Rationing criteria in health care establish by AUGE, in Chile, are based, mainly, in maximum efficiency, contrary to the equity principle, which should sustain health care policies in democratic societies. For the application and justification of health care rationing techniques is required not only a medical science and health care economy reflection, but a moral philosophy and bioethical reflection as well. The study of health care distributive justice theories allows to value critically health care rationing criteria used by Clinical Guidelines for each GES/AUGE pathology, which operate contrary to the equity principle. ; Los criterios de racionamiento en materia sanitaria establecidos por el Plan AUGE en Chile, se fundan principalmente en máximas de eficiencia que son contrarias a los principios de equidad que debieran sustentar las políticas sanitarias de las sociedades democráticas. Para la aplicación y justificación de las técnicas de racionamiento sanitario se requiere no sólo una reflexión desde la ciencia médica y la economía de la salud, sino que también desde la filosofía moral y la bioética. Abstract Island communities are the targets for a wide range of interventions designed to help them adapt to climate change. A growing body of research explores the equity and justice implications of adaptation policies and programmes, revealing they often exacerbate, rather than alleviate, inequality within at-risk communities. This paper pushes beyond existing understandings of climate justice, which prioritise its distributive and procedural aspects. Through household surveys, interviews and participant observation, the paper presents a case study of a major adaptation project in a small island community in the Philippines, paying particular attention to its equity implications at the local level. It describes how local politics and power relations distorted the well-intentioned aims of the project and resulted in the project exacerbating, rather than alleviating, pre-existing inequality. Climate change adaptation is a deeply political process that is easily subverted by the interests of the powerful. To mitigate the influence of power and politics in future climate adaptation projects, we present an expanded multidimensional framework for assessing adaptative justice that incorporates the neglected aspects of recognition and structure.

AbstractFollowing Lavelle, Rupp, and Brockner's () target similarity framework, we propose that perceptions of support and career satisfaction mediate the influence of justice perceptions on citizenship and counterproductive performance. Structural equation modelling results from 356 employees supporting partial mediation. Collectively, the model explained 19% of the variance in perceptions of organizational support, 44% in perceived supervisor support, 33% in career satisfaction, 35% in citizenship performance directed toward the supervisor, 42% in citizenship performance directed toward the organization, 49% in job/task conscientiousness citizenship performance, 9% in counterproductive performance toward the supervisor, and 20% of the variance in counterproductive performance directed toward the organization. We argue that distributive, procedural, informational, and interpersonal dimensions of organizational justice follow different pathways and variously influence organizational outcomes. We discuss the implications of the results for the target similarity framework and more generally for human resources management. Copyright © 2015 ASAC. Published by John Wiley & Sons, Ltd.

Se observa también, que en la prestación del servicio domiciliario de agua potable en Colombia, servicio que ha de ser asumido como derechos humanos fundamental, hoy en Colombia se conrroboran aspectos preocupantes en relación a la prestación de este servicio fundamental en los que se evidencia improvisación, manejo bajo la lógica del negocio y aplicación por ende de modelos inequitativos de prestación de servicios públicos.

Wirtschaftliche und demografische Entwicklungen setzen den Sozialstaat seit den 90er Jahren verstärkt unter Druck. Dies zeigt sich auch in der politischen Debatte, bei der die Kosten der sozialen Sicherung zunehmend als eine Gefährdung der wirtschaftlichen Wettbewerbsfähigkeit diskutiert werden. Zudem gerät die staatliche Absicherung in den Verdacht, über eine Bevormundung der Bürger eine Abhängigkeitsmentalität zu erzeugen. In der Folge ist ein sozialstaatlicher Umbau festzustellen, der sich durch Kürzungen des bisherigen Leistungsniveaus, aktivierende Elemente, die Förderung und Forderung von größerer Eigenverantwortung und Risikovorsorge seitens der Bürger sowie eine Relativierung der Zuständigkeit des Staates für die soziale Sicherung (Gewährleistungsfunktion) auszeichnet. Dieser Wandel des Sozialstaats kann in Konflikt geraten sowohl mit individuellen Wohlstandsansprüchen als auch mit kulturell erzeugten Deutungs- und Legitimationsmustern, die sich entlang der bisher geltenden Arrangements sozialer Sicherheit entwickelt haben. Darüber hinaus könnte die politische Leistung des Sozialstaats, die Bindung der Bürger an den Staat und die Herstellung eines gesellschaftspolitischen Konsenses in der Bevölkerung, in Mitleidenschaft gezogen werden. Daher wird im vorliegenden Beitrag die Akzeptanz der sozialpolitischen Veränderungsprozesse in der Bevölkerung untersucht. Neben der Beurteilung des Status Quo richtet sich der Fokus auf die Frage, welches Modell sozialstaatlicher Absicherung gewünscht wird. Befürworten die Bürger einen Politikwechsel im Sinne einer Stärkung der Eigenverantwortung oder halten sie an den bisherigen Wohlfahrtsansprüchen und Forderungen gegenüber dem Staat - und den daraus folgenden finanziellen Konsequenzen - fest?

