Improving the survival of patients suffering from cardiac arrest is a public health issue. Among the many factors that could contribute to improving the survival rate, training the general public in first aid techniques is essential. The low proportion of the French population trained and up to date with the training reflects the low effectiveness of current policies to achieve widespread training. As a consequence of this situation, only 30% of witnesses of a cardiac arrest start a cardiac massage.Based on the results of our research during the exploratory phase of this work, we hypothesize that, given the difficulty of making a decision in a stressful situation, the long first aid training courses currently provided to the general public are no more effective than a targeted initiation provided that the witness benefits, in accordance with the recommendations, from assistance by the emergency call center operator.In order to validate our hypothesis, we conducted an experimental study, using a simulation manikin, comparing the effectiveness of four educational modalities, each applied to a cohort of health students (PSC1 diploma training/two-hour initiation/two-hour initiation/non-trained cohort).The primary endpoint was the proportion of volunteers performing effective chest compressions. No statistical difference was found between the graduated and untrained groups or with the groups that received the initiation. Of the students who did not receive assistance (forgot to call for help), none performed effective chest compressions. However, training of at least two consecutive hours shows an advantage in the rapidity of implementation of the gestures compared to no training.First aid training does not seem to be designed to provide competence, at most a "know-how". The current strategy, by not encouraging the updating of knowledge, does not allow the acquisition of a lasting knowledge. Even if learners benefit from experimentation on a manikin and interaction with the trainer, it is difficult for them to access the conceptualization through inferences that would allow knowledge to be anchored in the long term.Our work, which is based on an analysis of human factors, particularly in stressful situations, and on a pedagogical analysis, highlights the interest in developing short training courses for the general public, which are more easily generalized and repeatable. These short training courses, with a streamlined content, should be delivered by a wider panel of trainers. On the scale of the French population, the acquisition and maintenance of a basic knowledge of first aid concepts will only be possible through a modernization of the teaching strategy, taking into account human factors and learning strategies in relation to public health and prevention policy. ; L'amélioration de la survie des patients victimes d'un arrêt cardiaque est un enjeu de santé publique. Une formation d'au moins deux heures consécutives confère cependant un avantage sur la rapidité de mise en œuvre des gestes par rapport à l'absence de formation.Les formations de secourisme ne semblent pas dimensionnées pour apporter une compétence, tout au plus un « savoir-faire ». La stratégie actuelle, en ne favorisant pas les réactualisations des connaissances, ne permet pas l'acquisition d'un savoir durable. Même si les apprenants bénéficient d'une expérimentation sur mannequin et d'une interaction avec le formateur, ils leur est difficile d'accéder à la conceptualisation par inférences qui permettrait d'ancrer durablement les savoirs.Nos travaux, qui s'appuient sur une analyse des facteurs humains notamment en situation de stress et sur une progression pédagogique, mettent en évidence l'intérêt de développer, auprès du grand public, des formations courtes, plus facilement généralisables et répétables. Ces formations courtes, au contenu épuré, doivent pouvoir être délivrées par un panel élargi de formateurs. A l'échelle de la population française, l'acquisition et le maintien d'un socle de connaissances sur les notions de secourisme ne passera que par une modernisation de la stratégie d'enseignement prenant en compte les facteurs humains et les stratégies d'apprentissage en lien avec la politique de santé publique et de prévention.

[eng] This thesis examines the sub-genre of the literary biopic and its intersections with literary texts and other film genres through the lens of the melodramatic mode. It explores the dramatization of the 'life-text', defined as the process by which events in the non-discursive space-time become discursive elements in written and film biography, by looking at the figure of the author in a selection of literary biopics from the classical Hollywood era to 2018. The number of studies on the biopic is reduced, but those that have been published so far have not examined the strategies of the melodramatic mode in biographically- inflected films. Since the body and presence of the actor is the cornerstone of the biopic genre, as well as the site for the spectator's investment in the narrative, the embodied authorial figure in biopics becomes a locus of emotional authentication that allows us to identify and decode the forces that are part and parcel of the biopic's and melodrama's semantic force fields, and participate in the metamodernist oscillatory experience between irony and earnestness, belief and disbelief, as the body of the writer on screen both enacts and challenges prevailing theories of authorship. The thesis argues, in short, that film biography must be 'melodramatic' in order to be 'true' – 'truth' being a certain readable, coherently constructed sense of interiority that speaks to what we perceive as reality of the human condition, and which is encoded in the presence and the gestural performances of the actors' bodies on screen, expressed through (melo)dramatic form. The protagonists of melodrama, and, by extension of biographical films, embody and enact socioethical values, showing the work of emotion and personality in social and political processes. The majority of the productions under scrutiny are English-speaking productions, but there are also a small number of international films that have been chosen on account of their relevance to particular sections of this study, for in a globalized cultural economy, individual films tend to build meaningful connections across national and cultural borders and address a variety of audiences. Given its interdisciplinary approach, the critical analysis of the case studies has taken into consideration a varying number of literary, filmic and cultural elements, such as biographical material, earlier or contemporary film adaptations, the director's/scriptwriter's previous work, intermedial elements around the question of stardom. It also examines the intersections of the literary biopic with other film genres, such as heritage or costume drama, as well as the functions of commercial and cultural discourses related to questions of authenticity, which is a central concern in biopics. The thesis is structured into five parts, which explore varying representations of the author. It begins with a series of theoretical and critical considerations of genre and literary biography, followed by a survey of the critical discourses surrounding the literary biopic. The body of the thesis consists of a series of case studies beginning in the 1930s; it continues with an examination of a number of feminist productions from the 1970s, to finally focus on the contemporary period, which has been seen the release of an ever-growing number of literary biopics. The study argues for the literary biopic as an increasingly sophisticated category that has engaged in complex ways with both the figure of the writer and our culture at large. ; [spa] La presente tesis examina el subgénero de la biografía literaria cinematográfica y su intersección con la literatura y con otros géneros cinematográficos, visto desde la perspectiva del modo melodramático. Se investiga la dramatización del 'life-text', definido como el proceso mediante el cual los acontecimientos del espacio-tiempo no discursivo llegan a ser elementos discursivos en la biografía literaria y cinematográfica, por medio de una inspección de la figura del autor en una selección de biografías literarias cinematográficas aparecidas entre la época clásica de Hollywood y el año 2018. Puesto que la figura y la misma presencia del autor son no solo la piedra angular del género biográfico en el cine, sino también el escenario de la implicación del espectador en la narrativa, la figura del autor que se halla plasmada en esta clase de biografía viene a ser un punto de autenticación emocional que nos permite identificar y descodificar las fuerzas que son parte integrante del campo semántico tanto de la biografía cinematográfica como del melodrama, además de capacitarnos para participar en la experiencia metamodernista, que oscila entre la ironía y la seriedad, la convicción y la incredulidad, a medida que la figura del autor en pantalla representa, a la par que pone en duda, las teorías existentes sobre la autoría. Dado el enfoque interdisciplinario de este análisis crítico, se han tenido en cuenta la importancia de elementos de tipo literario, cinematográfico y cultural, como pueden ser el material biográfico, las adaptaciones anteriores o contemporáneas de las películas, el trabajo ya realizado por el director o guionista, y cuestiones relativas al estrellato. Asimismo, se contemplan las intersecciones de la biografía cinematográfica literaria y otros géneros cinematográficos, además de las funciones de los discursos comerciales y culturales relacionados con cuestiones de autenticidad, que es una de las preocupaciones centrales de la biografía cinematográfica. Resumidamente, la tesis pretende presentar la biografía cinematográfica literaria como una categoría que se ha involucrado de maneras complejas con la figura del escritor y con nuestro mundo cultural en general.

