New Civic Activism in Ukraine: Building Society from Scratch?

Since Euromaidan, civil society in Ukraine faces new challenges and a new role in society. Volunteer work, donations and civic activism have increased vis-à-vis the humanitarian crisis and the war in Eastern Ukraine in an unprecedented dimension. Civil society's takeover of state responsibilities depicts the compensation of state failure. But it is questionable whether the post-Euromaidan civil society contributes to Ukraine's democratization process. Based on two case studies, in this article I examine new issues civil society in Ukraine deals with, what forms the basis of a new quality of civic activism and participation. Further, I describe structures, activities and interrelations of this new Ukrainian volunteer movement, with the aim to discuss its ambivalent role in fragile democratization.

Das idealtypische Konzept der Zivilgesellschaft beinhaltet die grundlegende Idee von Unabgeschlossenheit und Nicht-Institutionalisierung zivilgesellschaftlichen Handelns. Im Kontext der externen Demokratieförderung in post-sozialistischen Ländern Osteuropas und Zentralasiens lassen sich jedoch zunehmend zivilgesellschafte Schließungsprozesse beobachten. Der Beitrag analysiert inwiefern Zivilgesellschaft zu sozialer Schließung beitragen kann, um welche Schließungsprozesse es sich handelt, und wie diese Schließung mit der 'westlichen' externen Demokratieförderung im Zusammenhang steht. Die Argumentation basiert auf einer eigenen umfangreichen Datenerhebung und -analyse zur externen Demokratieförderung in der Ukraine.

Bei der Parlamentswahl am 26. Oktober 2014 in der Ukraine kandidieren erstmals auch viele AktivistInnen aus der Zivilgesellschaft. Die Studie geht den politischen und beruflichen Biographien der KandidatInnen nach und veranschaulicht deren zivilgesellschaftlichen Hintergrund. Eine Netzwerkanalyse zeigt, dass einige zivilgesellschaftliche Organisationen und Medien als zentrale Orte der Vernetzung herausragen und als »Sprungbrett« dieser ambitionierten NachwuchspolitikerInnen gelten können.
In dieser Studie werden die Veränderungen im ukrainischen Kultursektor, die Grundlagen und Strategien der deutschen Auswärtigen Kultur- und Bildungspolitik (AKBP) im Allgemeinen und bezüglich der Ukraine im Besonderen sowie die wichtigsten und aufschlussreichsten Bereiche der Kulturbeziehungen vorgestellt und analysiert. Die wesentlichen Bedarfe für die zukünftige Ausgestaltung und Förderung der deutsch-ukrainischen Kulturbeziehungen liegen in der nachhaltigen Förderung zivilgesellschaftlicher Kulturakteure, der engen Zusammenarbeit von Kulturinstitutionen auf administrativer Ebene und insbesondere der Unterstützung des Ukraine-Instituts im Aufbau eines Büros in Deutschland, der stärkeren politisch-kulturellen Bildung zur Ukraine in Deutschland, der Stärkung transsektoraler Zusammenarbeit sowie der systematischen Förderung der Forschung und Lehre zur Ukraine.
