Virtual University for Small States of the Commonwealth (VUSSC), Seventh International Training and Course Development Workshop, Apia, Samoa, 23 November 2009, John Lesperance, Paul West and John Daniel, Commonwealth of Learning // Good morning and Talofa ladies and gentlemen, thank you for making time to be with us this morning at the opening of this very important workshop. // I bring you greetings from the President and Chief Executive Officer of the Commonwealth of Learning, Sir John Daniel who would love to have been here today, except that he is travelling at this point in time, the Vice President, Professor Asha Kanwar who is now the programme Director for VUSSC and Paul West, the Director for Knowledge Management and ICT who was with you when Samoa hosted the fourth workshop on Disaster Management. // Let me begin by expressing our thanks to the Government of Samoa for hosting yet another VUSSC workshop. // For those of you who are participating in this workshop you will be joining a group of professional educators who have received hands-on training in using ICTs to collaborate and develop course materials. By using appropriate technologies we have been able to reduce the distances that exist between educators of the small states, making you closer to VUSSC colleagues, even though you may be separated by vast distances.

The purpose of this study was to investigate the effect of power on a follower's willingness to commit a crime of obedience by complying with a leader's unethical request in organizations of Pakistan. Both variables were of considerable importance in the literature of Management. The Research framework consists of five hypotheses. Data was collected with a survey from 150 employees of Education Department of Pakistan. Multiple Regression analyses were conducted to investigate the proposed model. The results indicate that power is an important component in obedience to authority. Findings suggest that all five FrenchRaven bases of power are positively related with an intention to commit a crime of obedience. Results are discussed in relation to research on obedience to authority. When power is used by authority, individuals may obey in ways which are destructive and against their personal, moral values. The study has the wide scope for its implementation. On the basis of research findings, the government can modify their policies to get rid of the crime of obedience in the educational sector of Pakistan.

Investment in higher education can be a major contributor to a country's economic growth. With the spread of information technology higher education can influence social and political development and promote social justice. Since independence African countries have invested heavily in their higher education systems, often with the support of external aid and lending agencies. Despite this, higher education in (sub-Saharan) Africa is in a crisis. The World Bank concept of the African Virtual University (AVU) appears to be a lifeline from 'cyberspace'. However, the question arises, will higher education through the Internet be an appropriate antidote for Africa's educational malaise? (D+C/DÜI)

The authors examine the implications of the virtual university by analyzing theoretical foundations of the National Learning Infrastructure Initiative and two rapidly expanding proprietary institutions, the University of Phoenix and Jones International University.

The purpose of the study was to assess the efficacy of E-learning technologies in BS students at the Virtual University of Pakistan. This quantitative case study investigated the efficacy of e-learning technologies among 163 (sample) BS students at the Virtual University of Pakistan. Simple random sampling was used to select the participants. The self-developed questionnaire was the tool of the study; it comprised 27 items. The data were analyzed to employ SPSS. The study results showed that BS graduates agreed with various aspects of e-learning, such as task completion, mastering complex material, accepting challenges, and following instructions. The study will help optimize student's engagement and independence. This study recommended that in developing modules or activities to create independence among BS graduates, teachers should provide explicit instruction and communicate clearly for each e-learning activity or assignment. E-learning designers should design interactive, engaging, and relevant activities for students' interests.

This paper presents the author's experiences building a virtual campus named Deep Think designed to support a postgraduate program named MPhil. The MPhil is a formal and recognized Open University degree delivered to a distance. The virtual campus integrates Second Life, Moodle and several Web 2.0 technologies like Elluminate (online conferencing tool), MyStuff (e-Portfolio) Skype and Ning (Social network). This integration between second life and web 2.0 technologies has provoked the enthusiasm of tutors at the Open University which saw the benefit of using DeepThink in their courses. Finally, the author discusses experiences on second life and its limitations.

The aim of the study was to develop A Proposal for a Jordanian Virtual University in Light of the Overall Quality Standards from the Expert's Perspectives. To achieve the objectives of the study, the analytical descriptive approach were adopted and the comprehensive quality standards were developed for the Jordanian Virtual University consisting of (60) items. After verifying their validity and reliability, were applied on (100) members of the teaching staff in the field of educational technology, curricula, teaching methods and information and communication technology in the Jordanian public and private universities All the criteria that should be available at the virtual university were at high scores with an average of (4.02).In light of results, a proposal was put forward for a Jordanian virtual university in light with these standards. The study recommended that the virtual university should start supporting and endorsement the government at the highest level, especially the academic accreditation of this type of university and its funding.