However, it is an ongoing mystery why SNe II with short plateaus (tens of days) are rarely seen. Here, we present optical/near-infrared photometric and spectroscopic observations of luminous Type II short-plateau SNe 2006Y, 2006ai, and 2016egz. Their plateaus of about 50–70 days and luminous optical peaks (lesssim−18.4 mag) indicate significant pre-explosion mass loss resulting in partially stripped H-rich envelopes and early circumstellar material (CSM) interaction. We compute a large grid of MESA+STELLA single-star progenitor and light-curve models with various progenitor zero-age main-sequence (ZAMS) masses, mass-loss efficiencies, explosion energies, 56Ni masses, and CSM densities. Our model grid shows a continuous population of SNe IIP–IIL–IIb-like light-curve morphology in descending order of H-rich envelope mass. With large 56Ni masses (gsim0.05 M⊙), short-plateau SNe II lie in a confined parameter space as a transitional class between SNe IIL and IIb. For SNe 2006Y, 2006ai, and 2016egz, our findings suggest high-mass red supergiant (RSG) progenitors (MZAMS sime 18–22 M⊙) with small H-rich envelope masses (${M}_{{{\rm{H}}}_{\mathrm{env}}}\simeq 1.7\,{M}_{\odot }$) that have experienced enhanced mass loss ($\dot{M}\simeq {10}^{-2}\,{M}_{\odot }\,{\mathrm{yr}}^{-1}$) for the last few decades before the explosion. If high-mass RSGs result in rare short-plateau SNe II, then these events might ease some of the apparent underrepresentation of higher-luminosity RSGs in observed SN II progenitor samples.

[67]. ; Two-particle long-range azimuthal correlations are measured in photonuclear collisions using 1.7 nb−1 of 5.02 TeV Pb+Pb collision data collected by the ATLAS experiment at the CERN Large Hadron Collider. Candidate events are selected using a dedicated high-multiplicity photonuclear event trigger, a combination of information from the zero-degree calorimeters and forward calorimeters, and from pseudorapidity gaps constructed using calorimeter energy clusters and charged-particle tracks. Distributions of event properties are compared between data and Monte Carlo simulations of photonuclear processes. Two-particle correlation functions are formed using charged-particle tracks in the selected events, and a template-fitting method is employed to subtract the nonflow contribution to the correlation. Significant nonzero values of the secondand third-order flow coefficients are observed and presented as a function of charged-particle multiplicity and transverse momentum. The results are compared with flow coefficients obtained in proton-proton and proton-lead collisions in similar multiplicity ranges, and with theoretical expectations. Berlin was the location in which most of the intelligence operations in Europe have taken place in the first twenty years of the conquest and the Cold War. In November 27, 1958, Khrushchev issued a formal letter to the Allies, demanding that the western Allies evacuate Berlin and enable the establishment of an independent political unit, a free city. He threatened that if the West would not comply with this, the soviets would hand over to the East Germany's government the control over the roads to Berlin. In the coming months Moscow conducted a war of nerves as the last date of the end of the ultimatum, May 27, 1959, came close. Finally the Soviets retreated as a result of the determination of the West. This event reconfirmed the claims of the West that "the US, Britain and France have legal rights to stay in Berlin." According to Halle: "These rights derive from the fact that Germany surrendered as a result of our common struggle against Nazi Germany." (Note 2) The Russians have done many attempts to change Berlin's status. In 1961 Berlin Wall was constructed, almost without response on the part of the West, and by so doing, the Soviets perpetuated the status quo that had been since 1948. In July 25, 1961 Kennedy addressed the Americans on television, saying that "West Berlin is not as it had ever been, the location of the biggest test of the courage and the will power of the West." (Note 3) On June 26, 1963, Kennedy went out to Berlin, which was divided by the wall, torn between east and west, in order to announce his message. In his speech outside the city council of West Berlin, Kennedy won the hearts of the Berliners as well as those of the world when he said: "Ich bin ein Berliner", I'm a Berliner. The sixties were years of heating of the conflict with the Soviet Block. In 1961 the Berlin Wall was constructed. Then Kennedy came into power, there was the movement for human rights and the political tension between whites and blacks in America. The conflict increase as the Korean War started, and afterwards when America intervened in Vietnam. There was also the crisis in the Bay of Pigs in Cuba, which almost pushed the whole world into a nuclear war and catastrophe. During the 28 years of the Berlin Wall, 13.8.61-9.11.89, this was notorious as an example of a political border that marked the seclusion and freezing more than freedom of movement, communication and change. At the same time there was the most obvious sign of the division of Germany after WWII and the division of Europe to East and West by the Iron Curtain. The wall was the background of stories by writers from east and west. The writers of espionage thrillers were fascinated by the global conflict between east and west and the Cold War with Berlin as the setting of the divided city. Berlin presented a permanent conflict that was perceived as endless, or as Mews defined it: "Berlin is perfect, a romantic past, tragic present, secluded in the heart of East Germany." (Note 4) The city presented the writers with a situation that demanded a reassessment of the genres and the ideological and aesthetic perceptions of this type of writing. This was the reason that the genre of espionage books blossomed in the sixties, mainly those with the wall. The wall was not just a symbol of a political failure, as East Germany could not stop the flow of people escaping from it. The city was ugly, dirty, and full of wires and lit by a yellow light, like a concentration camp. A West German policeman says: "If the Allies were not here, there would not have been a wall. He expressed the acknowledgment that the Western powers had also an interest in the wall as a tool for preventing the unification of Germany. But his colleague answers: If they were not here, the wall would not have been, but the same applies for Berlin. (Note 5) Berlin was the world capital of the Cold War. The wall threatened and created risks and was known as one of the big justifications for the mentality of the Cold War. The construction of the wall in August 1961 strengthened Berlin's status as the frontline of the Cold War and as a political microcosmos, which reflected topographical as well as the ideological global struggle between east and west. It made Berlin a focus of interest, and this focus in turn caused an incentive for the espionage literature with the rise of neorealism with the anti-hero, as it also ended the era of romanticism. Only at the end of the fifties, upon the final withdrawal of McCarthyism and the relative weakening of the Cold War, there started have to appear films with new images about the position and nature of the Germans and the representations of Nazism in the new history. Key words: industrial design, intellectual property, unregistered Community design,novelty, individual character In order to harmonize legal relations in the field of intellectual property with the EU memberstates, a new Law "On the Protection of Rights to Industrial Designs" entered intoforce in Ukraine, in which a new term appears — an unregistered industrial design (un-RID) similar to the unregistered Community design (UCD). Thus, together with the registeredindustrial design, the information about which is entered in the Register and forwhich the Certificate was issued, the term of property rights of which is valid for 5 yearsfrom the date of filing the application with the Institution and can be extended, if necessary,up to 25 years, now there is a new one in the Law — an un-RID, the term of legalprotection of which is 3 years from the date of its bringing to the general knowledge onthe territory of Ukraine. The law provides for the same legal regulation for the protectionof registered and unregistered industrial designs.The legal protection granted to registered and un-RIDs has a lot in common. Themain differences between an un-RID and a registered industrial design are the absenceof formal requirements for acquiring rights, a short term of protection, and alimited scope of rights granted to the owner of an un-RID. Since an un-RID is a newinstitution of intellectual property law for Ukraine, the article discusses options forsolving these issues in practice in the member states of the European Union. The articleprovides examples of decisions of the EU courts related to the protection of un-RIDs in the fashion industry. It follows from the practice of national courts that themost relevant un-RIDs are in industries that offer products that are in demand for ashort-term, do not require significant costs and a complex registration procedure,therefore they are relevant to design solutions in the fashion, jewellery and accessoriesindustry. The article also analyses the state of protection of intellectual propertyrights in the fashion industry in Ukraine. The impact of IT technologies, innovative handy programs, accumulation and the ability to use a variety of information databases significantly expand a person's ability to respond quickly and effectively to the challenges and needs of the social environment, and most importantly – to be the focus of modern public administration relations. Having largely expanded its own resource