The antagonism between the outspoken Livingstone and the Labour Party came to a head during the period leading up to the first mayoral elections in London in May 2000. After a rigged primary election Livingstone had been forced into becoming an independent candidate but despite being excluded from the Labour Party, he managed to become the first directly elected mayor of the capital city. From his new vantage point at the head of the Greater London Authority (GLA), the " third man " of England continued to defy New Labour when he considered that central government policies did not tally with what Londoners needed. The success of the congestion charge considerably reinforced his popularity and New Labour reluctantly reintegrated him within its ranks to fight the 2004 mayoral election under its colours. Despite this move, Livingstone continued to defend the GLA's right to develop policies in keeping with the decentralisation of power even if signs of greater cooperation with central government were obvious, especially when London was given the 2012 Olympic Games in July 2005. This new stance did not prevent him from losing the 2008 election when the Conservative candidate, Boris Johnson, became mayor of London. This article will examine the antagonism between Ken Livingstone and the Labour Party in its " old " and " new " versions. International audience ; In 2008, Alexander Boris de Pfeffel Johnson defeated Ken Livingstone in the third elections to become the executive mayor of London. Livingstone had held this post for the previous eight years during which he had implemented his personal brand of municipal politics and given London back the voice that the city had lost in 1986 when Mrs Thatcher abolished the Greater London Council. It was thought that he would have no credible opponent in 2008 but observers underestimated the potential of " Boris " who was able to oppose " Ken " on his own turf, that of personalising the election almost ad nauseam to the extent that his slogan " Time for a Change " rang particularly true. This article recalls the main characteristics of Ken Livingstone's rise to fame before focussing on the 2008 transition chosen by the London electorate.

International audience ; In 2012 London will come under the scrutiny of the entire world as athletes, spectators and the media converge on the capital city for the Olympic and Paralympic games. In view of this international event the Observatoire de la Civilisation Britannique decided to devote one of its publications to London as a multicultural, international and indeed Olympic capital city.1 This description of London is particularly relevant in today's context given the extent to which the city manages to attract people from all walks of life. The buoyancy and volatility of London's labour market is often given as the main reason for this especially in the contemporary context whereby unemployment in the richer European countries is again reaching unprecedented heights, particularly for young people. Yet London fascinates far beyond the employment opportunities it can offer and the kaleidoscope of languages, ethnic minorities, communities and neighbourhoods that can be found within its boundaries bear witness to the fact that variety is the true spice of life there. To this end, this publication looks not only into the vibrant economy of London but also its recent history, geography and of course politics. London is seen as one of the most international capitals in the world but above all one that constantly strives to meet the challenges of such a demanding reputation.
