Cetaceans as sentinels for informing climate change policy in UK waters

Climate change is predicted to have profound consequences for marine ecosystems. Due to the growing political and social drive to address its impacts, monitoring and mitigating climate change is a priority in marine policy in the UK. Cetaceans have been proposed as informative sentinel species for monitoring ocean health. Here, strandings data from four UK cetacean species were assessed for their use as a tool to aid policy makers monitoring climate change in marine environments. Data on stranded cetaceans were collected from 1990 to 2018 and differences in the proportions of stranded cold water adapted and warm water adapted species assessed using Generalised Linear Models (GLM), with 6-year periods and four regions of the UK included as explanatory variables. This modelling approach showed an increase in the proportion of stranded warm water adapted species over time across the UK and that differences in proportion of strandings between cold water and warm water adapted species can be detected between regions and 6-year periods, chosen as metrics to coordinate with reporting cycles for policy assessment needs. As such, these results show the potential for utilising strandings data to identify changing oceanic trends at the appropriate spatial and temporal scales for policy reporting in the UK. However, development of these analyses with a more detailed examination of these data at a finer resolution, incorporating other data sources, such as distribution trends and dietary stable isotope data, may be required before it is applicable as an indicator for trends in changes in climate.

Extensive inquiries and reviews have escalated legislative and policy responses focused on developing, maintaining and monitoring 'child safe' organisations. The recommendations of the Royal Commission into Institutional Responses to Child Sexual Abuse point to the importance of cultural conditions within organisations in supporting child safety and the need for responsive change in some organisations. Drawing on a recent policy analysis, undertaken as part of a larger Australian Research Council Discovery Project, this article examines how children and safety are constructed, within and across relevant state and federal government policies in Australia, and the implications of this. Distinctions are drawn between conceptualisations of children within the broader education policy context and two specific policy contexts in which children are considered particularly vulnerable to abuse – out-of-home care and disability. The findings indicate that policy discourses of 'child safe' potentially foster different emphases and approaches in organisations. These have implications for the way children are positioned in relation to their safety, how their rights are recognised and implemented, and what is required to foster cultural conditions within organisations to best support children's safety and wellbeing.

AbstractKeeping children safe from harm is a national policy priority in Australia. Extensive inquiries and reviews have highlighted institutions' persistent failures to respond ethically and appropriately to child abuse and its life‐long impacts on survivors. Policy efforts now reflect considerable emphasis on safeguarding children, including through the development of 'child safe' organisations. The realisation of these policy aspirations requires close attention to how 'child safe' is conceptualised and operationalised in different organisational contexts. Drawing on an analysis of policy in Australia and other international jurisdictions, namely New Zealand, the United Kingdom and Ireland, this article engages critically with the notion of 'child safe' in policy, to explore who is to be safe, from what and how, in organisational settings. The findings suggest emergent discourses of 'child safe' are bound up with particular constructions of both children and safety, reflect current social and political understandings and agendas, and have implications for organisations' approaches to safety. Ensuring the safety of children in Australia and other jurisdictions requires continuing scrutiny of policy implementation to make sure current policy efforts are not reduced to compliance‐based imperatives that protect organisations, but fail to create the cultural conditions that enhance children's wellbeing and safety.

Objective: Patients with Multiple Sclerosis (MS) and on disease modifying therapies (DMTs) that can be immunosuppressive or immunomodulatory form a special group where risk of continuation of DMT needs to be taken into account with risk of contracting Covid-19. This concept can pose a degree of anxiety for patients as well as neurologists. We aimed to evaluate patient perspectives regarding the use of Natalizumab and anti-CD20 therapies (Rituximab and Ocrelizumab) in the context of the COVID-19 pandemic. Methods: cross-sectional study conducted via voluntary survey filled in by patients with MS and related disorders receiving their infusional treatment in one MS centre in Australia, exploring their concerns regarding their therapy, their therapy and COVID-19, precautions undertaken in response to the pandemic, and factors impacting their decision-making. Results: 170 patients completed the survey. Of patients on Natalizumab, the majority had either no or mild concern regarding their DMT and COVID-19, and of patients on B-cell depleting therapies, again, the majority had no or mild concern, though a slightly higher proportion had a moderate level of concern. Asked to delineate their concerns, an increased risk of contracting COVID-19 was more commonly conveyed than MS-specific factors or poor outcomes pertaining to COVID-19 if contracted, by patients in both groups. Conversely, being invited to specifically consider the possibility of contracting COVID-19 or experience a relapse of MS, almost half of the cohort rated both of equal of concern. More than half of the cohort were self-isolating more stringently than general government advice and government-related resources followed by information provided by patient's neurologist where the commonest means of information to guide decision making.