potential, man today is a key communicator of public administration processes and, accordingly, becomes an increasingly demanding object and subject in the development of public services, including social, which must fully fill the interests of everyday life. existence, especially in regions with vulnerable social infrastructure. Therefore, the issue of finding optimal and pragmatic communication motives with the use of digital technologies that will contribute to the consolidation of territorial communities and their sustainable development in the current content of decentralization in Ukraine is relevant.Recent research and publications analysis. The concept of "public services" is quite relevant in national scientific approaches. I. Venediktova, K. Nikolaenko, V. Mykhalska, and O. Feoktistova wrote about this. An interesting opinion was expressed, in particular, by L. Andersson and L. Van der Heiden in the analytical report "Directing Digitization: Guidelines for Boards and Executives", which substantiated the study and provided practical advice on taking into account digital technologies in updating the style and content of organizations.Investigating this problem, we also analyzed V. Litvinov's arguments on the use of the Polish experience of digitalization of public services. Also useful for this study are the approaches of the Scottish scientist E. Williamson to the "digital" involvement of citizens and public authorities, which can improve public-state relations and strengthen partnerships between stakeholders. A significant layer of relevant information can be obtained from the material of O. Yevsyukova on the digital capacity of Ukrainian territorial communities at the present stage.Highlighting previously unsettled parts of the general problem. The aim of the article is to outline new challenges in the development of communicative approaches and digital transformation in the content of the tasks of spatial self-organization of territorial communities. After all, it is considered as one of the key mechanisms of socially effective implementation of the state policy of decentralization. Digitalization, with the appropriate interaction of the public (including with the help of public organizations) and self-government bodies, can become the basis of community self-organization processes. The intensity of interaction and the quality of managerial informativeness are also important, which depends on the innovative basis of communication and the organizational culture of communication of actors.Paper main body. In order to speak confidently about the government's ability to promote sustainable community development, it is necessary to point out two important advantages of the digital transformation process and state the need for intermediaries (NGOs) to be unpredictable and constantly changing environmental conditions and its representatives – service customers.The first is the expansion of opportunities for the social functionality of NGOs. Although the use of managerial innovations with the use of digital technologies transforms the perception of all market participants - citizens as customers and NGOs as a performer, the latter still takes the initiative in fulfilling the tasks of social mediation, increasing the effect of competitiveness and skillfully organizes the service delivery process. those who need them.Secondly, it is a feeling of comfort and convenience for all participants in the process of digitalization of services. Qualitative and responsible technological and social approaches to each step of this procedure have a chance to ensure the dynamic establishment of pragmatic public communication of stakeholders. A well-established system of providing social services for all segments of the population and regardless of their geographical location (fragments of the community) is a modern technological novelty around the world. Of course, an important condition for the implementation of long-term plans should be proper technological and innovative network coverage, but this only stimulates the development of public services and a comprehensive approach to its continuous improvement. The process of democratization in Ukraine, its course to decentralize the system of public administration, promoting the involvement of citizens in public discussion and socially significant decisions forces various institutions to adequately respond to the demands of society and technological progress. After all, more and more innovations are reflected in the field of citizen service. This indicates the spread of technological progress and the best innovations of its market to society, to which public policy must respond in a timely manner.In addition, the process of digitalization of services can be an excellent example of the synergetic action of state institutions and civil society in the direction of state formation with a view to the socially just nature of public administration relations. It is impossible to ignore the possibility of significantly simplifying the mechanism of communication between citizens and government agencies, heads of various government agencies, civil servants, clerks, social workers, and others. Conclusions of the research and prospects for further studies. We believe that the successful implementation of modern challenges of communication approaches and digital transformation in the focus of spatial self-organization of territorial communities in Ukraine is important for the prospects of their sustainable development and, ultimately, is a key mechanism of socially effective state decentralization policy. Achieving health, well-being, and participation in life through engagement in occupation is the statement that describes the domain and process of occupational therapy in its fullest sense. This definition includes all areas of influence in occupational therapy: type of employment (level of active lifestyle: rest and sleep, education, work, pleasure, social participation), client factors (values, beliefs, spirituality, body functions and structures), skill performance (motor, process and social interaction skills), pattern performance (habits, routines, rituals, roles), environment (cultural, personal, physical, social, virtual). Occupational therapy in military service is difficult in its own way. The main feature is that veterans demand constant monitoring and support. These people are vulnerable to suicide. That's why occupational therapist should not wait for their self-referral. Members of soldier's family need to be actively involved in cooperation as well. Practical guidelines of colleagues from the Canadian Association of Occupational Therapists "Working for the Canadian Armed Forces and Veterans Affairs Canada" and "A Guidance Document for Occupational Therapists" are most suitable for the implementation in Ukrainian realities. Occupational therapy process starts with an assessment of functioning and disability in relation to a health condition. In Ukraine, an analogue of the International Classification of Functioning, Disability and Health (Order of the Ministry of Health of Ukraine dated 23.05.2018 No. 981) has been identified and introduced, which allows for a comprehensive functional assessment and further steps of planning, monitoring compliance, evaluation of occupational therapy. Primary screening is significantly facilitated by a test system developed by colleagues from different countries, which requires translation into Ukrainian and implementation. It would be appropriate to use a single base of servicemen for their distribution according to the priority of providing care that would optimize the start of occupational therapy. It is necessary to study in detail the long-term experience and advances of developed countries and integrate the promising experience of colleagues in military occupational therapy in Ukraine, which has a chance to become one of the promising specialties with a high level of military service. ; Эрготерапевтическое обеспечение потребностей человека направлено на здоровье, благополучие, а также на интеграцию в социальную жизнь путем привлечения к деятельности (труду). Это определение раскрывает все сферы влияния эрготерапевтической специальности: род занятости (уровень активного образа жизни: отдых и сон, образование, работа, удовольствие, социальное участие), особенности клиента (ценности, вера, сила духа; функциональная способность, телосложение), выполнение навыков (моторных, социально необходимых), паттернов (привычки, ритуалы, роли), окружающая среда (культурная, личная, физическая, социальная, виртуальная). Эрготерапия военнослужащих имеет свои особенности. Специфика заключается в том, что участникам с военным прошлым необходимы постоянный мониторинг и сопровождение. Такие лица склонны к суицидальным поступкам. Именно поэтому эрготерапевт в работе с военнослужащими не должен уповать на их самообращение. Наоборот, активного привлечения к сотрудничеству требуют и окружающие пациента, особенно члены его семьи. Наиболее адаптированными к украинским реалиям являются практический опыт коллег из Канадской ассоциации эрготерапевтов «Working for the Canadian Armed Forces and Veterans Affairs Canada» и установки «A Guidance Document for Occupational Therapists — 2017». Отправной точкой в циклическом эрготерапевтическом процессе является оценка потребностей человека согласно определенной базовой функциональной несостоятельности. В Украине признан и введен аналог «International Classification of Functioning, Disability and Health» (приказ МЗ Украины от 23.05.2018 № 981), который позволяет провести комплексную функциональную оценку и продолжить дальнейшее планирование, контролировать соблюдение плана, оценивать результативность эрготерапевтического процесса. Существенно облегчает проведение первичного скрининга тестовая система, которая