AbstrakStrategi pemberdayaan guru militer (Gumil) merupakan suatu hal yang sangat penting dan harus mendapat perhatian serius dari pihak Administrasi Pendidikan.Terjadinya permasalahan antara sumber daya pendidik/guru dihadapkan dengan tuntutan kompetensi Gumil merupakan tantangan bagi pengelola pendidikan untuk mencari solusi.Tujuan penelitian ini adalah mendapat gambaran empirik mengenai strategi pemberdayaan guru militer, baik strategi pemberdayaan diri sendiri Gumil, fasilitasi pemberdayaan maupun strategi pemberdayaan oleh pimpinan. Informan penelitian ini adalah Gumil yang ekspert, Komandan lembaga pendidikan, Katim Gumil, peserta didik yang merasakan kinerja Gumil secara langsung dan Dirdik Kodiklat TNI AD.Pendekatan penelitian yang digunakan adalah pendekatan kualitatif.Metode penelitian yang digunakan adalah metode deskriptif dengan jenis penelitian studi kasus.Pengolahan data menggunakan tehnik analisis SWOT, setelah data terkumpul dilakukan pemilahan dan klasifikasi data, pemberian kode data untuk membangun kinerja analisis data, memeriksa keabsahan data, kemudian dilakukan analisis data berdasarkan kekuatan dan kelemahan serta peluang dan ancaman untuk mendapatkan strategi pemberdayaan Gumil yang efektif. Kesimpulan yang didapat dari hasil penelitian adalah bahwa pemberdayaan diri sendiri Gumil kurang maksimal, fasilitasi/ pemberdayaan oleh lembaga cukup baik dan pemberdayaan oleh pimpinan lembaga pendidikan belum maksimal.Peneliti melihat bahwa aspek penggerak utama pemberdayaan adalah terletak pada pola kerja pimpinan. Kata kunci: Strategi Pemberdayaan, Guru Militer (Gumil), Kodiklat TNI AD AbstractMilitary teacher empowerment strategy is very important and should be given serious attention from Education Administration field. A raising problem between teachers/educators human resource with the demands of competent military teachers has been a challenge for education administrators which need solutions. The purpose of this study is to get an empirical picture of the military teachers' empowerment, which can be found inmilitary teachers' self-empowerment, empowermentfacilitation and empowerment by the leaders. The informants of this research areexpert military teachers, commander of the educational institutions, leader of military teachers, learners who experience military teachers' performance directly and chief of the educational institution. Qualitative approach is used in this study. The method used is descriptive method with case study research. Data processingis using SWOT analysis techniques, after data are collected, sorting and classification of data are conducted, the data are codedto build data analysis performance, validity of the data is checked, and then analyse the data based on the strengths, weaknesses, opportunities and threats to get an effective military teachers empowerment strategy. The conclusion taken from the study is that themilitary teachers' self-empowermentis not optimal yet, the empowerment by leaders of educational institutions isnot optimal yet, even though facilitation/empowerment by institutions is quite good. Military Court is the body that conduct the judicial power in the Indonesian Military Force (TNI) scope to enforce law and justice. The Military Court does not culminate and not supervised by the Indonesian Military Force headquarters, but culminates and is supervised by the Supreme Court of the Republic of Indonesia. The Philosophy of the occurrence of dependence in the first military justice system, because of the interest of the military (TNI) which is associated with its principal task of TNI is to defend the national sovereignty, for that reason, by putting the role of commander of the unit (Ankum) as well as kepaperaan within the law enforcement system. The Head of the district court also covers Military Court in his jurisdiction because of it the Head of district court becomes the Head of Military Court. The Registrar is automatically also the Registrar of Military Court, Head of State Prosecutors assigned as military prosecutor. These circumstances affect objections which are seen as unfavorable for military or military units. The authority of the Court is no longer based on the rank of the defendant, the hierarchy of court proceedings such as judges, military Prosecutors, defense attorneys, no longer use the rank but wearing a toga. Development of organizational, administrative, financial of Military Courts is fully under the Supreme Court held consequently as stipulated in the law of judicial power.
