Der amerikanische Präsident bestimmt maßgeblich die Außenpolitik der Vereinigten Staaten. Dabei hat er verfassungsmäßig nur geringe ausschließliche Kompetenzen auf diesem Gebiet. Die Praxis seit 1945 zeigt jedoch, daß das Verhältnis zwischen Kongreß und Präsident sich dahingehend entwickelt, daß in den Fragen der Außenpolitik der Präsident die dominierende Figur ist und bleiben wird und der Kongreß eine mehr kontrollierende Funktion einnimmt. Innenpolitisch hingegen nimmt die Bedeutung der Legislative zu. Diese Entwicklung steht im Zusammenhang mit der wachsenden parteipolitischen Auseinandersetzung von Demokraten und Republikanern. Zukünftig wird in Fragen der Außenpolitik weiterhin die Exekutive die Geschicke der USA bestimmen, da sie in der Lage ist schnell und konsequent anstehende Entscheidungen zu lösen und damit die Erwartung der Wähler nach einer klaren Führung des Landes befriedigt.