разработана коллегами из разных стран. Однако она требует перевода на украинский язык и внедрения в практику. К тому же использование единой базы военнослужащих с целью их распределения по приоритетности оказания помощи оптимизировало бы старт эрготерапевтической помощи. Многолетний опыт и практические наработки коллег из развитых стран нужно продолжать детально изучать, а затем интегрировать в военную эрготерапию в Украине, которая, в свою очередь, имеет шанс стать одной из перспективных специальностей с высоким уровнем обслуживания воинов. ; Ерготерапевтичне забезпечення потреб людини має на меті досягнення здоров'я, благополуччя та інтеграції в соціальне життя через залучення до діяльності (праці). Це узагальнення розкриває усі сфери впливу ерготерапевтичної спеціальності: вид зайнятості (рівень активного способу життя: відпочинок і сон, освіта, робота, задоволення, участь у соціальному житті), особливості клієнта (цінності, віра, сила духу; функціональність, тілобудова), виконання навичок (моторних, соціально необхідних), патернів (звички, ритуали, ролі), навколишнє середовище (культурне, особисте, фізичне, соціальне, віртуальне). Ерготерапія військовослужбовців має свої особливості. Специфіка полягає в тому, що учасники з воєнним минулим потребують постійного моніторингу та супроводу. Такі особи схильні до суїцидальних дій. Саме тому ерготерапевт у роботі з військовослужбовцями не повинен чекати їх самозвернення. Активного залучення до спів-праці потребує і оточення пацієнта, особливо члени його родини. Найбільш адаптованими до українських реалій є практичний досвід колег із Канадської асоціації ерготерапевтів «Working for the Canadian Armed Forces and Veterans Affairs Canada» та настанови «A Guidance Document for Occupational Therapists — 2017». Початком циклічного ерготерапевтичного процесу є оцінка потреб людини за визначеною базовою функціональною неспроможністю. В Україні визнаний і запроваджений аналог «International Classification of Functioning, Disability and Health» (наказ МОЗ України від 23.05.2018 № 981), що дозволяє провести комплексну функціональну оцінку та продовжити кроки планування, контролю за дотриманням плану, оцінки результативності ерготерапевтичного процесу. Суттєво полегшує проведення первинного скринінгу розроблена колегами з різних країн тестова система, що потребує перекладу українською та запровадження. Доречним було б використання єдиної бази військовослужбовців для їх розподілу за пріоритетністю надання допомоги, що оптимізувало б початок ерготерапевтичної допомоги. Багаторічний досвід і практичні напрацювання розвинених країн слід детально вивчати та інтегрувати у військову ерготерапію в Україні, що має шанс стати однією з перспективних спеціальностей з високим рівнем обслуговування воїнів.

The article is devoted to the study of burnout, which is interpreted as the inability to perform professional duties at the proper level due to prolonged physical and/or mental overload. The main content of the study is to determine the possibilities of prevention of professional burnout of a social worker in order to ensure his physical and mental health.Scientific opinions and positions on the relevance, purpose, multifaceted nature, content of prevention, objective and subjective factors of prevention, differences in organizational and psychological and pedagogical influences of prevention, the specifics of social prevention and prevention. As well as the impact on the professional activities of social norms and deviations from norms, values, responsibilities. The causes of burnout can be differentiated by the nature of the determination. Among the main groups of determinants – social, medical, biological, psychological. The conducted survey among social specialists on the state of professional burnout revealed certain tendencies and regularities among them. This was evidenced by statistics relating to the factors influencing the professional burnout of the specialist, as well as their dynamics. The basis of professional activity should be to provide conditions for this. However, collective life, in addition to having advantages, is also endowed with negative features. Indicators of collective distress that have a direct impact on the professional burnout of an individual member of the team are identified. These include problems and / or lack of corporate culture; dissatisfaction with the psychological atmosphere prevailing in the team; presence of conflict situations, quarrels, intrigue; absence or problems of interpersonal communication in the team, division into groups; low level of mutual assistance and support, unwillingness to maintain friendly relations; no punishment for guilt, reaction to negative behavior of colleagues, control over subjective factors; lack of prospects for team development; lack of conditions for personal development and formation; lack of measures to prevent occupational burnout. For comparison, the experimental study involved people who did not suffer from burnout and people who survived the state of burnout. Thus, people who have experienced a state of burnout have much deeper psycho-emotional disorders. Their professional experience is characterized by significant negative experiences and beliefs. Positive corporate social ties have been disrupted in their lives, which can lead to disruption in other areas: family, personal, spiritual and emotional. That is, it causes a number of other shifts. Certain trends are evidenced by statistics on the assessment of the existing risks of burnout, which concern specialists in various fields: almost all recognized the fact of burnout to varying degrees; the vast majority of respondents assess the ability to perform professional duties generally well, but the lack of an absolute answer also indicates the risks involved; mostly the presence of risks of burnout is assessed indirectly. On the basis of statistical indicators of occupational burnout, their dynamics can be distinguished victim groups. Given the classification of propensity to burnout, prevention technologies can be used. In each of the three cases, the approach will be different. It is established that a special place is occupied by the subjective factor of professional activity. Professional burnout is caused by various factors: social and organizational conditions of functioning of collective, legislative and normative-organizational maintenance of process of work; individual and personal qualities of personality, stress resistance, motivation of activity; compliance of qualities and personality traits with the requirements of the chosen profession, professional competence; ability to work in a team, ability to take into account the opinions and positions of others, sociability; availability of life, professional experience; psychological compatibility of individual team members; ability to control the situation in the team by management; corporate culture, the presence of common interests and activities, interest in the development and prosperity of the team. Theoretical analysis and experimental study of problems related to burnout indicate the presence of risks in the professional activities of professionals from different social structures. That is, it depends not so much on objective factors as on the subjective attitude of the individual to himself and his mental and physical health. And the problem looks not so much psychological as psychological and pedagogical. ; Розглянуто професійне вигоряння, що трактується як неспроможність виконувати професійні обов'язки на належному рівні внаслідок тривалого фізичного та/чи психічного перевантаження. Основний зміст дослідження полягає у визначенні можливостей профілактики професійного вигоряння фахівця соціальної сфери задля забезпечення його фізичного й психічного здоров'я. Представлено думки науковців щодо актуальності, мети, поліаспектності, змісту, об'єктивного і суб'єктивного чинників, відмінностей організаційного і психолого-педагогічних складових профілактики. Обґрунтовано вплив на професійну діяльність суспільних норм, цінностей, особистої відповідальності. Визначено показники колективного неблагополуччя, що мають значення у професійному вигорянні індивіда як члена колективу. До експериментального дослідження залучено осіб, котрі не зазнали професійного вигоряння, та осіб, котрі пережили стан професійного вигоряння – для порівняння. Доведено статистичними показниками, що особи, які пережили стан професійного вигоряння, мають значно глибші психоемоційні порушення, зміщення у мотивації професійної діяльності, деформацію ставлення до виконання професійних обов'язків. Наведено оцінювання наявних ризиків професійного вигоряння фахівцями різних соціальних структур. На основі статистичних показників виділено віктимні групи, підхід у профілактичній роботі до кожної з яких застосовується диференційовано. З'ясовано, що професійне вигоряння зумовлене різними факторами, серед яких основні: соціально-економічні загальносуспільні детермінанти; законодавче й нормативно-організаційне забезпечення процесу праці; соціальні й організаційні умови функціонування колективу; індивідуальні та особистісні якості особистості; стресостійкість; мотивація діяльності; відповідність якостей і рис особистості вимогам обраної професії, професійна компетентність; здатність працювати у колективі, вміння враховувати думки і позиції інших, комунікабельність; наявність життєвого, професійного досвіду; психологічна сумісність окремих членів колективу; вміння контролювати ситуацією в колективі з боку керівництва; корпоративна культура, наявність спільних інтересів і заходів, зацікавленість у розвитку й процвітанні колективу. Теоретичним аналізом й експериментальним дослідженням проблеми професійного вигоряння засвідчено наявність ризиків у професійній діяльності фахівців різних соціальних структур.

