Résumé Les questions de redistribution sont récurrentes dans les travaux de Wicksell, Hayek et ceux de l'École de Stockholm, centrés sur les écarts entre taux d'intérêt et les déséquilibres induits de l'investissement et de l'épargne. Ces questions sont centrales dans la conception de politique économique de ce qu'on appellera le « modèle suédois ». À quelques exceptions près, l'analyse wicksellienne des interdépendances entre les mécanismes de transmission des impulsions monétaires et la répartition du revenu est étonnamment pauvre. L'article analyse les liens et les divergences dans les travaux d'inspiration wicksellienne relatifs à la répartition du revenu et aux questions monétaires. Il montre que les divergences sont d'abord relatives aux échecs des tentatives visant à dépasser la dichotomie néo-classique entre équilibre général et théorie monétaire, puis à la scission historique entre les régimes de politique économique dans l'avant et l'après-guerre. Ein beträchtlicher Teil des von institutionellen Investoren (Pensionsfonds, Lebensversicherern u.a.) angelegten und an den internationalen Finanzmärkten bewegten Kapitals stammt aus Forderungen oder Besitz von Arbeitnehmern. Der vorliegende Beitrag erörtert die Frage, ob und inwieweit die sich aus solchem Arbeitnehmerkapital ergebenden Kontrollrechte genutzt werden könnten, um im Zuge der Finanzmarktglobalisierung und Finanzmarktorientierung der Unternehmen verloren gegangenes Terrain in der Vertretung der originären Arbeitnehmerinteressen (im Hinblick auf Einkommen und Arbeitsbedingungen) wiedergutzumachen. Die Möglichkeiten und Probleme kapitalbasierter Mitsprache werden auf drei Ebenen untersucht: auf der einzelwirtschaftlichen Unternehmensebene, auf der sektoralen Ebene der Finanzmarktregulierung und auf der gesamtwirtschaftlichen Ebene der Abstimmung von Zins- und Lohnpolitik. Abstract
The functioning of multi-nation monetary unions with several central banks is conditioned by many factors and considerations, such as the capacity to deal with crises, the political will and operational skill to foster financial integration and to develop a mix of rules and discretion in the cooperation between the central banks. The Scandinavian monetary union (SMU) between 1873 and 1931 is a case in point for illustrating the importance of these factors and considerations. We examine the policies implemented in the Scandinavian countries to deal with asymmetries of payments flows and with financial crises at three levels: in an account of major crises that required lending of last resort, in a study of the clearing and settlement mechanism established in the union, and in a survey of contemporary economists' views on lending of last resort and cooperation in the SMU.
