This article explores, within a governance framework, an area little-studied by the social sciences in Mexico: organizational relationships between institutions, development and territory. A critical literature review on the subject is covered and an approximation of the concept of governance, from a neoinstitutional perspective, is given with reference to its theoretical basis. The aim is to establish a conceptual framework for the implementation of policies in Latin America. The article concludes that the debate on territorial governance is recent within the social sciences in Mexico, but has promising features for research on local development. En el marco de la gobernanza, este artículo explora un ámbito poco estudiado en las ciencias sociales en México: las relaciones de coordinación entre instituciones, desarrollo y territorio. Se realizauna revisión crítica de la literatura sobre el tema y se da una aproximación al concepto de gobernanza desde una perspectiva neoinstitucional, remitiéndola a sus bases teóricas. Se pretende establecer un marco conceptual para la implementación de políticas en AméricaLatina. Se concluye que el debate sobre la gobernanza territorial es reciente en las ciencias sociales en México, pero que presenta rasgos promisorios para las investigaciones sobre el desarrollo local.
[EN] The "Agro-Food Systmes Locations" concept has received international recognition during the last decade. Central to this view is a reference to land and local food-eating habits. It is based on the study of the relationship of man, producr and territory (land). The analysis of specificity of land features will allow us to characterize Agro-Food Systems Locations. In the process, it will help us understand its diversity and dynamics. This article is about those specificities: i) specificity of men and institutions; ii) specificity of products and qualifying processes; iii) specificity of consumers and food eating habits. At the scientific level, the Agro-Food Systems Locations concept, as a subject of investigation, and as a theoretical base, could contribute to an agro-food study and could help understand social and cultural activities of social organizations within a given system. El análisis de las especificidades territoriales nos permitirá caracterizar a los Sial, comprender su diversidad y su dinámica. Es en torno a esas especificidades que hemos estructurado este artículo: i) especificidad de los hombres y de sus instituciones; ii) especificidad de productos y de procesos de calificación asociados, y iii) especificidad de consumidores y sus culturas alimentarias. Territory and local food crops are central elements of this approach based on the study of relationships between man, products and territory. En este artículo se abordan los programas institucionales im-plementados en contextos locales y la acción colectiva para el desarrollo de alimentos con arraigo territorial, desde el enfoque de los Sistemas Agroalimentarios Localizados (Sial). Se analiza el caso de un programa piloto para la producción de cuitlacoche (Ustílago Maydis sp.) en el estado de Tlaxcala, México, y dos microempresas familiares involucradas en la producción de ese hongo utilizado en la alimentación huma-na. Se parte de la hipótesis de que los apoyos a la agricultura familiar empresarial y a las microempresas rurales dedicadas a la producción de alimentos ligados al territorio pueden con-solidar los Sial. Se concluye que esto puede ser posible con la condición de que se conjunte una malla institucional de los tres niveles de gobierno y la acción colectiva en el territorio.