This study discusses the legal framework for life safety in Ukraine as of the current year. Ensuring an adequate level of safety at the enterprises of various forms of ownership and directions of the modern economy is a vital task in terms of creating decent working conditions in the country and the development of its economy. The development of the sovereign Ukraine must be accompanied by the creation of a safe state of the environment, economic production, and living conditions to ensure the proper level of human life. The main place in this process is occupied by the legislation in the field of regulation of relations between human health and the environment and safety in emergencies and situations of everyday life, i.e. life safety. The relevance of the subject is conditioned by the need to create an appropriate legal framework for life safety in the country as of its current state. The methodology of this study is based on a combination of a systematic approach to determining the main factors that ensure the establishment of legal foundations for life safety in Ukraine at present and an analytical method of research on a wide scope of issues in this subject area. The main results, obtained during this study, include the identification of the main factors of life safety in modern Ukrainian society and the importance of the legal framework, developed by the state for proper regulation of these issues, as well as the main directions of development of a certain level of life safety culture in modern Ukrainian society. Prospects for further research within the framework of the chosen subject area are conditioned by the need to qualitatively identify the main factors, influencing the process of gradual development of the legal framework for life safety in Ukraine as of its current state and the importance of timely coverage of relevant legal aspects that are vital in modern realities. The applied value of this study lies in the possibility of implementing its main results and conclusions in practice in order to obtain a reliable tool for timely and high-quality determination of the basic legal principles of life safety in Ukraine ; В данном научном исследовании обсуждаются правовые основы безопасности жизнедеятельности в Украине на 2020 год. Обеспечение надлежащего уровня безопасности жизнедеятельности на предприятиях различных форм собственности и направлений современной экономики является очень важной задачей с точки зрения создания достойных условий охраны труда в стране и развития ее экономики. Становление суверенной Украины должно сопровождаться созданием безопасного состояния окружающей среды, экономического производства, бытовых условий для обеспечения надлежащего уровня жизнедеятельности человека. Основное место в этом процессе занимает законодательство в области регулирования отношений по охране здоровья человека и окружающей среды и безопасности в чрезвычайных ситуациях и ситуациях повседневной жизни, то есть безопасности жизнедеятельности. Актуальность заявленной тематики исследования определяется необходимостью создания надлежащих правовых основ обеспечения безопасности жизнедеятельности в стране, по состоянию на настоящее время. Методология данного исследования имеет в своей основе сочетания системного подхода к определению главных факторов, обеспечивающих создание правовых основ безопасности жизнедеятельности в Украине в настоящее время, и аналитического метода исследований широкого круга вопросов, вынесенных в его тематику. Главным результатами, полученными в ходе данного научного исследования, можно считать определение главных факторов безопасности жизнедеятельности в современном украинском обществе и значение разработанных государством правовых основ надлежащего урегулирования этих вопросов, а также основные направления формирования определенного уровня культуры безопасности жизнедеятельности в современном украинском обществе. Перспективы проведения дальнейших научных разработок в рамках выбранной для этого исследования тематики оговариваются необходимостью качественного определения основных факторов, влияющих на процесс постепенного формирования правовых основ безопасности жизнедеятельности в Украине, по состоянию на настоящее время, и важности своевременного освещения актуальных правовых аспектов данного вопроса, имеющие значение в реалиях современности. The reliability and the robustness of modelling tools used to assess hydrological risks and water resources in catchments facing climatic changes is critical to efficiently foster management and prevention policies. The current anthropogenic climate change should particularly unsettle the water cycle and its dynamics. Among the many challenges that climate change poses, the ability of hydrological models to adequately represent hydrological processes over a large range of climatic conditions is key to simulate climate change impacts on the regime of rivers. However, modern hydrological models still fail to perform well in such various situations. Many studies actually show a general difficulty to simulate river streamflow outside of the conditions experienced during model parameter calibration. The causes of this lack of robustness are yet uncertain and may be manifold: parameter calibration methods, measurement errors, inadequate model structure. This thesis aims at studying these causes in order to identify solutions for model improvement and strives to answer the following questions:- Is it possible to improve hydrological model robustness without modifying model structure and equations?- Can we identify structural weaknesses in hydrological models impacting its robustness and resolve them?Answers to the first question were seeked by analyzing the performances of a few hydrological models within the framework of a systematic split-sample calibration-evaluation experiment on a set of 558 catchments in France and Australia. Our diagnosis revealed that the hydrological models face major difficulties to simulate changes in catchments response to precipitation. The comparison of different calibration methods showed that the choice of the optimized objective function had a significant impact on model robustness. When computed on square-rooted streamflow, the KGE appeared as the most relevant choice. The way potential evaporation is computed also influences model robustness, although our comparison of a few potential evaporation models show rather heterogeneous results across the catchment set. In spite of encouraging results, only marginal improvements on model robustness were reached by a better selection of calibration techniques and potential evaporation models.A method specifically designed to diagnose structural weaknesses impacting model robustness was proposed to answer the second question. The approach is based on an analysis of performance trade-offs in a multi-objective framework and of the effects of these trade-offs on model internal behaviour. It was applied to the GR4J model. A couple of major structural deficiencies was identified. These deficiencies likely prevent the model from providing robust simulations in different streamflow ranges simultaneously. An attempt to modify the structure of GR4J yielded to an encouraging yet modest improvement of its performance.Despite the light enhancement of hydrological model robustness achieved in this work, it may pave the way to further advances. The results obtained on calibration techniques and potential evaporation computation could foster the elaboration of a more in-depth analysis of model weaknesses by partially removing these sources of uncertainty. We hope that our work may stimulate model structural development, particularly towards better representation of catchment interannual dynamics. ; Il est crucial de disposer d'outils fiables et robustes pour l'évaluation des risques hydrologiques et de la ressource en eau dans les bassins versants sujets à des changements de leurs conditions climatiques, afin que les politiques de gestion et de prévention soient efficaces. De nombreux travaux montrent une difficulté générale des modèles hydrologiques à simuler les débits des cours d'eau en dehors des conditions climatiques de leur calage. Les causes de ce manque de robustesse face à des conditions climatiques variables sont encore incertaines et peuvent être multiples : méthodes de calage des paramètres, erreurs dans les données, structures inadéquates. Dans cette thèse, une étude de ces causes est proposée afin d'identifier des solutions pour l'amélioration des modèles hydrologiques, en traitant les questions suivantes :- Comment améliorer la robustesse des modèles hydrologiques sans modifier leurs équationset leur structure ?