GOVERNMENT SURVIVAL IN WESTERN MULTI-PARTY DEMOCRACIES

THE AUTHOR HYPOTHESIZES THAT COOPERATION BETWEEN GOVERNMENT PARTIES CAN BE INDUCED WHEN PARTIES IN GOVERNMENT ARE ABLE TO EXERCISE CREDIBLE EXIT THREATS. BECAUSE STABILITY IS MORE LIKELY TO BE INDUCED BY COOPERATION THAN BY DEFECTION, MORE DURABLE GOVERNMENTS CAN BE EXPECTED. THE POSSIBILITY OF CREDIBLE EXIT THREATS IN A GOVERNMENT IS OPERATIONALIZED VIA THE PRESENCE OF A DOMINANT PARTY IN THE GOVERNMENT. THE AUTHOR TESTS HIS PREDICTION AGAINST A DATASET OF 261 POSTWAR GOVERNMENTS IN 12 WESTERN MULTI-PARTY DEMOCRACIES. IN THE EVENT HISTORY ANALYSES OF GOVERNMENT SURVIVAL, HE CONTROLS FOR VARIABLES PERTAINING TO THE BARGAINING ENVIRONMENT, BARGAINING COMPLEXITY, AND THE IDEOLOGICAL DIVERSITY OF THE GOVERNMENTS. HE FINDS THAT THE PRESENCE OF DOMINANT PARTIES IN GOVERNMENTS DOES INDEED ENHANCE THE SURVIVAL TIME OF GOVERNMENTS.
Applying Secure Multi-party Computation in Practice
In this work, we present solutions for technical difficulties in deploying secure multi-party computation in real-world applications. We will first give a brief overview of the current state of the art, bring out several shortcomings and address them. The main contribution of this work is an end-to-end process description of deploying secure multi-party computation for the first large-scale registry-based statistical study on linked databases. Involving large stakeholders like government institutions introduces also some non-technical requirements like signing contracts and negotiating with the Data Protection Agency.
