Background: Border protection is an extremely important area in ensuring the national security of each country. Objectives: The purpose of this article is to show the role of the Polish Border Guard in the area of Poland's national security. The Border Guard in Poland is responsible for ensuring state security and responding to emerging threats using available methods and tools. Methods: To identify the role of the Border Guard in maintaining state security, an analysis of the literature on the subject was made. Results: The role of the Border Guard in ensuring state security is extremely important. Conclusions: Today, security issues have become very important both from the point of view of the individual and the country.
On the basis of analysis of scientific pedagogical literature we have investigated the notions of «professional competence» and «professional military competence», also defined the category of professional competence of border guards in the Republic of India which is combination of professional knowledge, skills, and attitudes; and determines readiness of an expert of border agency to carry out professional activities efficiently. The essential condition of formation of professional competence of border guards is an integration of all its structural components described in the article. Having found that there are similar threats at the border in Ukraine and the Republic of India we have come to the conclusion that it is important to investigate the system of professional training of border guards in the Republic of India, professional competence of border guards in the Republic of India in particular, in order to reveal its strength with possible creative implementation in Ukraine.
Abstract The article aims at integrating the cultural psychology perspective of into the multidisciplinary field of border studies. It analyses the border phenomenon as a co-genetic system. The authors investigate the psychological side of people who relate to the border out of different motives. Then, it expands some of the theoretical concepts current in border studies by introducing psychological dimensions such as intentionality and directionality. Finally, the framework is applied to two case-studies representing the northern and southern European Union frontiers: the case of Estonian officer Eston Kohver in the Setumaa region on the Estonian–Russian border; and the experiences of border guards in the re-bordering process on the Spanish– Moroccan border. It offers an innovative conceptual resource based on a triadic co-genetic epistemological approach, which allows us to overcome the binary oppositions still very present in the contemporary debates in borders studies.
One of the main State Border Guard priorities is to maintain and develop the state border guarding system, according to the European Union external borders requirements, by fulfilling the conditions of the Schengen acquis. Schengen acquis provides that international cooperation in the field of border security can have multilateral, bilateral and local dimensions. In this context, an agreements concluded with bordering countries on cooperation in the field of border management is an effective tool to strengthen border security (EU Schengen Catalogue, 2002). In research as methodology are used scientific literature in the field of international law, treaties and agreements, the law of the Republic of Latvia, the State border guard of the internal regulations and the State border guard of unpublished materials. The Republic of Latvia and the Russian Federation cooperate in the field of development and implementation of coherent measures for the border control. Cooperation with RF is executed based on treaties and agreements concluded, as well, maintaining contacts between competent representatives of both countries at various management levels. The extensive cooperation between neighbouring countries on maintenance of security at the border results in the elucidation of the incidents occurring at the state border and other relevant issues, at the same time providing stability and security at the common border.
The article focuses on the content analysis of professional training of border guards in the Republic of India during basic training, professional military training, and professional military education. The author has investigated two blocks of professional training: block of obligatory courses which are studied by specialists of all border agencies as well as block of agency-specific courses and special training courses which are necessary only for border guards of particular border agency to perform their service duties that depends on peculiarities of border security in the Republic of India.Also, the article deals with the comparative analysis of the content of future officers border guards' training at the National Academy of the State Border Guard Service of Ukraine named after Bohdan Khmelnytskyi. Having found that there are similar threats at the border in Ukraine and the Republic of India but there is a big difference between the content of professional training at Indian agency-specific educational establishments and the National Academy of the State Border Guard Service of Ukraine the author has come to the conclusion that it is important to investigate the system of professional training of border guards in the Republic of India in details especially the content of professional training with the purpose to find its strength and use it creatively in Ukraine.
Abstract Security of national borders requires utilization of multimedia surveillance systems automatically gathering, processing and sharing various data. The paper presents such a system developed for the Maritime Division of the Polish Border Guard within the STRADAR project. The system, apart from providing communication means, gathers data, such as map data from AIS, GPS and radar receivers, videos and photos from camera or audio from phone calls and SMS messages, from multiple mobile units and stationary points located along the coastline. All gathered data can be visualized on a multidisplay by the personnel that can dynamically select presented data and configure form of presentation. The paper describes system functionalities, its hardware and software implementation, and presents results of acceptance tests that the system have recently passed.
The authors explore the display of leadership in the State Border Guard in order to find out whether there is a place for leadership and the human factor in the relationship between management and subordinates in the strictly regulated organization. The aim of the research: to study the role of leadership and its display in the State Border Guard. Tasks of the research: 1) to describe the nature of leadership and its role in the organization's activities; 2) to conduct a survey on the most significant aspects of leadership manifestation in regards inspectors and officers from different border guard units of the State Border Guard; 3) to make conclusions and develop proposals regarding the necessity of leadership and possibilities for its display. The research methods: 1) literature analysis, observation; 2) surveying, data processing, analysis, and interpretation. At the end of the research, the authors conclude that the respect and appreciation provided by the superior to the subordinates is as important as a good salary and work conditions at the State Border Guard. Hence, in the opinion of the subordinates, a superior who can display the respect and appreciation to the subordinates will be able to become the leader. Even in a strictly regulated organization such as the State Border Guard, the superior can offer his/her subordinates the assistance – not by completing a task on behalf of the subordinate, but by providing the advice and guidance. This behaviour is an attribute of a democratic management style creating a favourable ground for leadership development.
