La Tesis sobre Re-Ingeniería y Gestión Municipal se ha desarrollado utilizando la metodología de comparación de resultados de gestión en gobiernos locales con resultados obtenidos por establecimientos del sector privado que han aplicado la reingeniería como instrumento de gestión eficiente y eficaz. La hipótesis se corrobora con los casos de Chrysler y Ford donde los resultados exitosos de la reingeniería constituyen la recuperación y liderazgo empresarial obtenido. En la experiencia municipal -Municipalidad de Rosario Argentina- la reingeniería lo ubica como ejemplo para otras ciudades de la Argentina y del Mercado Común del Sur (MERCOSUR). El hallazgo principal permite fijar una gradación: 1) La reingeniería no significa despido de personas, es cooperación entre personas. 2) La reingeniería en la gestión municipal implica traslado de personal de áreas racionalizadas a áreas que optimicen el servicio a la comunidad. 3) La reingeniería implica proceso de mejoramiento continuo y habituar al desarrollo organizacional. Las recomendaciones formuladas permitirán: 1) Desarrollar un sistema de información para el proceso de toma de decisiones. 2) Comenzar la transformación de la cultura organizacional. 3) Promover la gestión municipal democrática y participativa. El presente trabajo aporta a la gestión municipal nuevos temas: 1) La planificación estratégica municipal con una visión de 10-20 años. 2) El ordenamiento territorial. 3) Sistemas de Información Gerencial. Finalmente, las Ciencias de la Empresa han creado instrumentos de gestión que pueden ser transferidos con éxito a la Administración Pública Municipal: Planeamiento Estratégico, Reingeniería, Cultura Organizacional, Proceso de Mejoramiento Continuo (PMC), Justo a Tiempo y Benchmarking. ; The Thesis on Re-Engineering and Local Government Management has been developed using the comparison methodology of results of management in local governments with results obtained by establishments of the private sector that have applied reengineering asan instrument of efficient and effective management. The hypothesis is corroborated with the cases of Chrysler and Ford where the successful results of reengineering constitute recovery and obtained enterprise leadership. In the municipal experience - Municipality of Argentina Rosary reengineering locates it like example for other cities of Argentina and the MERCOSUR. The main finding allows to fix a gradation: 1) Reengineering does not mean dismissal of people, is cooperation between people. 2) Reengineering in the municipal management implies transfer of personnel from areas rationalized to areas that optimize the service to community. 3) Reengineering implies process of continuous improvement and to accustom the organizational development. The formulated recommendations will allow: 1) To develop an information system for the process of decision making. 2) To begin the transformation of the organizational culture. 3) Promote the democratic management and population participation in Local Government. The present work contributes to the municipal management new subjects: 1) the municipal strategic planning with a vision of 10-20 years. 2) The territorial ordering. 3) Management Information Systems. Finally, Sciences of the Company they have created management instruments that can be transferred successfully to the Municipal Public Administration: Strategic Planning, Re-Engineering, Organizational Culture, Process of Improvement Continuo (PMC), Just on Time and Benchmarking. ; Tesis

Ante la posibilidad de que una empresa automotriz instalada en México pueda ser acusada de dumping social si no respeta las reglas del T-MEC y las normas internas en materia de libertad sindical y negociación, que exigen la representatividad de los sindicatos y el apoyo de los trabajadores a la contratación colectiva, podría esperarse que las negociaciones futuras establezcan criterios explícitos encaminados a la recuperación salarial. En este contexto es importante considerar en qué monto deben elevarse los salarios para dejar de ser precarios en la industria automotriz. Dada la heterogeneidad salarial existente entre las diferentes empresas, derivada de las características regionales y diferentes niveles tecnológicos y segmentos de producto, este artículo se pregunta qué tan generalizada o específica debe ser la determinación salarial en las futuras negociaciones sindicales. Para dar una respuesta, este artículo compara los salarios dignos calculados para empresas localizadas en diferentes regiones, con distinto país de origen, antigüedad, segmento de mercado y volumen de producción. A partir de este ejercicio, se identifican las brechas salariales que pueden servir de referencia en las negociaciones bajo la nueva normativa laboral del T-MEC. El artículo realiza una adaptación ad hoc de la metodología de salario digno de Anker y Anker (2017) en plantas de Aguascalientes (Nissan i y ii), Hermosillo (Ford), Puebla (vw), San Luis Potosí (General Motors) y Toluca (Chrysler-Fiat), calculados para 2017 y 2019.

Last January, the New York Times reported that assembly line workers at Detroit automobile factories, who have been earning around $28 per hour, would be "bought out" and gradually replaced by workers earning as little as half of that. This would save companies like Ford and Chrysler $30,000 per lower paid worker per year, in addition to reductions in benefits. It would also mean—though this escaped the Times reporter—that output per hour (productivity) would remain unchanged or, more likely, continue to improve (as it has hitherto in the industry). "Two-tier agreements, double-digit wage cuts, health care cost shifts, work rule changes, and defined pension . . . rollbacks have occurred in one major contract settlement after another. . . . In one industry alone, airlines, wage and pension concessions given back to employers since 2001 . . . totaled over $15 billion," writes Labor Notes (January 2008). Yet, output per hour in air transportation rose at an average annual rate of 2.9 percent between 1987 and 2005, according to the Bureau of Labor Statistics (BLS); it rose 3.8 percent in motor vehicles manufacturing. These two examples illustrate what is happening to the bargaining power of trade unions—a steady weakening, a loss that began with the defeat of the air traffic controllers strike in 1981 by Ronald Reagan's administration, a loss, therefore, that is political in nature. And it is in this sense that we must view the widening gap between the advances of productivity and the stagnation of working people's incomes.

"For years, alternative vehicle and propulsion concepts have had a very difficult time catching on, even though technicians and engineers have repeatedly pointed out that the design quality of electric propulsion systems or other novel vehicle concepts is available and feasible. Often enough, this state of affairs allowed free rein for various conspiracy theories, in which extraneous issues were made responsible for the lack of technological breakthrough. This paper agues, however, that innovation research has itself focused too narrowly on the process of the establishment of new products. On the basis of five case examples the implementation of diesel engine propulsion for street vehicles the EV1, the first electrically propelled standard car by General MotorsFordżs prototype electric car study 'Pivco', the NSU Wankel engine and the 'Smart' car manufactured by Daimler Chrysler - an attempt is made to develop a comprehensive understanding of innovation processes which does not stop at the 'technical invention' of a device. The thesis is that a new device requires a relevant cultural ambience, which must be more or less invented alongside it in multiple dimensions. Technical-constructive work is thus only one part of a successful innovation processparallel to this, complementary measures must be taken with regard to the overall sectoral environment, law-making, user perceptions and attributions of meaning, as well as the cultural appropriation of a given device. Without the appropriate 'adaptive measures', even the most interesting technical projects runs the risk of sinking onto oblivion for lack of relevance." (author's abstract)
