Challenges in family policy research

In the third millennium, family policies have become the most dynamic part of welfare state policies in developed countries and the forerunners of welfare state development in developing countries. They remain, however, an important dimension of social policy diversification, among both developed and developing countries. Degree and patterns of overall welfare state development, labour market conditions, demographic characteristics, family and gender cultures, political legacies and political cultures – all these factors contribute to shaping which and how family issues are framed as policy-relevant issues. The author addresses some of the research challenges that lie ahead in family policy research, namely: (1) the conceptual and methodological challenges deriving from the enlargement of research, both national and comparative, across an increasingly diversified spectrum of countries; (2) the dual challenge of the diversification of family forms and of international mobility; (3) the interaction between the labour market and family policies and their impact on social class differences; (4) the differential impact of social policies across the social spectrum and diversified family forms; and (5) the multilevel making and governance of family policies and the impact on intra-country differences. According to the author, these challenges are also the consequence of the intersectional character of family policies.

Au croisement des changements démographiques et culturels, comme de ceux qui concernent l'État-providence, les femmes italiennes, à leur entrée dans le troisième âge, se trouvent confrontées à des exigences et des tensions jusqu'alors inconnues. Elles sont plus nombreuses que celles des générations précédentes à être encore employées, en raison des transformations du système des retraites qui les ont spécifiquement affectées. En même temps, à cause de la faiblesse des systèmes de soins publics, elles subissent la double pression de demandes venant d'au-dessus d'elles (celles de leurs propres parents, de leurs beaux-parents et de leur époux) et de dessous. Cet article analyse ces dilemmes à partir d'un point de vue sociodémographique, fondé sur des données quantitatives, provenant d'institutions spécialisées et de recherches empiriques.

Et si l'approche purement économique de l'investissement social contribuait à perpétuer les inégalités entre les sexes ? N'accordant pas de valeur aux activités non rémunérées, il laisse aux femmes la responsabilité des soins et des relations dans les familles et instrumentalise les politiques familiales, y compris de conciliation, pour servir le marché du travail : donnant la primauté à l'emploi, celles-ci ignorent le « droit au care » pour tous, hommes et femmes, pères et mères.
Varieties of familialism: Comparing four southern European and East Asian welfare regimes

The aim of this article is to articulate the concepts of familialism and defamilialization as well as their indicators to assess whether and how welfare states, or regimes, differ not only in the degree to which they are defamilialized but also in the specific familialism form. In other words, it assesses whether family responsibility in a given area (and its gender dimension) is only assumed without public policy support or, on the contrary, whether it is actively enforced by laws or supported by income transfers and time allocation. The same diversification also exists for the opposite concept, defamilialization, which may happen through positive, direct or indirect policy interventions or because of the lack of such interventions, encouraging recourse to the market. The article shows that when considering these distinctions in the analyses, the profiles of countries that are usually generically described as 'familialistic welfare states', such as Italy and Spain in Europe or Japan and Korea in East Asia, and their similarities and differences partly differ from those that emerge when considering only a simplified familialism – defamilialization dichotomy, in so far both familialism and defamilialization may occur, and be combined, through distinct means, offering, therefore, also different options.

Kinderzahl und Armut in italienischen Familien

Auf dem Hintergrund, dass das Ausmaß der relativen und absoluten Armut in Italien in den letzten Jahren im wesentlichen stabil geblieben ist, gibt der Beitrag einen Überblick über statistische Zahlen zur Armut zwischen 1997 und 2003 in den verschiedenen Landesteilen, nach Familiengröße und -art sowie nach geographischen Faktoren. Neben dieser substantiellen Stabilität lässt sich gleichzeitig ein Anstieg der Armut bei Familien mit minderjährigen Kindern in der zweiten Hälfte der 1990er Jahre verzeichnen, was sich ebenfalls anhand statistischer Daten nachweisen lässt. Im Rahmen einer Lokalisierung von Armutsindizien wird die Wechselwirkung von sozialem Status und Gesundheit in Italien untersucht. Auf der Grundlage der von ISTAT in den Jahren 1999-2000 durchgeführten Gesundheitserhebung lassen sich Zusammenhänge zwischen niedrigem sozialen Status und niedriger Bildung der Eltern einerseits und negativen Auswirkungen auf die Kinder andererseits feststellen. Insgesamt muss betont werden, dass die Hauptaufgabe der Politik im Sinne des Armutsschutzes von Kindern und Jugendlichen vornehmlich die Förderung der Berufstätigkeit von Frauen mit Familien im Zusammenhang mit angemessener Kinderbetreuung darstellt, gekoppelt mit einem sinnvollen Ausgleich der Erziehungskosten. Die bisher eingeführten partiellen Maßnahmen wie Steuerabschreibungen und Kindergeld schaffen es nur begrenzt, das Ausmaß der Armut zu verringern. Es bedarf einer umfassenderen Überprüfung des Systems der steuerlichen Umverteilungen und des Ausgleichs der Kinderkosten, wie z.B. in den frankophonen Ländern, in denen es horizontale Maßnahmen zur Übernahme von Kinderkosten über direkte Transferleistungen anstelle von steuerlichen Abschreibungen gibt.
