According to the author, Taiwan's economic future cannot realistically be discussed independently of its political framework and the value system and behavioural pattern of its citizens. He emphasizes the interdependence of economic development and political and institutional changes. The author discusses a number of reform measures considered by Taiwan's Economic Reform Commission and political democratization that places the country's changes beyond pure economic structural changes.