Observatory for Borderless Higher Education, 2009 Global Forum, 'Global Connections- Local Impacts: Best Practices, Model and Policies for Cross-Border Higher education', 21-24 October 2009, Kuala Lumpur, Malaysia, by John Lesperance, Paul West and Sir John Daniel, Commonwealth of Learning // It seems particularly appropriate to present the Virtual University for Small States of the Commonwealth, which is a collaborative effort of many Small States at this Global Forum of the Observatory for Borderless Higher Education. I say that for three reasons. // First, with 32 states involved, the VUSSC may be the borderless teaching programme with the most countries participating. // Second, these states are distributed all over the world – in the Caribbean, the Pacific, the Indian Ocean and Africa – making it a global venture. // Third, unlike much cross-border education, which often has a neo-colonialist tinge, with one country exporting and others importing, this is a genuinely multi-lateral venture with no lead country. That is one reason for its success and also explains why it is a pioneer in several ways. // The name is a misnomer. The Virtual University for Small States of the Commonwealth is not a new degree-awarding institution. It is a mechanism for the Small States of the Commonwealth to collaborate and strengthen the capacity of their national educational institutions by developing course materials together. However, since the name was chosen by the Commonwealth Ministers of Education it is here to stay. // I make this presentation on behalf of my colleagues John Lesperance and Paul West, from Seychelles and South Africa respectively, who are two of the key architects of this interesting example of borderless tertiary education.

Today I want to give you a brief update on what you have done through the VUSSC to date. Then I shall challenge you and your governments to renew your vision of what you want the VUSSC to become so that I can become a major thrust in COL's Three-Year Plan for 2009-12 in the Caribbean region.

This case study is an overview of prevailing eight-dimensioned frameworks of e-learning for LMS in the Virtual University of Pakistan. This study outlines two dimensions i.e. pedagogy and evaluation out of prevailing eight-dimensions. The main objective of the study was to overview the role of pedagogical and evaluation aspects in distance programs offered through the learning management system. A total of 150 male and female students enrolled in spring and fall semesters in the year 2019 of two-year master level programs of twin cities Rawalpindi and Islamabad were selected through a stratified sampling technique for the study. The researcher developed a questionnaire and verified its validity and reliability for collecting data. Statistical analyses such as mean and standard deviations were used to analyze the questionnaire. The findings of the research are that prevailing LMS is functioning effectively and appropriately as respondents determine in their constructive and optimistic responses regarding the role of learning management system offered by the university in distance learning programs. It is concluded that the functioning of LMS is appropriate and effective. It is recommended that LMS would be useful and effective in any pandemic and prevailing type of situation. The same pattern of LMS is useful during Covid for formal universities.

Abstract
The COVID-19 pandemic has resulted in a widespread shift to online education around the world and in Hungary, too. Educational institutions from kindergartens to universities were forced to adapt rapidly to this new situation, when the space of education moved from classrooms to online video meetings; the regular methods and tools needed to be changed or modified. Nonetheless, we should keep in mind that online education itself was an already existing concept before the pandemic as part of digitalization as a current societal megatrend, however it was not widely used in educational institutions across different programs. By 2021, there are university students who have mostly or exclusively participated in higher education online. Online classes could be a new normal situation to these students instead of the pre-pandemic personal activities in physical classrooms, leading to altering the norms of participation. In our research, we collected answers to open-ended sentences from such students. As we wish to understand how students perceive the differences between online and offline education, we investigated the perceived advantages and disadvantages of online-only education, how this influenced their social networks, study efficiency and their whole experience in university education.

The study aims to explore postgraduate research students expectations from their thesis supervisors in online postgraduate programs. Particularly it aimed to study their perceptions of the role of thesis supervisor in their postgraduate research work. The study followed survey research design. The population comprised 1118 Postgraduate (MS) students enrolled in nine programs at post-graduation level in spring 2018. Using stratified random sampling technique, a total of 150 postgraduate research students were selected from five programs (MS Computer science, M Phil Educational Leadership and Management, MS Business Administration, MS Mathematics and MS Zoology of four faculties of Virtual University of Pakistan. Data were collected through researcher made scale Expectations of Research Students (ERS) having five subscales and 28 items. Mean, Standard Deviation and ANOVA were applied for obtaining results. Findings suggested that well documented and communicated thesis supervision regulations and including face-to-face interactions with online supervision could make some improvements to the outcomes of online supervision.

Aware of this reality, RUTIS, the Network of Senior Universities has sought to promote active aging and its enhancement, with Portuguese Senior Universities aiming to regularly create and boost social, cultural and educational activities. The challenges resulting from the COVID-19 pandemic led to the creation of the Virtual Senior University (USV) by RUTIS allowing seniors to continue their learning at a distance and to share their knowledge. To evaluate the participation and experience of USV students in the activities carried out during the first period of confinement. Quantitative, cross-sectional and correlational study involving 100 USV students, using a demographic questionnaire and the QOSUSV scale. The scale has a good internal consistency (Cronbach's alpha coefficient = 0.806); there is a positive (rho = 0.596) and statistically significant (p <0.01) correlation between satisfaction with USV and the continued participation of its students for the academic year 2020/21. The USV offer is inclusive, transversal and covers the whole country. USV has proven to be a contribution to sustainability in education, particularly in times of confinement and emergency. ; info:eu-repo/semantics/publishedVersion