La fausse piste de la dépendance aux pratiques et de meilleures raisons de restreindre la portée de la justice Dans cet article, j'avance trois thèses. La première est qu'il existe effectivement une approche spécifique de méthodologie morale, différente du raisonnement moral standard, qui peut être décrite comme « dépendance à la pratique ». Selon moi, sa spécificité repose sur l'affirmation selon laquelle les principes moraux servant à réguler les pratiques sociales doivent être les principes visant à remplir au mieux l'objet de ces pratiques, un objet qui peut être mis au jour à partir des compréhensions partagées de la pratique. Les participants considèrent que les sociétés politiques internes ont un objet différent de la pratique des relations internationales. Selon cette approche, par conséquent, différents principes moraux s'appliquent dans chacun des cas : des principes de justice distributive entre citoyens, d'une part, et des principes de coopération équitable entre États, de l'autre. Ma seconde thèse est que cette approche échoue néanmoins à passer un test important : la contrainte de justifiabilité. Toute formulation d'un principe moral qui assigne aux individus des droits et des devoirs, des bénéfices et des charges, devrait être justifiable visà- vis de ces personnes au regard d'une valeur morale. Pourtant, comme je le montre ici, l'approche par la dépendance aux pratiques ne peut offrir aucune justification du caractère approprié des principes qui soit fondée sur des valeurs. Ma dernière thèse consiste à noter que les défenseurs comme les détracteurs de la dépendance aux pratiques ont attribué cette approche à des théoriciens qui restreignent la portée de la justice sur la base d'une justification morale. Ces conceptions sont, en fait, incompatibles avec l'affirmation du caractère approprié des principes dans la mesure où la restriction de la portée de la justice repose sur un fondement moral indépendant. Elles sont aussi compatibles avec la contrainte de justifiabilité. Pour toutes ces raisons, je conclus que la dépendance aux pratiques est une fausse piste dans le débat sur la justice globale.

AbstractThis paper is concerned with how we ought to think about legitimate expectations in the non-ideal, 'real' world. In one (dominant) strand of contemporary theories of justice, justice requires not that each gets what she deserves, but that each gets that to which she is entitled in accordance with what Rawls calls 'the public rules that specify the scheme of cooperation'. However, that is true only if those public rules are part of a fully just scheme and it is plausibly the case that no such scheme obtains in the real world. Given that, and given the centrality of legitimate expectations to theories of justice, it is vital to think about the status of such expectations in non-ideal circumstances. Having explained the sense in which legitimate expectations have come to play a role often previously associated with desert, a brief argument in favour of an 'expectations' view of punishment is considered to show that the system to public rules that generates expectations must itself be (in some sense) just. This argument is illustrated by appeal to just punishment and the relevance of thinking about punishment and not merely distributive justice is defended. In the absence of justice, one possibility would be simply to declare that there are nolegitimateexpectations and so theories of justice provide no guidance as to who should get what in non-ideal conditions. However, this would be to render such theories more-or-less useless in practice. Through discussion of a series of vignettes, the paper offers an account of how we might think about the demands such expectations place on the systems that give rise to them even in cases where the system is unjust.

Wenn ein Leitbild "Zeitgerechte Stadt" entwickeln werden soll, so muss danach gefragt werden, wie man eine raumzeitliche Verteilungsgerechtigkeit und eine ebensolche Verfahrensgerechtigkeit ermöglichen kann. Ausgehend von verschiedenen Gruppen, Räumen und Zeiten gilt es, die Kräfteverhältnisse der beteiligten Akteure zu erkennen, wobei der öffentlichen Hand bei der Umsetzung des Leitbilds eine zentrale Rolle zukommt. Es muss aber auch danach gefragt werden, für wen diese Stadt gestaltet werden soll. Dabei gilt es, Konflikte zwischen den verschiedenen Zielgruppen zu erkennen und abzuwägen, was eine große Herausforderung an die Zeitpolitik und die Raum-Zeit-Planung der Städte darstellt. Die Verzahnung von zeitlichen Aspekten und Rhythmen mit räumlichen Strukturen muss auf den verschiedenen räumlichen Skalen stattfinden. Bei der Umsetzung in konkrete Maßnahmen kann man an Sensibilisierungsstrategien, an Zeitverträglicheitsprüfungen oder auch an gesetzliche Regelungen denken. Langfristig sollten Raumzeitpolitik und Raum-Zeit-Planungen als integrative Ansätze den Bürgerinnen und Bürgern zu einem Recht auf Zeit und einem Recht auf Stadt verhelfen. ; The topics of space, time and justice come together in the ARL working group on temporal justice in the city, with a focus on temporal, spatial and social urban structures. The interdisciplinary working group aimed to use these central components to develop a concept of space-time justice. Particular attention was paid to two issues: spatial-temporal distributive justice, i.e. who can use and access which resources and services where and when, and what changes arise due to planning interventions, infrastructural interventions, the restructuring of institutional frameworks and the activities of private sector actors; procedural justice, i.e. who can participate in the spatial-temporal structuring and distribution of these supply. This determines how the ideal of temporal justice in the city can be achieved, how time prosperity and time sovereignty can be attained for as many people in the city as possible. In order to develop the notion of temporal justice in the city as a guiding principle, the papers published in this book analyse current structures and processes in the city in terms of their spatial-temporal components, considering various spaces, specific times, social groups and actors in detail, and inquiring into the balance of power between actors (e.g. between the market and the state). The guiding principle is outlined in an as-yet rough form as integrated spatial-temporal planning that can be implemented using time policy measures.