- Peut-on identifier au sein d'un modèle hydrologique simple des défauts structurels limitant sarobustesse et peut-on les corriger ?Des réponses à la première question ont été recherchées par l'analyse des performances de modèles hydrologiques conceptuels sur un échantillon de bassins versants français et australiens en faisant varier les conditions d'utilisation des modèle. D'abord, une étape de diagnostic des modèles hydrologiques a montré que les plus grandes difficultés étaient rencontrées par les modèles lors des variations de la relation précipitations-débit des bassins versants. Ensuite, une comparaison de différentes méthodes de calage a abouti au constat que le choix de la fonction objectif optimisée lors du calage avait une influence non négligeable sur la robustesse des modèles. Le choix de la formulation de l'évaporation potentielle est également un facteur important d'amélioration de la robustesse des modèles hydrologiques, bien que les résultats de la comparaison de plusieurs formulations soient assez hétérogènes sur l'échantillon d'étude. La deuxième question a suscité la mise en place d'une méthodologie de diagnostic des lacunes structurelles des modèles hydrologiques nuisant à leur robustesse. La méthode, fondée sur une analyse des compétitions entre les performances d'un modèle et de l'effet de ces compétitions sur ses états internes, a été appliquée au modèle GR4J. Deux défauts majeurs ont ainsi pu être identifiés dans la structure du modèle, limitant sa capacité à se montrer robuste pour la simulation simultanée de plusieurs gammes d'écoulement. Une tentative de modification via l'ajout d'un paramètre au modèle s'est révélée encourageante, bien que de faible influence sur les performances dumodèle.Ces travaux ouvrent la voie à des améliorations plus satisfaisantes de la robustesse des modèles hydrologiques. Les résultats de la thèse concernant les méthodes de calage et le choix des formules d'évaporation potentielle pourraientpermettre l'élaboration de diagnostics plus ciblés des modèles hydrologiques, en réduisant partiellement ces sources d'incertitudes. Nous espérons que ces travaux pourront susciter de futurs développements de la structure des modèles hydrologiques, notamment pour la simulation des dynamiques interannuelles du comportement des bassins versants.

Esta tesis, tiene como eje fundamental el SEIP o Sistema Educativo Indígena Propio, desarrollando en la primera parte el antecedente social de los pueblos indígenas, por medio de la historia de la educación de estos pueblos en Latinoamérica observados desde los siguientes criterios operativos: primero, el lenguaje como instrumento que promueve el ámbito educativo de los pueblos indígenas, segundo, la autopercepción de pertenencia como concepción de pueblos indígenas y en un último criterio, la ubicación geográfica de los pueblos indígenas; para analizar la historia de la etnoeducación en Colombia. En una segunda parte, el análisis se enfoca en el desarrollo normativo de los pueblos indígenas en Colombia, tomando como punto de partida la Constitución Política Colombiana de 1991, dividida está, a partir de la normatividad antes de su promulgación y su desarrollo normativo y la reglamentación posterior a la expedición de la Carta Magna. La tercera parte, de esta tesis se fundamenta en la reglamentación de la carrera docente en Colombia a partir de los estatutos de la praxis docente de la educación indígena y su fenomenología buscando indagar en las realidades sociales. Como cuarta parte, se estudia las políticas públicas etnoeducativas, para lo cual se revisará la rendición de cuentas sobre educación indígena que ha expedido el Ministerio de Educación Nacional, además utilizando la recolección de datos como estadísticas censales de: reconocimiento, participación, distribución y evolución de los Pueblos Indígenas, con fuentes de: Unicef, CEPAL, ACNUR, Ministerio de Educación Nacional, Departamento Nacional de Estadística, Departamento Nacional de Planeación, bajo un proceso cualitativo, que termina en una propuesta para una más equitativa distribución. Quinta parte, el análisis se enfoca en la expedición y reglamentación del Sistema Educativo Indígena Propio con base en las leyes vigentes y la jurisprudencia constitucional que reglamenta la consulta previa como forma de participación de los pueblos indígenas en la protección de su identidad cultural por medio de la educación, para poder señalar la norma más conducente para la expedición del SEIP, la constitucionalidad de aplicar el Decreto ley 1278 de 2002 a los docentes etnoeducadores. En una sexta parte, se realizan unas observaciones al: objeto y el ámbito de aplicación del proyecto de SEIP. Igualdad en la Educación de los Pueblos Indígenas, desde la semilla de vida en el ámbito pedagógico del proyecto de SEIP. Autonomía de los Pueblos Indígenas, límites y certificación de los territorios en el proyecto de SEIP. Educación Superior y creación de Instituciones de Educación Superior en el Proyecto de -SEIP. Para finalizar con las conclusiones desde el análisis crítico sobre el alcance y limitaciones del SEIP, recomendaciones finales del investigador, desde el punto de vista jurídico de políticas públicas, de políticas públicas desde el punto de vista socio económico. ; This thesis has as its fundamental axis the SEIP or Own Indigenous Educational System, developing in the first part the social background of indigenous peoples, through the history of the education of these peoples in Latin America observed from the following operational criteria: first, language as an instrument that promotes the educational environment of indigenous peoples, second, the self-perception of belonging as a conception of indigenous peoples and, as a last criterion, the geographical location of indigenous peoples; to analyze the history of ethnoeducation in Colombia. In a second part, the analysis focuses on the normative development of indigenous peoples in Colombia, taking as a starting point the Colombian Political Constitution of 1991, which is divided, based on the normativity before its promulgation and its normative development and the regulations subsequent to the issuance of the Magna Carta. The third part of this thesis is based on the regulation of the teaching career in Colombia from the statutes of the teaching practice of indigenous education and its phenomenology, seeking to investigate social realities. As a fourth part, the ethnoeducational public policies are studied, for which the accountability on indigenous education issued by the Ministry of National Education will be reviewed, also using the collection of data such as census statistics of: recognition, participation, distribution and evolution of Indigenous Peoples, with sources from: UNICEF, ECLAC, UNHCR, Ministry of National Education, National Department of Statistics, National Planning Department, under a qualitative process, which ends in a proposal for a more equitable distribution. Fifth part, the analysis focuses on the issuance and regulation of the Own Indigenous Educational System based on current laws and constitutional jurisprudence that regulates prior consultation as a form of participation of indigenous peoples in the protection of their cultural identity through education, in order to point out the most conducive norm for the issuance of the SEIP, the constitutionality of applying Decree Law 1278 of 2002 to ethno-educational teachers. Dairy animal welfare is of growing interest around the world, especially in developed countries, which have animal welfare programs and resources to establish optimal management systems for cows and understand that animal welfare is the foundation of innovative dairy farming.The article, based on the analysis, synthesis and generalization of world research and the results of own scientific expert assessment of animal welfare identifies the main problems of animal welfare on dairy farms, considers methods of assessing animal welfare in the world and substantiates the importance of implementing welfare programs and management protocols in dairy farming.Thus, in dairy farming, animal welfare is an important component based on world regulations. The analysis of regulations requires an understanding of the legislative aspects of different levels and examples of best practice: a) EU directives and practices, b) directives