Renewable Energy (RE) is part of Australia's and the world's energy supply matrix with over A$100 billion spent annually on RE projects since 2007. Businesses seeking to invest in RE projects, particularly in the wind and solar energy sectors, may face an onerous collection of planning approvals and permitting processes that impede investment and implementation. In this study, we draw on international and domestic stakeholder inputs to a governmental inquiry in Australia to show how RE projects might be approved in shortened timeframes with reduced associated costs. The process mapping and stakeholder analysis demonstrates that RE supply projects can benefit from standardized approval processes and documentation, a 360° deep engagement with stakeholders, and expanded electricity grid access in resource areas, augmented through supportive public policy and planning frameworks. In addition, stakeholder objections to project approval and implementation streamlining were used to contrast the efficacy of the proposed changes in policy.

This paper uses data from a program of customer interviews and focus group research conducted by the Australian government to develop an electronic services evaluation and design framework. A proven theory building approach has been used to develop and confirm the various components of electronic government (e-government) use and satisfaction from original government studies conducted in Australia and to create the new evaluation framework. Building on the extant e-government literature, the reintroduction of the original data into the framework yielded some emergent observations and insights for future e-government design, including the somewhat paradoxical importance of human contacts and interactions in electronic channels, service efficiency and process factors that impinge on customer satisfaction and dissatisfaction, and a potential growth trajectory for telephony based e-government for older segments of the community.

Climate change regulations pose significant challenges to firms that produce large volumes of carbon emissions. Accordingly, firms in the trade-exposed emission intensive industries are critical regulatory stakeholders. Following the Australian Government's ratification of the Kyoto Protocol in 2007, the proposed installation of an emission trading scheme is one of several business concerns as the government seeks to implement climate change policies and regulations. In this study, we inve stigate some of the major concerns that confront emission intensive businesses, and ask what the critical issues are for firms as a consequence of climate change policy implementation and what this means for their strategies. The study uses a concept mapping and analysis technique to reveal that future emission trading systems and business performance impacts resulting from emission reduction initiatives represent serious strategic concerns to stakeholder firms. Adaptable business strategies offer a potential solution to these perceived concerns and problems.

Emergency communications and warning systems (ECWS) allow people to make decisions and take actions before, during and after the emergency or disaster. The critical objective of this study is to determine the critical capacities of ECWS in the Australian context.Design/methodology/approachThis study used stakeholder analysis in which written submissions from individuals, and public and private organizations collected by the Australian federal government were subjected to structured coding techniques in order to identify major ECWS capacity issues. The summary of findings were generating by axially collapsing and summarizing the coded statements.FindingsFindings showed that a broad range of ECWS are deployed in the Australian context. These ECWS come with social and/or technical limitations that suggest the importance of adopting an integrated or systems based approach for their construction and deployment. Also, while the identification of critical infrastructure vulnerabilities reinforced the argument for an integrated systems approach for ECWS, this also demonstrated the pressing need to build resilience and redundancy into domestic infrastructure networks. In addition, new and innovative ECWS technologies and solutions will enable improved emergency or disaster management in the future.Originality/valueThis paper simultaneously considers important factors and issues impacting ECWS and provides an instructive discourse on the requirement for more combinative ECWS.

Public participation in environmental policy development offers governments and private organizations opportunities to gather community views and test policy instruments and solutions. In this study, a concept mapping analysis of 1702 online comments from 344 individuals has been undertaken to determine the balance between climate change debate and policy development, and some of the major issues surrounding policy implementation. The results show that counterproductive and intolerant climate science debate, opposing political party policy alignments, and disagreement on policy implementation serve as impediments in developing workable climate change policy. The research also exposes how individuals can 'hijack' the online discussion forums in attempts to further their own agendas. This suggests that online forums might be better designed to integrate with the larger policy development system.
