International audience ; Since the adoption of the Sustainable Development Goals by the United Nations, sustainability has been a key priority for European governments. While previous studies have investigated the associations between indicators of sustainable development, few have directly considered a multidimensional approach to assess and compare the performance of regions in terms of sustainable development. As such, a comprehensive assessment of regional sustainable performance is thus still needed. In this paper, the concept of sustainability relies on the construction of six composite indices (environment and natural resources, energy transition, sustainable mobility, economic dynamism, social cohesion and solidarity, and governance and citizenship) with the aim to provide an evaluation framework for empirically comparing the performance of the 96 metropolitan French Departments. Each dimension is explored by spatial autocorrelation analysis and Hierarchical Ascending Classification (HAC) to classify French Departments providing five different regional profiles of sustainable development. The findings make it possible to identify the strengths and weaknesses of the departments in the implementation of sustainable development. This approach provides the bases for a systematic monitoring of sustainable development policies at the regional scale.

The land border area in Indonesia is a strategic area from a social, economic, political, cultural, and security perspective. The arrangement and development of the border area as a strategic area are needed to synchronize the policies of the central and regional governments. Even though it has several problems, currently, the development of the border area has become one of the development priorities by the government. The Development Index of Land Border Area was built to analyze development dynamics in border areas during 2018 - 2019 using Linear Aggregation Model (OECD 2008). It is used as a reference in program preparation and evaluation of central and regional government policies related to border development and management. This research was conducted in twenty-one districts in the land border area of Indonesia, covering five provinces, namely West Kalimantan (Kalimantan Barat), East Kalimantan, North Kalimantan, East Nusa Tenggara, and Papua. The dimensions used in this calculation are economic, social, infrastructure, communication technology, and the environment, as well as eleven sub-dimensions and twenty-nine variables. All observation areas have economic resources in the agricultural sector, but some areas are also tourist areas. Over ten years, the development index for Indonesia's land border areas was quite volatile but still ranged from 10- 20. During 2010 - 2019, Berau (East Kalimantan) achieved the highest development composite index of 25.4, and the lowest was Sabu Raijua (East Nusa Tenggara) achieved the lowest composite index of 19.8.

ABSTRACT The construction of a composite index is described to rank U.S. metropolitan areas for educational attainment. The suggested methodology departs from traditional rank sum methods in that this approach utilizes data resulting in a continuous scale, whereas in the rank sum method, no use is made of the actual values of the data, but merely their rankings. The proposed index circumvents several practical problems because the numbers generated are metric measures allowing the use of arithmetic and statistical operations. Data used are pupil/teacher ratio, an effort index, and academic options in higher education. Comparisons are made across areas by population size and by geographic region.

This paper assesses the real‐time performance of the Commerce Department's composite index of leading indicators. The authors find that the composite leading index has failed to provide reliable advance warning of cyclical turning points. One reason for this failure is that the leading index's transition from expansion to contraction generally is not very sharp. Consequently, discerning real‐time cyclical peaks in the index is difficult. Transitions from contraction to expansion on average are sharp. However, cyclical troughs in the leading index often precede cyclical troughs in the economy by only a few months. Thus, even timely recognition of troughs in the leading index fails to provide advance warning of turnarounds in the general level of economic activity.

The article comprises analysis of theoretical and practical aspects of measurement of the city's intellectual capital. This article includes analysis of the intellectual capital concept and possibilities of its application at the city level, generalization of the organization intellectual capital models and principles, which, considering the macro-level context and overview of tendencies of economic growth, are applied for measurement of intellectual capital of the city. The newly created city's intellectual capital balance index is presented. The empirical application of the method proved that it is an appropriate tool for the measurement of the city's intellectual capital within a country, which corresponds to the second level NUTS of the European Union. This article is one of the ambitions to promote the methodological background for urban governance and improvement of intellectual capital as well as competitiveness of Lithuanian cities. The city's intellectual capital balance index can be used as the tool for assessment of efficiency and timeliness of the urban and national development strategies, also as the tool for publicity for innovation, creativity and "smartness" of the city or the whole country.
