation of national groups facilitated discussion within the milieu, but it practically did not play an independent role within Polish political thought, reinforcing the message associated with the conservative model of politics of history and, in the political sphere, often supporting the activities of Law and Justice. Recognising the usefulness of politics of history, however, it was emphasised that it is not a shortterm political event-type activity but a long-term political work.

Problematyka samorządu w wybranych konstytucjach państw europejskich w okresie międzywojennym

The aim of this article is to analyse the constitutional provisions of the interwar period relating to self-government and, in particular, local self-government. I assumed that self-government, by gaining the status of a value regulated by the basic law, was becoming a necessary and at the same time inalienable element of power. The inclusion of the institution in the constitution may have reflected a recognition of its importance in state building. The constitutions of the newly created states and, to a lesser extent, the basic laws created before 1914 were examined. The inspiration of the basic laws has also been shown. A comparison was made between Polish regulations and solutions adopted in constitutions of other countries. It was important to answer the question whether the traditions of self-governance influenced the adopted regulations. Both institutional and legal analysis and comparative studies were used to achieve the objective. The main thesis of the article is that the role of self-government in the state as well as the presence of provisions relating to self-government was in line with the path of political transformation. Democratisation has tended to foster the inclusion of local government in the axiological system set out in the constitution, whereas in authoritarian states the role of local government has been limited. The presented thesis should be accompanied by one reservation. Constitutional regulations have been of a varied nature, and it is not always the case that fewer provisions on self-government have depreciated the significance of this institution in the state.