The present paper explores specificity of educational process in the State Border Guard College as a militarized educational institution. It is specific and implementation of educational process in such institution is not possible without the successive and continuous organization of the study process. The correct organization of the study process and scientific content of the training program serves as a basis for development of the students' theoretical knowledge and practical skills and its structural and content organization is essential for the implementation of a qualitative educational process. The aim of the research is to identify the possibilities to improve the structural and content based organization of the study process of the State Border Guard College in order to facilitate the achievement of the goals set by the border guard training process. The study was conducted in the State Border Guard College using scientific, pedagogical and psychological literature analysis and evaluation and document analysis research method. The author brought forward conclusion that the structural and content study process improving in the State Border Guard College can be achieved by changing professional border guard training course program (1 month) and professional further education study program "Border Guarding", study subjects and their succession.
The article analyzes the current experience of implementing unified border guards' training for the border guards of European Union countries on the example of the border guard agencies of Romania, Poland and Latvia. The systems of training of the border guard agencies of the EU countries have been described in the article, peculiarities of implementation the FRONTEX Agency's Common Core Curriculum and Sectoral Qualification Framework have been revealed. The current situation in EU require the Ukrainian border guard agency' personnel to meet the standards of professional training in the EU, which primarily involves the introduction of innovations, the use of a competent approach, the implementation of the principles of the Bologna and Copenhagen processes, which, among other things, means using the experience of the leading European countries. The main advantages of the common educational standards integration into the EU countries border guards training into national training systems are: development of relevant training courses in accordance with modern approaches; accreditation of training courses at the national level; correction of professional competences; ensuring economic efficiency; enhancing interoperability with other border authorities in the EU; facilitating the mobility of border guards. У статті проаналізовано сучасний досвід реалізації уніфікованої підготовки фахівців з охорони кордону в країнах Європейського Союзу (ЄС) на прикладі Румунії, Польщі та Латвії. Метою статті є висвітлення сучасного досвіду підготовки персоналу прикордонних відомств цих країн щодо імплементації уніфікованої підготовки персоналу, з метою подальшого впровадження набутого досвіду в систему професійної підготовки персоналу Державної прикордонної служби України. Охарактеризована система підготовки персоналу прикордонних відомств, розкриті особливості впровадження єдиних стандартів підготовки європейських прикордонників. Основними перевагами процесу інтеграції уніфікованих освітніх стандартів підготовки прикордонників країн ЄС в систему професійної підготовки прикордонників є: розробка актуальних навчальних курсів за сучасними підходами; акредитація навчальних курсів на національному рівні; корекція професійних компетентностей; забезпечення економічної ефективності; посилення оперативної сумісності з іншими прикордонними відомствами країн ЄС; сприяння мобільності прикордонників. Terrorism and ecoterrorism are one of the contemporary public safety threats in Po-land. The emerging radical ideologies that assume violence and terror find their sup-porters, which enforce state activity. Both the Police and the Border Guard, guarding the broadly understood security and public order, are obliged to counteract and com-bat terrorism. This article presents considerations regarding counteracting and combating terrorism and ecoterrorism in Poland by the Police and the Border Guard. Thanks to their ac-tivities, it is possible to identify terrorist threats and counteract them, as well as to prosecute the perpetrators of acts of terrorism.
The article presents the study of the effectiveness of pedagogical conditions of organizational culture formation of future border guard officers, as well as the essence and features of its content. It has been found out that organizational culture is a professionally important quality of future border guard officers, which covers knowledge about the mission and values of the border guard agency, ability to maintain and contribute to the harmonized work of the border guard unit and is expressed through adhering to professional standards in interpersonal interaction and in performing border security tasks, as well as in self-organization and mobilization. In the conditions of higher military educational institution it is recommended to intensify the value-motivational attitude of cadets to learn current issues of organizational culture of the border guard officers; to develop their abilities and skills of team work by introduction of social and psychological training; to apply modern dialogic forms, methods and interactive technologies of training for the development of skills of professional communicative interaction; to develop cadets' organizational abilities, managerial decision making skills and leadership by gradually introducing into the educational process professionally oriented situational tasks, gradually complicating content with each course. The results of the pedagogical experiment regarding formation of organizational culture of future border guard officers in the course of their professional training are described in detail.

The article considers the problem of creating a European network of partnership academies as an innovative model for training border guards for the purpose of further using advanced ideas for modernizing the system of professional training of the personnel of the State Border Guard Service of Ukraine. The peculiarities of the organization of unified training of border guards in the partnership academies of the European Union countries have been highlighted. The main objectives of the network of partnership academies are: to organize unified training of the border guards in European border guard educational institutions; to promote the development of a common culture of European border guarding with harmonized standards, values and practices; to improve the quality of training of the personnel of the national border guard agencies; optimize the use of available resources for the border guards training.Keywords: training of border guards, partnership academy, common standards, networking, countries of the European Union.А.
