Tax havens and tax flight have lately received increasing attention, while interest toward multilateral trade policies has somewhat diminished. We argue that more attention needs to be paid exactly to the interrelations between trade and tax policies. Drawing from two case studies on Panama's trade disputes, we show how World Trade Organization (WTO) rules can be used both to resist attempts to sanction secrecy structures and to promote measures against tax flight. The theory of new constitutionalism can help to explain how trade treaties can 'lock in' tax policies. However, our case studies show that trade policy not only 'locks in' democratic policy-making, but also enables tax havens to use their commercialized sovereignty to resists anti-secrecy measures. What is being 'locked in' are the policy tools, not necessarily the policies. The changing relationship between trade and tax policies can also create new and unexpected tools for tackling tax evasion, underlining the importance of epistemic arbitrage inthe context of new constitutionalism. In principle, political actors with sufficient technical and juridical knowledge can shape global tax governance to various directions regardless of their formal position in the world political hierarchies. In recent years, interest in the world-political role of cities has grown. The use of public procurement for promoting world-political goals has also gathered scholarly attention, as has the tax justice policy agenda. This article contributes to these discussions by demonstrating how global responsibility became part of the city of Helsinki's policy alignments, which were then turned into several concrete initiatives. In particular, I focus on the contrast between the relative ease with which Helsinki became a "Fair Trade" city on the one hand and the difficulties it faced in its attempts to become a "Fair Tax" city on the other. I argue that that these initiatives illustrate how cities can utilize public procurement to promote world-political goals. I also show how the increasing complexity of the required procurement criteria can make the success contingent on help from "emergent entrepreneurs" of social movements. These developments highlight the contradictory and complex effects of the "economization" and "marketization" of the political sphere. While economization isolates many societal issues from political control, it can also allow for politicizing local and global issues in ways that were unthinkable. Finally, adding to the existing research on the world-political role of cities, I demonstrate that a city does not need to be a metropolis in order to act in world politics. ; Peer reviewed

Abstract
The ways in which epistemic foundations of academic disciplines shape policy paradigms have been an understudied area. We illustrate such dynamics by focusing on paradigm shifts between economics and legal scholarship. Our case study focuses on the evolution of the Finnish corporate tax policy between 1991 and 2014 to illuminate complex policy diffusion through professions. First, in 1993, Finnish corporate tax policy was aligned with the neoclassical ideas of the time in a lawyer-driven process. Second, in the early 2000s, initiatives from the EU and the OECD provided these lawyers a new epistemic source for broadening their argumentation. Third, in the 2010s, the disciplinary base shifted from legal studies to economics, which coincided with administrative reforms emphasizing quantitative impact assessments. These transformations completed the shift from legal scholarship to economics in tax policy design, paving way to the entrance of economic theoretical arguments to tax policy discussions. Our findings highlight five overlapping and mutually reinforcing factors that shape knowledge production in expert groups that influence economic policy: (1) the extent to which politicians rely on expertise; (2) the balance of power between academic disciplines in evidence-based policy-making; (3) the disciplinary base to which the dominant expert groups rely on; (4) the shifts in the epistemological, ontological and methodological mainstream within particular disciplines; and, (5) the extent to which international organizations are seen as epistemic versus policy-driven authorities.

This paper contributes to recent discussions of corporate tax avoidance and global wealth chains. Drawing on multiple case studies, we outline the key strategies adopted by Finnish mining companies as they seek to lower their tax burden. After screening the accounts of the companies mining metallic ores in Finland, we provide an in-depth analysis of the tax avoidance arrangements at three of these mines. The mines were operated by two Canadian enterprises that utilized seven different tax avoidance arrangements. The multiple case study approach adopted in this paper is helpful in developing both quantitative and qualitative tax avoidance research, since our findings highlight major deficiencies of datasets commonly used in the dominant quantitative tax avoidance research. Our qualitative approach helps tackle some of the limitations imposed on tax researchers as a result of the considerable secrecy surrounding tax matters. In particular, we argue that the existing tax avoidance research has focused too much on statutory corporate income tax rates even though today, tax minimization relies mostly on specific tax incentives and other loopholes in tax laws. We argue that the arrangements we describe mirror a wider phenomenon where multinational enterprises exert societal power commonly associated with sovereign states. Crossing the disciplinary boundaries of accounting, political economy and tax law, we also contribute to the emerging research agenda on global wealth chains. We call for more attention to the intersections between accounting and tax law for understanding how enterprises can separate their value chains from the intra-firm flows of wealth. Social problems in the global South are often explained by reference to domestic decisions or "institutional quality" in the Southern countries, while there are also prominent criticisms of such "nationalist explanations". Crucially, the dispute over correct mode of explanation is not only epistemological, but also political, as has been often noted in analyses of hegemony. This paper develops such ideas about "hegemonic" forms of explanation by analysing how an explanatory tendency becomes institutionalised in the operating logic of international organisations. We analyse as a case study the long-term developments within the UN in the field of multinational enterprises (MNEs). We follow the process in which an agenda focused on the regulation of MNEs shifted into the direction of focusing on local institutional quality and emphasising "partnerships" instead of regulation. The analysis demonstrates how political momentum and external challenges affect explanatory tendencies, and generally the deep impact of organisational embeddedness of these tendencies.

Suomalaista poliittista päätöksentekoa on 2000-luvulla pyritty sitomaan vahvemmin tutkittuun tietoon. Näyttöperusteinen päätöksenteko on ollut tähän liittyen keskeinen käsite. Sille annetut määritelmät rajaavat päätöksenteon kannalta relevanttina pidetyn tutkimuksen kokonaisuutta. Tämän tutkimuksen tieteenalapohjan ja metodologioiden kokonaisuuteen on kiinnitetty yllättävän vähän huomiota, vaikka se ohjaa monin tavoin politiikkaa. Tutkimme tiedon ja päätöksenteon suhdetta tarkastelemalla suomalaisen yritysveropolitiikan taustalla vaikuttaneen tiedon muutoksia 1990-luvun alusta vuoteen 2014. Esitämme tässä keskustelunavauksessa, että näyttöperusteinen päätöksenteko on korostanut yhteisöveropolitiikassa uusklassisesta taloustieteestä johdettujen syy-seuraussuhteiden merkitystä. Etenkin vuoden 2014 yhteisöverouudistuksessa talousteoreettiset käyttäytymisoletukset nousivat merkittävään rooliin uudistuksen perusteluissa. Näitä taustaoletuksia ei avattu kunnolla julkisessa keskustelussa, mikä on vaikeuttanut niiden soveltuvuuden ja rajoitteiden arvioimista. Peräänkuulutamme huomiota näyttöperusteisen politiikan pohjana käytettyihin tutkimuksiin ja niiden taustaoletuksiin. Kehotamme myös avaamaan niitä paremmin laajalle yleisölle kriittisen keskustelun ja demokraattisen läpinäkyvyyden tukemiseksi. Politiikkaa ohjaavaa tutkimusta tulisi perustaa taloustieteellisen analyysin lisäksi juridiseen tuntemukseen erilaisista sääntely-ympäristöistä. Myös yritysten toimintaan vaikuttavien tekijöiden syvällisempi käytännön tarkastelu olisi hyödyllistä.
