This article examines three Western European cases from the late nineteenth and early twentieth centuries and shows that political liberalization does not necessarily require a reformer's commitment to democracy. Under the right circumstances, even conservative politicians may find liberalization to be a rational and acceptable means to secure their power and to defeat powerful opponents, despite the risk of future upheavals. Such circumstances were present in the Soviet Union in the late 1980s, when Mikhail Gorbachev and his supporters used the strategy of political liberalization to remove the threat posed by their rivals in the party apparatus.

Investors, politicians, media, and others are asking for a shift to a stakeholder primacy governance model from the current shareholder primacy model While companies are making changes to put more emphasis on other stakeholders (e.g., employees, community, government, customers, and suppliers), execution of this transition has many hurdles. This article discusses many of the practical issues of both becoming more multi-stakeholder sensitive as well as the complexities of managing to a stakeholder primacy business. The focus is on the practical considerations and addresses them from multiple perspectives including measurement and compensation. Finally, it provides some ideas that might be considered for the development of tools to better address the decision-making balancing act inherent in a stakeholder primacy model.

On March 4, a State of Emergency was declared followed on March 19, when the Governor of California issued mandatory stay-at-home orders. Prior to the state mandate on March 16, the San Francisco Bay Area counties issued their own more stringent orders to shelter in place and shut down many businesses. However, the orders exempted essential services including search and rescue. The dilemma…how to provide search and rescue services to the communities we serve and still protect the mostly volunteer search and rescue personnel? This paper discusses how one search and rescue team along with the search and rescue community of the San Francisco Bay area responded to the new paradigm shift, the challenges and changes implemented to respond to a missing person incident, the results of a survey to determine how teams had modified response, and an example of response guidelines during COVID-19. The Search Intelligence Process of gathering information regarding the missing subject occurs during every search incident. We recognize intelligence information is used to build a subject profile; gather lists of people with first-hand knowledge of the missing subject that we want to talk to; develop scenarios; and task investigators to research and mine information from various sources, like social media or cell phone data, to determine where to look and what to look for. However, during the initial stage of an active search for a missing person, intelligence gathering can be very daunting, chaotic, haphazard or worse not initiated thus delaying the compiling of crucial information that could shorten the time it takes to locate the subject. In any other aspect of the search operation like ground searching or technical rope rescue we preplan, train and develop processes to be more efficient. This presentation will discuss the search intelligence process by: defining the various sources of information available to use developing pre-plans for the gathering of intelligent information, developing decision trees, developing lists of reflex tasks, developing algorithms for transitioning between the initial actions into multiple operational periods and eventually to the termination of search operations, and develop ongoing training curricula with the goal of creating efficiencies and hone the necessary skills to perform the intelligence gathering process. The theoretical foundations of the thesis are based on international regime theory, in particular the concept of security regimes. The thesis divides the debates between Europeanists and Atlanticists and places both within the theoretical constructs of international regime theory. Europeanists believe that the European Union must eventually develop and implement its own defence capabilities outside of NATO. The Europeanist argument relies on a more functionalist approach to international regimes, whereby integration in one area will necessarily spillover into the security realm. Atlanticists, on the other hand, believe that NATO must remain as the key institution to supply the public good of defence for Europe. The Atlanticist argument rely on the premise of hegemonic stability and the need to have a hegemon, the United States, remain as the leader within the regime in order to sustain the regime. AbstractDespite its broad transmission and its influence on vernacular chronicle writing
in the German Middle Ages, the Kaiserchronik has not received
the attention from historians that it deserves. This article describes some of
the ideological, historical, and literary contexts that shaped the original
composition of the chronicle in the middle of the twelfth century: Christian
salvation history, the revival of interest in the Roman past, the consolidation
of a vernacular literature of knowledge, and the emergence of a practice of
writing history as "serious entertainment" by authors such
as Geoffrey of Monmouth and Godfrey of Viterbo. Placed in these multiple
contexts, which have a European as well as a specifically German dimension, the
Kaiserchronik emerges as an important document of the uses
of the past in fostering a sense of German identity among secular and
ecclesiastical elites in the high Middle Ages.

AbstractThis essay reviews sport‐related articles that have previously appeared in the JHS, alongside a range of other historical works, and in so doing recognizes the importance of persisting themes in the socio‐cultural, historical analysis of sport. Such themes have appeared in wide‐ranging socio‐historical and figurational work, and also underpin the contributions to this special issue: they include the dynamics of cultural importation, diffusion and appropriation; and the cultural significance of sport in wider status and power relations. Emphasizing the compatibility of the historical and the sociological imaginations, and confirming recent positions on the integration of the cultural and the social in historical work, the article goes on to contextualize the place of sport in Europe in the period from the later decades of the nineteenth century into the fourth decade of the twentieth century. Referencing classic debates on historical method and periodization – particularly Braudel's discussions of event, conjuncture, and longue durée– the article identifies core conjunctural features of European sport in the period: internationalism/early globalization; increasing forms of mediatization; emergent individualism; and commercialized consumption and celebrity.

ABSTRACT:This article focuses on Otl Aicher's design and Günther Grzimek's garden architecture for the 1972 Munich Olympics. We argue that the functionalist aesthetics of the Munich Olympic site should be interpreted as a translation into graphic and landscape design of 1960s progressivism in West German society and democracy. In the process Aicher and Grzimek somewhat paradoxically drew on the tradition of the Olympic Gesamtkunstwerk inaugurated in Berlin in 1936.
