Why was official racial domination enforced in South Africa and the United States, while nothing comparable to apartheid or Jim Crow was constructed in Brazil? Slavery and colonialism established the pattern of early discrimination in all three cases, and yet the postabolition racial orders diverged. Miscegenation influenced later outcomes, as did economic competition, but neither was decisive. Interpretations of these historical and economic factors were shaped by later developments. This article argues that postabolition racial orders were significantly shaped by the processes of nation-state building in each context. In South Africa and the United States ethnic or regional "intrawhite" conflict impeding nation-state consolidation was contained by racial domination. Whites were unified by excluding blacks, in an ongoing dynamic that took different forms. Continued competition and tensions between the American North and South or South Africa's English and Afrikaners were repeatedly resolved or diminished through further entrenchment of Jim Crow or apartheid. With no comparable conflict requiring reconciliation in Brazil, no official racial domination was constructed, although discrimination continued. The dynamics of nation-state building are then reviewed to explain variations in black mobilization and the end of apartheid and Jim Crow.

In July 2018, the Israeli Knesset passed Basic Law: Israel – The Nation-State of the Jewish People (Nation-State Law). This article highlights three of the law's central premises: the entrenched supremacy of Jewish settlers; the erasure of indigenous Palestinians; and, with reference to borders, the effective annexation of those parts of historic Palestine that were occupied in 1967. The authors reflect on the passage of the law within a broader history of settler colonialism and in the current global context of growing authoritarianism and overt institutionalized racism. The passage of such a colonial piece of constitutional legislation in 2018 is a testament to the continued resistance of Palestinians and the growing movement for Palestinian rights. The authors argue that the alternative to the exclusionary Nation-State Law, a rights-based, people-centered framework, is a promising avenue to not only secure Palestinian rights, but also advance a universal struggle for equality and historical justice.
A model of world affairs is defined which identifies two interacting systems. The first system is called a nation state system, in which nations are the only actors. The second system is called an international system, in which there are many actors, from individuals to nations to international organizations and corporations. The world system is defined as the amalgam of these two. Within nations, the four functional requirements of Parsons are used to identify the economy as representative of the adaptation subsystem, the culture as representative of the integrative subsystem, individuals and families as representative of the pattern maintenance subsystem, and government as representative of the goal attainment sub system. An internation system is then specifically defined as interaction between the goal attainment subsystems of nations. A similar procedure is adopted for the inter national system. The three world arms races are then interpreted in the light of the model using the idea that the international component has been greater in each arms race than in the previous one. In this way it is possible to interpret the differences in behavior in each of the arms races in terms of the model. It is also found that the linkage between trade and defense has increased in each successive arms race. It is suggested that future analysis of world affairs should take into account other actors, such as international organizations and international corporations, as well as nations. Further, the importance of the integrative system is stressed and some sugges tions for strengthening it are put forward.
Political Loyalty and the Nation-State examines the gradual weakening of the state's ability to order the political allegiances of its subjects. At the focal centre of the book lies the question of the extent to which it is possible to invest political principles, such as the rules and procedures of democracy, with a sentiment of loyalty and whether political loyalty can become merely a matter of choice and personal responsibility. The authors consider theoretical issues, problems of loyalty arising from population movement and case studies of conflicts of loyalty from Italy, Northern.