and practices of each European country c) national directives of non-EU countries, which must take into account all three legislative features.It has been shown that the EU has implemented a number of animal welfare acts, compromises between dairy producers and consumers on a number of instruments to harmonize law enforcement through audit, training, scientific expertise and consulting, and contributes to the stability of the EU food chain.In Ukraine, it is important to harmonize legislation with European Union norms and create a system for assessing the welfare of dairy animals, as well as information and educational activities and training on animal welfare on dairy farms for stakeholders and practical approaches to implementing animal welfare in production.We launched the European approach "Signals of cows" within the Ukrainian-Dutch project "Dairy farm", which allowed to work out the basic aspects of animal welfare in research farms NULES.In 2021, a new law on veterinary medicine was adopted, which implements 14 EU acts and includes a section on animal welfare, which is already a big step forward and opens new opportunities.However, in addition to the provisions on the welfare of calves (harmonization with Regulation 98/58 EC) do not consider regulations on the welfare of the dairy herd, which is not enough to develop the dairy industry in a global transformation.The article presents the basic indicators of welfare of cows, which are used in European countries and which we use in expert assessments. However, systemic data to assess the welfare of cows is not enough, because it is in the plane of consulting, which does not allow the analysis of the welfare of cows.In the context of globalization, the basic problem of animal welfare on dairy farms is the intensification, so the main welfare assessment programs (FARM, The Code of welfare, Welfare Quality and IDSW), which are widely used in milk production in accordance with current animal welfare standards.Intensification of animal husbandry, which provides greater economic efficiency, poses many threats to animal health and remains one of the biggest problems of animal welfare. The desire for profit reduces the ability to implement the principles of sustainable development.We consider it expedient to develop and implement programs for assessing the welfare of cows in Ukraine. So in the EU there is a voluntary WQ program that certifies producers and aims to meet the needs of society, develop a reliable monitoring system on farms and improve the welfare of cows in general. In New Zealand, the Code of welfare has been implemented, which forms awareness of farmers and care for animal welfare. Almost 98% of US farms are members of the FARM (USA) program, which is positioned as a voluntary program and a number of others.Thus, despite the fact that dairy farming is one of the strategic sectors of animal husbandry in Ukraine, the welfare of dairy farms is insufficiently studied and covered. In the perspective of research, it is important to analyze the experience of other countries in this area and the introduction of a system of welfare assessment, as well as the development and implementation of protocols on animal welfare in Ukraine based on the concept of "Five Freedoms".It is important to raise the awareness of stakeholders and officials to ensure proper compliance with EU animal welfare rules, taking into account national, regional and local networks, different support and understanding of the target audience (both farmers and producers, civil servants, scientists and educators, etc.).Also a priority is research on animal welfare, as well as the development of modern approaches to the legal provision of animal welfare, which will improve animal welfare.Thus, in order to ensure a high level of welfare of cows in relation to world standards of animal welfare, the priority is to assess the welfare of cows, improve the legal framework in Ukraine, further research in this area, implementation of effective programs to control the welfare of dairy animals. ; Благополуччя тварин викликає все більшу заціквленість у всьому світі, а особливо в розвинутих країнах, які мають ресурси задля встановлення оптимальних систем менеджменту для продуктивних тварин і розуміння, що благополуччя тварин є основою інноваційного молочного скотарства.У статті, на основі аналізу, синтезу та узагальнення наукової літератури, результатів наукової експертної оцінки благополуччя тварин визначено проблеми благополуччя тварин на молочних фермах, розглянуто методи оцінки благополуччя та обгрунтовано важливість імплементації благополуччя та протоколів менеджменту в молочному скотарстві.Базовою проблемою благополуччя тварин молочного стада є інтенсифікація, тому представлені основні програми оцінки благополуччя – FARM, The Code of welfare, Welfare Quality та IDSW, які створені та використовуються у практиці виробництва молока, відповідно до стандартів благополуччя тварин.В Україні актуальним є гармонізація законодавства до норм ЄС і створення системи оцінки благополуччя тварин молочного стада, а також інформаційна та просвітницька діяльність, тренінги з благополуччя тварин на молочних фермах для стейкхолдерів та практичні підходи до імплементації благополуччя тварин у виробництві.

Background. Formation of mental disorders in the area of military conflict occurs in emergencies, which are fighting, leading to the emergence of stress disorders, and in the future after returning to normal living conditions can lead to decompensation of personality disorders, post-traumatic stress disorder, depression and suicide. The purpose was to conduct clinical and pharmacological, classification and legal, nomenclature and legal distribution of medicines for pharmacotherapy of depression among combatants with determination of parameters of their control regime. Materials and methods. The research used the current normative, legal and methodological documents, the State Register of Medicines of Ukraine, scientific sources, instructions for medical use of medicines, Internet resources. Used regulatory, documentary, forensic and pharmaceutical methods of analysis. Results. The article deals with the clinical and pharmacological, classification and legal, nomenclature and legal distribution of medicines with the determination of parameters of their control regime by ICD-10 codes F32-33 for the pharmacotherapy of depression among patients-combatants who receive medical care and pharmaceutical provision. Conclusions. Established that for pharmacotherapy of depression in healthcare establishments medicines prescribed, which: according to the clinical and pharmacological groups belong to the ATC codes "N04B", "N05A" and "N06A"; by classification and legal group – to the general group; by the nomenclature and legal group – to the prescription group. Determined that the circulation of antidepressant and antipsychotic medicines for the pharmacotherapy of depression among combatants in medical institutions carried out based on a license for medical practice, and in pharmacy establishments – based on a license for wholesale and retail trade of medicines. Implementation of the parameters of the control regime of medicines for pharmacotherapy of depression in the activity of healthcare facilities is relevant for psychiatrists, narcologists and general practitioners, and will ensure the proper organization of the order of their treatment at the stages of appointment, issue, storage, accounting, quality control and release in accordance with the requirements of the current legislation. ; Актуальность. Формирование психических расстройств в зоне военного конфликта происходит в чрезвычайных ситуациях, которыми выступают боевые действия, что приводит к возникновению стрессовых расстройств, а в дальнейшем после возвращения в привычные условия жизни может привести к декомпенсации расстройств личности, посттравматическим стрессовым расстройствам, депрессии, суицидам и самоубийствам. Цель исследования. Провести клинико-фармакологическое, классификационно-правовое и номенклатурно-правовое распределение лекарственных средств для фармакотерапии депрессии у комбатантов с определением параметров их режима контроля. Материалы и методы. Для проведения исследования были использованы действующие нормативно-правовые и инструктивно-методические документы, Государственный реестр лекарственных средств Украины, научные источники, инструкции для медицинского применения лекарственных средств, интернет-ресурсы. Использовались