This essay analyzes the ways in which official memory discourses in Kuwait promote willful forgetting of certain aspects of the country's past through acts of repressive erasure. By looking at how it has shaped narratives about the pre-oil era, the post-1950 advent of oil-fueled modernization, and the period since the 1990 Iraqi invasion and occupation, we can assess both the functions and the consequences of the Kuwaiti state's tendencies toward erasing aspects of the past. The essay also provides examples of how Kuwaiti artists and writers have challenged these official histories.

This volume recreates the received notion of reflective equilibrium. It reconfigures reflective equilibrium as both a cognitive ideal and a method for approximating this ideal. The ideal of reflective equilibrium is restructured using the concept of discursive strata, which are formed by sentences and differentiated by function. Sentences that perform the same kind of linguistic function constitute a stratum. The book shows how moral discourse can be analyzed into phenomenal, instrumental, and teleological strata, and the ideal of reflective equilibrium reworked in these terms. In addition, the work strengthens the method of reflective equilibrium by harnessing the resources of decision theory and inductive logic. It launches a comparative version of decision theory and employs this framework as a guide to moral theory choice. It also recruits quantitative inductive logic to inform a standard of inductive cogency. When used in tandem with comparative decision theory, this standard can aid in the effort to turn the undesirable condition of reflective disequilibrium into reflective equilibrium

Drawing on Svetlana Boym's distinction between "restorative" and "reflective" nostalgia, the essay maps two broad, and often overlapping, ideal types of Yugonostalgia expressed in and through contemporary former Yugoslav film, popular music, and multi-media. The first expresses reeonstructive longing for an essential Yugoslav past; the second offers self-consciously ambivalent and critical frames in indulging fantasies of this past. What different forms of Yugonostalgia share in common is challenging symbolic geographies of disunity that have dominated political discourse in former Yugoslavia for the last two decades. The two types can be differenciated by their stance toward the presentpast and the future: while both of them are based on fantasies of the past, thc "restorative" Yugonostalgic looks backward towards a seemingly fixed time and space while "reflective" nostalgic restlessly grapples with the dislocation so palpable in the former Yugoslavia to imagine alternative futures.

However, they are also confronted with the allegation that by qualifying essentially non-democratic practices as deliberative, they inadvertently (or not) become accomplices in the trend towards post-democratic governance. A central example of such a development is the rise of non-majoritarian bodies to which governments delegate decision making, thereby de-politicising conflicts and turning democratic discourses into technocratic ones. This article adopts a systemic perspective on deliberative democracy, asking whether non-majoritarian forums can be legitimated in a democratic system and whether they can contribute to their deliberative quality. It is argued that the legitimation of delegated decision-making is not possible without a culture and practice of democratic meta-deliberation which enables reflective institutional design. This paper examines the emergence of two waves of reforms across the international NGO (INGO) sector in accountability discourse and practice. The first wave accountability model was narrowly framed around the demands of powerful stakeholders such as donors and governments, whereas the second wave was a more holistic approach that prioritised the obligations of INGOs towards their 'beneficiaries'. It is argued that INGOs should embed critically reflective accountability by pursuing further reforms in three thematic areas. Firstly, words like 'beneficiary' should be expunged from the language of accountability, since it is encoded with norms that implicitly undermine the rights of people and communities to expect that INGOs should be answerable for their actions. Secondly, listening to marginalised stakeholders should be facilitated by inclusive discursive arenas that enable and empower people 'to speak and be heard'. Lastly, INGOs need to use feedback to become a learning organisation, and collaborate with peers to engender a culture of reflective learning across the sector.
