This paper has multiple objectives. I set out linkages of a causal model to portray how globalization influences international terrorist strategies. I also point to methodological and theoretical shortcomings in the literature with respect to the levels of disaggregation at which issues are analyzed, and I evaluate the opportunity-cost argument for assessing international terrorism. The paper and conclusions present perspectives on developments of terrorism in the context of globalization, including the relationship of terror to immigration. [Copyright Elsevier B.V.]

"Definitional criteria for delineating various forms of political terrorism such as ideological, religious, ethno-cultural, single-issue and international terrorism, are elaborated on. Also the differential causes of those forms of terrorism and both, their challenge and potential impact, are addressed. In the second larger portion there is a theoretical discussion of empirical findings on the linkages between globalization and terrorism. A causal model unifies several fundamental variables and causal linkages. Finally, there is a look at potential scenarios as well as lacunae of research." (author's abstract)

Ziel dieses Beitrag ist die Herausarbeitung einer präziseren Definition des Terrorismus anhand eines Minimalsatzes an Kriterien (Teil 1). Sodann werden verschiedene Typologien des Terrorismus diskutiert, mit Schwerpunkt auf substaatlichem politischem Terrorismus (Teil 2). Anschließend wird ein Kausalmodell des Terrorismus auf vier Erklärungsebenen entwickelt, von der individuellen über die Gruppen- und Organisationsebene bis zur staatlichen und globalen Ebene. Kausale Zusammenhänge zwischen den einzelnen Ebenen werden erörtert (Teil 3). Einige Folgerungen aus einer solchen Differenzierung der Formen des politischen Terrorismus und unterschiedlicher Erklärungsebenen für "angemessene" Reaktionen auf die jeweilige Form des Terrorismus wie auch die Terrorismusforschung allgemein werden abschließend (Teil 4) behandelt. Der Autor spricht sich für eine stärkere Disaggregierung der internationalen Datensätze nach den unterschiedlichen Formen des politischen Terrorismus aus. Dies hat deutliche Folgen für die empirische Theoriebildung wie auch politische Antwortmuster. ; The aim of the present article is to derive a more precise definition of political terrorism based on a minimal set of criteria (part 1). In part 2 typologies of violence are at issue with an emphasis on sub-state groups and political terrorism. Thereafter (part 3) a multi-level causal model is developed. This model emphasizes different levels of explanation, from the individual level via the group level and the state level to the global level. Also a few examples of causal relationships to be derived from such a model are given. Part 4 deals with some political conclusions to be obtained from more disaggregated analyses of political terrorism and the impact such analyses might have on terrorism research. The author strongly pleads for breaking down cross-national datasets according to type of terrorism and for paying more attention to the specific characteristics of different forms of political terrorism, both in analysis and in reacting to it.

After briefly touching actual crisis moments in the new federal states of Germany, historical dislocations (emigration of qualified personnel, the effects of a state-planned economy, also on the modal type of personality), omissions (inadequate adjustment of currency relations, inflated wage rises, transfer of inadequate institutions, etc.) & path-dependent obduracies (disincentives due to the welfare state, lack of social capital, belief into state efficacy, etc.) are emphasized. The most general explanation for the crisis in East Germany, & the whole of Germany as well, draws on institutional economics with its emphasis on wrong incentives & subsequent disallocations. The mezzogiorno syndrom with the result of a low-level equilibrium also emerges as a strong explanatory factor. Possible future scenarios are sketched. Comparisons with the catch-up growth in Southeast Asia lead to a strongly negative assessment, just as much as with the period after 1949 in West Germany. Finally, the scenario of a widening of the European Union provides little comfort for East Germany. Adapted from the source document.

Die Ubiquität von Gewalt, auch politischer Gewalt, gibt unverändert Anlass zur Sorge und zu wissenschaftlicher Analyse. Meist steht dabei hier die violentia, die den Staat herausfordernde Gewalt, weniger die potestas, die Staatsgewalt, im Vordergrund. Die Leistung sozialwissenschaftlicher Forschung besteht zum einen darin, unmittelbar erklärende Variablen sowohl auf der Makro- als auch auf der Mikroebene für das Auftreten verschiedener Formen politischer Gewalt zu liefern (dies wird in den Abschnitten 1 und 2 diskutiert), zum andern aber auch darin, die kalkulierte und eingegrenzte Nutzung von Gewalt im Rahmen anderer politischer Phänomene vergleichend zu erfassen (Abschnitt 3). Schwerpunkt der Analyse ist dabei die Makroebene der Erklärung, angereichert um Verhaltenselemente auf der Mikroebene. Der Verfasser beansprucht insgesamt, einige der Schwierigkeiten der Gewaltforschung in phänomenologischer, symbolisch interaktionistischer, ethnomethodologischer, anthropologischer, evolutorischer oder hegelianisch fortgeführter systemtheoretischer Perspektive zu vermeiden. Auch diese Ansätze müssen variationsorientierte Erklärungen auf die Fragen liefern können: Wer setzt wann, warum, gegen wen welche Form von politischer Gewalt mit welchem Erfolg und Ausgang ein? Dabei ist zugleich die Einbettung der Gewalt in zahlreiche andere Konfliktfelder und deren Analyse zu berücksichtigen. (ICA2)