нормативно-правовой, документальный и судебно-фармацевтический методы анализа. Результаты. В статье проведено клинико-фармакологическое, классификационно-правовое и номенклатурно-правовое распределение лекарственных средств с определением параметров их режима контроля по кодам F 32-33 МКБ-10 для фармакотерапии депрессии у пациентов-комбатантов, которые в учреждениях здравоохранения различных уровней получают медицинскую помощь и фармацевтическое обеспечение. Выводы. Установлено, что для фармакотерапии депрессии в учреждениях здравоохранения назначаются лекарственные средства, которые: по клинико-фармакологическому признаку относятся к АТС-кодам «N04B», «N05А» и «N06A»; по классификационно-правовому признаку – к общей группе; по номенклатурно-правовому признаку – к рецептурной группе. Определено, что обращение антидепрессивных и антипсихотических лекарственных средств для фармакотерапии депрессии у комбатантов в медицинских учреждениях осуществляется на основании лицензии на медицинскую практику, а в аптечных учреждениях – на основании лицензии на оптовую и розничную торговлю лекарственными средствами. Внедрение в работу учреждений здравоохранения параметров режима контроля лекарственных средств для фармакотерапии депрессии является актуальным для врачей-психиатров, врачей-наркологов, врачей общей практики и обеспечит надлежащую организацию порядка их обращения на этапах назначения, выписки, хранения, учета, контроля качества и отпуска в соответствии с требованиями действующего законодательства. ; Актуальність. Формування психічних розладів у зоні військового конфлікту відбувається у надзвичайних ситуаціях, якими є бойові дії, що призводить до виникнення стресових розладів, а в подальшому після повернення до звичних умов життя може привести до декомпенсації розладів особистості, посттравматичних стресових розладів, депресії, суїцидів та самогубства. Мета дослідження. Провести клініко-фармакологічний, класифікаційно-правовий та номенклатурно-правовий розподіл лікарських засобів для фармакотерапії депресії у комбатантів з визначенням параметрів їх режиму контролю. Матеріали та методи. Для проведення дослідження було використано чинні нормативно-правові та інструктивно-методичні документи, Державний реєстр лікарських засобів України, наукові джерела, інструкції для медичного застосування лікарських засобів, інтернет-ресурси. Використовувались нормативно-правовий, документальний і судово-фармацевтичний методи аналізу. Результати. У статті проведено клініко-фармакологічний, класифікаційно-правовий та номенклатурно-правовий розподіл лікарських засобів з визначенням параметрів їх режиму контролю за кодами F 32-33 МКХ-10 для фармакотерапії депресії у пацієнтів-комбатантів, які в закладах охорони здоров'я різних рівнів отримують медичну допомогу та фармацевтичне забезпечення. Висновки. Встановлено, що для фармакотерапії депресії в закладах охорони здоров'я призначаються лікарські засоби, які: за клініко-фармакологічною ознакою належать до АТС-кодів «N04B», «N05А» і «N06A»; за класифікаційно-правовою ознакою – до загальної групи; за номенклатурно-правовою ознакою – до рецептурної групи. Визначено, що обіг антидепресивних і антипсихотичних лікарських засобів для фармакотерапії депресії у комбатантів у медичних закладах здійснюється на підставі ліцензії на медичну практику, а в аптечних закладах – на підставі ліцензії на оптову та роздрібну торгівлю лікарськими засобами. Впровадження в діяльність закладів охорони здоров'я параметрів режиму контролю лікарських засобів для фармакотерапії депресії є актуальним для лікарів-психіатрів, лікарів-наркологів, лікарів загальної практики та забезпечить належну організацію порядку їх обігу на етапах призначення, виписування, зберігання, обліку, контролю якості та відпуску відповідно до вимог чинного законодавства.

Objectif : L'objectif de cet article c'est d'analyser la pandémie du coronavirus prise dans sa dimension de catastrophe mondiale, ainsi que le fait que ses effets sont plus graves sur les personnes en situation de vulnérabilité, manifestant ainsi l'existence d'une véritable crise des droits de l'Homme. En tant que problème mondial, sa prise en compte conduit à l'adoption de mesures conjointes et coordonnées par les États, en application du principe de solidarité.Méthodologie : La méthode hypothético-déductive est utilisée dans la préparation de la recherche, en partant de l'hypothèse que les groupes les plus vulnérables sont plus susceptibles de subir la violation des droits causée par la pandémie.Résultats : Cette recherche a montré que le Brésil connaît une crise des droits de l'Homme en raison des effets de la catastrophe du COVID-19, en particulier l'impact sur certains groupes de personnes en situation de vulnérabilité. Par ailleurs, face à l'absence de politiques publiques efficaces, de nombreuses actions individuelles soutenues par l'initiative privée ont été entreprises en faveur de ces groupes vulnérables et en application du principe de solidarité.Contributions : Le présent travail s'inscrit dans l'application des principes de solidarité mondiale et de non-indifférence comme véritable boussole pour guider les pratiques des États face aux situations les plus défavorables qui se manifestent dans le domaine des relations internationales, qu'il s'agisse de crises économiques, de catastrophes environnementales, de bouleversements sociaux, de crime organisé, de trafic de drogue, de rupture de l'État de droit, de conflits armés, de faim, de misère et de maladies, comme dans le cas du COVID-19.Mots-clés: Pandémie; catastrophe mondiale; solidarité internationale; droits de l'Homme; groupes vulnérables. RESUMOObjetivo: O presente artigo tem como objetivo analisar a pandemia do coronavírus como catástrofe global, bem como o fato de que seus efeitos são mais graves sobre pessoas em situação de vulnerabilidade, a indicar a existência de uma verdadeira crise de direitos humanos. Enquanto problema de ordem mundial, seu enfrentamento enseja a adoção de medidas conjuntas e coordenadas pelos Estados, em aplicação ao princípio da solidariedade.Metodologia: Na elaboração da pesquisa, utiliza-se o método hipotético-dedutivo, na medida em que se partiu do pressuposto de que grupos mais vulneráveis são mais suscetíveis à violação de direitos causada pela pandemia.Resultados: Esta pesquisa demonstrou que o Brasil vivencia uma crise de direitos humanos em razão do impacto da catástrofe da COVID-19, em especial no impacto em alguns grupos de pessoas em situação de vulnerabilidade. Além disso, observa-se que diante da deficiência de políticas públicas efetivas, inúmeras ações individuais com apoio da iniciativa privada foram empreendidas em prol desses grupos em situação de vulnerabilidade e em aplicação do princípio da solidariedade.Contribuições: O presente trabalho delineia na aplicação dos princípios da solidariedade global e da não indiferença como uma verdadeira bússola a orientar as práticas dos Estados diante das mais adversas situações que se manifestam no campo das relações internacionais, sejam elas provenientes de crises econômicas; catástrofes ambientais; convulsão social; crime organizado; tráfico de drogas; rompimento com o Estado de Direito; conflitos armados; fome, miséria e doenças, como no caso da COVID-19.Palavras-chave: Pandemia; catástrofe global; solidariedade internacional; direitos humanos; grupos vulneráveis. ABSTRACTObjective: The objective of this article is to analyze the pandemic of the coronavirus as a global catastrophe, as well as the fact that its effects are more serious on people in vulnerable situations, indicating the existence of a real human rights crisis. As a global problem, its confrontation requires the adoption of joint and coordinated measures by the States, applying the principle of solidarity.Methodology: The hypothetical-deductive method is used in this research, since it is based on the assumption that more vulnerable groups are more susceptible to the violation of rights caused by the pandemic.Results: This research has shown that Brazil is experiencing a human rights crisis due to the impact of the COVID-19 catastrophe, especially in the impact on some groups of people in vulnerable situations. Cette prémisse visait à obtenir des données prouvant ou indiquant une possible crise des droits de l'Homme vécue au Brésil. A cet effet, l'impact de -la Covid-19 sur certains groupes de personnes en situation de sous-suffisance a été observé, ainsi que l'efficacité de toute action entreprise en application du principe de solidarité.
