Globally, the electronic transactions have increased over the past years. In order to reinstitute the democracy to its veracious connotation with the help of improvisation of the participation of the citizen in the governing process by giving feedback and access to information and overall participation of the citizen in the decision making, the e-governance has become the need of the hour. It has enabled the citizens to know and be updated with the government's policies. In a country with the largest population, it is difficult for the government to reach out to every individual, hence, the technology driven government is a momentous. E-governance helps in providing an access to Government information and services to the public and other agencies in an efficient, transparent and cost-effective way. Furthermore, the National E-Governance Plan vision to: "Make all Government services accessible to the common man in his locality through common service delivery outlets and ensure efficiency, transparency and reliability of such services at affordable costs to realise the basic needs of the common man" have not only made the government information and services accessible to common man but has also increased transparency and accountability. Due to limited financial resources and lack of legal and technical infrastructure, E-governance has posed challenges. The purpose of this paper is to provide the gist of E-governance by providing an overview of the E-governance along with its objectives, stages, advantages & disadvantages, challenges and strategies for the effective implementation of E-governance. Furthermore, it will analyse the National E-Governance Plan.

Im vorliegenden Beitrag wird untersucht, welche Veränderungen in der Politik und vor allem im Verhältnis der Politik zur Öffentlichkeit und Zivilgesellschaft zu beobachten sind, und mit Blick auf die Formen der Partizipation diskutiert. Dabei ist es zunächst unerheblich, inwiefern die technologische Entwicklung zu diesem Wandel tatsächlich kausal beigetragen hat. Denn die Einführung von neuen Technologien erfolgte aus ganz bestimmten politischen bzw. gesellschaftlichen Entwicklungen heraus, die ihrerseits wiederum durch technische Entwicklungen möglich wurden. So stand die Einführung von Computertechnologien im bundesdeutschen Regierungsapparat in den 1960er Jahren ebenso im Zeichen einer Modernisierung des politischen Denkens wie die aktuellen Entwicklungen der E-Governance im Zuge einer umfassenderen Verwaltungsmodernisierung. Beiden Entwicklungen liegt der Megatrend der Entwicklung hin zur postindustriellen bzw. Informationsgesellschaft zugrunde, so dass die Frage nach einer kausalen Zuschreibung kaum sinnvoll gestellt werden kann. Der Autor skizziert zunächst die Begrifflichkeit und die bisherige Entwicklung von E-Governance. Darauf aufbauend stellt er den aktuellen Stand von E-Governance dar und versucht, deren Bedeutung für das demokratische Regieren und für die Partizipation zu ermessen. Der Fokus liegt dabei auf Beispielen aus der Bundesrepublik Deutschland und der Entwicklung in den westlichen Demokratien. (ICI2)
Advances in Information and Communications Technology (ICT) have impacted the society in many ways. Be it education, healthcare, media or governance, the transformation is visible. As individual entities like education or healthcare systems have already implemented ICT to certain extent, e-governance is yet to make a significant progress even though several initiatives are undertaken. E-governance means activities like voting, administration, financial transaction etc., are enabled using automation systems. This paper discusses one part of the e-governance; e-voting. As evoting empowers government, there are lot of challenges in implementing the e-voting system considering security threats and confidentiality involved in it. Online voting (e-voting) needs to be deployed as more convenient, relatively secure and less resource consuming system. E-voting system should ensure convenience for people to be able to access the system from personal or public computer with security and confidentiality. The presence of e-voting system with all the necessary security measures and convenience can be a potential solution for low voter turnout at the polls. The presented work demonstrates an online e-voting prototype system called SecureV. The proposed model achieves specific tasks namely, maintaining the anonymity of the voter, encryption of the vote, integrity check and avoids second time voting.

Much has been written about the applications of the advances in the field of Information and Communications Technology (ICT) to the field of Governance or public management. This application of ICT has brought about a new ray of hope, that of the potential benefits accruing out of these applications. India, even while carrying on with its stiff bureaucracy and a rigid governance structure, has been strangely at the forefront of this new development, especially among the South Asia nations. This paper attempts to showcase some projects that have taken off in the area of e-governance in India in the past few years. It not only analyses projects that have won accolades in the world forum but also smaller and relatively unsung initiatives that deserve attention at the both national and international levels. An attempt is made to address issues particularly relevant to Indian e-governance scenario, like relevant barriers, digital divide and above all implementation issues and challenges. This paper seeks to put in perspective the relatively less prominent issues such as paucity of multilingual content, standoff/stand-alone experimentation, and advocates the greater role for use of Open Source software in this arena.

Channeling the potential of ICTs in the public sector has affected how states, and governments at all levels, do business. It will inevitably shape how they will continue to change in the future.This book has grown out of an executive training program, leading to an Executive Master's degree in e-governance, from Switzerland's École Polytechnique Fédérale de Lausanne (EPFL). Participants in this Master's program came from all over the world; from government, the private sector and non-governmental organizations. They were all interested in electronic governance and motivated by the desire to learn from the numerous and varied e-governance experiences worldwide. The 12 chapters have been written by 10 participants, one manager and one professor involved in the program. The book is divided into four sections: e-governance visions; local e-governance; transversal e-governance issues and the future of e-governance.E-governance has already led to many significant changes in the way society operates, and this book provides some insight into how this has been achieved, as well as taking a look at the further developments which may happen in the future.

E-governance is becoming a buzzword. Across the world, we have been hearing about e-governance.as socio-economic issues' expanding day to day, every government has started to extend its administration from high level to low level for mitigating of the various kinds of problems of socio-economic, science and technology, etc. with immense use of electronic devices. Governments worldwide are seeking to harness the potential offered by these new technologies to create new dimensions of economic and social progress. The present paper discusses the need for transformation from traditional governance to e-governance. In addition, it tries to focus on the factors for good governance. This paper specifically addresses the e-government initiatives that have a direct impact on the citizens and in which the citizens derive benefit through direct transactions with the governmental services.
