In this paper, we describe the evaluation of an e-learning project. The Learning Ladder developed a number of elearning modules for local government staff on recurrent working practices. The modules feature the use of short video clips as a means to support and encourage organisational learning. We report on one part of the evaluation: namely, the qualitative analysis of data from developers. We focus on three aspects: developers' perceptions of video clips for learners to reflect upon examples of working practices; their perceptions on the role of e-learning for a consistent approach to organisational learning; and perceptions on developing a learning community. Findings suggest there is value in video for capturing authentic practices and for creating consistency in representations of organisational policy and practice. This article draws on research undertaken by the Professional Association of Lecturers in Youth and Community Work (PALYCW) in collaboration with the Open University, University of Glasgow and the University of Hull. The authors are all part of a community of practice of lecturers teaching in Higher Education on Community and Youth Work (CYW) degree programmes. These CYW programmes are professionally endorsed by Youth Work and Community Development professional bodies across the UK. They adopt informal methodologies and have a strong focus on preparing students to work as informal educators with young people and communities. The unique contribution of this paper is highlighting the experiences, the issues and challenges presented, and to explore creative approaches that have been developed by programmes that adopt these approaches to educate professional practitioners. Looking forward in a context of great uncertainty, the research also set out to consider what the future might look like for CYW programmes, located in the neoliberal university. Questions explored included the extent to which the pandemic might lead to longer term changes in learning and teaching methodologies in CYW in Higher Education (HE); and how CYW programmes should be preparing students for navigating practice in the society that unfolds post COVID-19, as a perquisite for 'breaking through' [1] new formations of social injustice and working collaboratively to deepen democracy as the basis for taking action in communities with conscious intent.

It is well documented that alcohol-related problems compromise individual and social health, and wellbeing (Homel, McIlwain & Carvolth 2004). However, much of the burden of such problems is initially born by first response and public emergency services including police, ambulance and hospital emergency departments (Collins & Lapsley 2002). The individual harms are numerous, including premature death, loss of enjoyment and loss of social utility through fear of crime and victimisation (ADCA 2000). Further, alcohol misuse is a problem for business that suffers due to lost worker productivity and absenteeism (Collins & Lapsley 2002). The misuse of alcohol, particularly among those most at risk in our community, presents a major challenge for all levels of government. How to effectively and efficiently moderate the high costs associated with risky drinking behaviour (eg binge drinking or drinking in high-risk areas such as entertainment districts) by young people has been a recent focus of policymakers. Not all alcohol use represents misuse; rather, misuse comprises use that is above the recommended limits in particular contexts (such as driving or use of equipment), use at levels that leads to health-related problems and use that has reached the level where dependency exists (NHS UK 2013). Results from a national-level study on the societal costs of alcohol-related problems in Australia are presented. These costs are based on 2010 data supplied from various agencies (eg Australian policing services, Australian Bureau of Statistics) and empirical evidence from peer-reviewed published papers. Incident data, together with estimates of rate of occurrence (eg percentage of all incidents attended by police that were found to be alcohol related) from empirical studies and cost estimates from past literature are used to generate a total cost estimate. All costs are adjusted where necessary to reflect present value in 2010 Australian dollars. The results include costs to the criminal justice system, costs to the health system, costs resulting from lost productivity and costs related to alcohol-related road accidents. They do not include self-reported assessments of costs (cf Laslett et al. 2010) but rather verifiable costs from objective sources. As such, the costs reported here can be regarded as conservative.

This article evaluates an adoption agency's scheme to encourage birth relative attendance at adoption panels considering whether their child required adoption. Using qualitative evaluations of panel minutes and adoption agency statistics, it was found that birth relative attendance generally enhanced the thoroughness and sensitivity of panel deliberations. Having met birth relatives, panel members were usually more confident about the need for adoption, but thought carefully about how they highlighted parental deficits, showing appreciation of birth relatives' feelings for their child. The child's heritage appeared to figure more prominently in discussions. There were rare instances of birth relative representations leading to diversion from the adoption proposal, usually in favour of kinship care.Birth parents appeared to use attendance to record a construction of themselves for their child to discover in future, including their own perspective on the adoption plan (usually opposition) and expressions of love and good wishes. Vivid accounts of these parental interactions with panels could prove an important source for adopted people who search for their birth heritage. Independent facilitation of birth relative attendances emerged as crucial to successful attendance, providing emotional support at the meeting and improving the uptake of adoption support services.
