Cet article cherche à comprendre et à conceptualiser le rôle régional et global de l'UE ainsi que son identité internationale. Il s'intéresse aux contributions concrètes de l'Union à la gouvernance globale et aux implications empiriques de la notion de puissance civile. Différents scénarios sont développés concernant l'effet de l'évolution du système mondial sur le rôle extérieur de l'UE.
The author briefly addresses questions about achievements & weaknesses of the EU regarding global governance before 11 September 2001. With the event of the terrorist attacks on the Twin Towers, the question of quality of global governance has been dramatically re-launched. Solidarity in the fight against terrorism was strong & immediate. Together with the USA, the EU assisted in the founding of a large alliance of international communities brought together by this fight against terrorism. The article elaborates on the negative & positive effects this had on Europe & the new hierarchies between states regarding security policies & military actions. George W. Bush launched a novel version of multilateralism within the framework of an international alliance that is based on the restoration of the international order against terrorism but could extend to a politicization of economic issues of governance. This is legitimate & important for the isolation of terrorism but it could inevitably overturn the priorities between politics & economy. Three waves of regionalism during the 20th century are traced, raising several questions regarding the third, posthegemonic wave -- new regionalism. A general overview of the common domestic & external causes & characteristics of new regionalism is provided, arguing that it conditions states' & companies' strategies domestically & affords a dynamic contribution to the shifting global system. It is not a transient but rather a structural phenomenon. New regionalism is then considered as an alternative theory to hyperglobalization & new medievalism, looking at some of the pertinent literature. In considering the political economy of new regionalism, it is contended that the economic perspective remains ambiguous & that no political economic conclusion can readily be drawn. Cultural factors affecting new regionalism are addressed, concluding that even if cultural & political identity is an issue, new regionalism has little relation to Samuel Huntington's (1996) clash of civilizations.
